About this file

This is a Questions and Answers document for Solicitation 1305M326Q0322, a Request for Quotation (RFQ) issued by the National Oceanic and Atmospheric Administration (NOAA) for non-personal janitorial services at the National Weather Service Weather Forecast Office in West Paducah, Kentucky. The document addresses nine clarifying questions submitted by potential quoters regarding contract performance requirements and administrative procedures.

Key clarifications address operational requirements including holiday service scheduling, which must be rescheduled within the same calendar week if a regularly scheduled Monday, Wednesday, or Friday service date falls on a federal holiday, with makeup days coordinated with the agency designated representative. Window cleaning is not required; however, contractors must damp wipe window sills and keep window blinds dust-free. The SOW requires cleaning the glass entrance door interior and exterior. For the raised tile flooring in operations and server rooms featuring static-free lamination by Camino Modular Systems (TecCrete), contractors must use only damp mops with neutral, film-free cleaners such as RISE Access Floor Cleaner, avoiding wax, harsh chemicals, and excessive water. The government does not provide historical data on contractor-furnished supplies (paper towels, toilet paper, hand soap, toilet seat covers, and trash liners) but provides employee count, 24/7 operational hours, and bathroom/breakroom quantities for contractor estimation. The mandatory pre-performance onsite walk-through meeting with the government representative must be conducted in-person and cannot be completed virtually, even for prime contractors using local subcontractors. Security clearance processing delays will result in escorted personnel performance if the Program Office approves, or prorated invoicing for services actually performed. The contract is a single year only with no option years, set-aside for small business concerns under NAICS 561720 with a $22.0 million size standard.

1305M326Q0322 Janitorial Services, NWS in Paducah, KY Questions and Answers

Q1The solicitation identifies Eco-Friendly Cleaning Specialist LLC as the incumbent contractor. Has the current scope changed materially from the prior contract? If so, please identify the material changes.
A1There will not be a breakdown of potential differences, which is why the disclaimer was included with the information.
Q2When a regularly scheduled Monday, Wednesday, or Friday service date falls on a federal holiday, should that service be skipped, rescheduled, or performed on the holiday? If it must be rescheduled, how will the alternate service date be determined?
A2Makeup days for holidays that fall on a regularly scheduled service day will be coordinated between the agency designated rep and the contractor, but must be made up within the same calendar week of the holiday.
Q3The SOW identifies 33 windows but does not list full window cleaning among the recurring tasks. Please confirm whether cleaning the 33 windows is required. If so, should the contractor clean the interior, exterior, or both, and at what frequency?
A3While the glass entrance door is to be cleaned inside and out, here is no request for window cleaning services as part of the SOW but that the SOW does talk about the need to damp wipe the window sills and leave the window blinds free of dust.
Q4If the contractor timely submits all required personnel security documentation within five business days after award, but the Tier 1 investigation processing time extends beyond the anticipated performance start date, how will contract startup be handled? Will the start date be adjusted, or may personnel with pending investigations perform under escort or written interim authorization? If Government processing of these background investigations delays commencement of work beyond the estimated August 15, 2026 start date, will the Period of Performance be shifted to allow for a full 12-month base period, or will the contract base period simply be shortened and invoiced at a prorated monthly amount?
A4If the security processing isn’t done but services need to start, if the Program Office is willing, workers can be escorted by personnel in order to perform janitorial services. If not, then the first monthly invoice would be prorated for services that were actually performed.
Q5If available, please provide the approximate historical monthly usage of contractor-furnished paper towels, toilet paper, hand soap, toilet seat covers, and trash-receptacle liners. Please also confirm whether the existing dispensers will remain available for contractor use, whether a toilet-seat-cover dispenser is currently installed, and whether the contractor must furnish the initial one-month reserve at contract startup.
A5This information is not available; the government does not monitor the inventory and rate of use of contractor-furnished supplies. We provide the number of employees, operational hours (24/7), number of bathrooms and breakroom, so that the contractor can estimate a reasonable amount of use.
Q6The SOW states the raised tile floor in the operations and server rooms features a special static-free lamination, and the Contractor "shall only use floor cleaners recommended by the manufacturer of the floor tiles". To ensure accurate pricing for these specific supplies, can the Government provide the manufacturer name of the floor tiles or the exact specifications of the required floor cleaner?
A6Camino Modular Systems Flooring features a special static-free lamination. The manufacturer, Camino Modular Systems (who manufactures TecCrete raised access floors) recommends using only damp mops with neutral, film-free cleaners. Avoid wax, harsh chemicals, and excessive water. For surfaces like high-pressure laminate (HPL) and conductive vinyl, the industry standard is RISE Access Floor Cleaner.
Q7The SOW mandates an onsite meeting with a designated government representative prior to the onset of providing janitorial services. For Prime Contractors utilizing local subcontractors, will the Government permit the Prime Contractor's management to participate in this meeting virtually (e.g., via teleconference or video call) provided the designated local, on-site Contractor's Supervisor is physically present?
A7No. The on-site meeting is primarily a walk-through of the facility. This cannot be effectively completed virtually.
Q8Could you please confirm whether there is a current incumbent for this contract? If so, we would appreciate it if you could share the associated Purchase Order number and the total contract value.
A8This information is provided in the solicitation documentation; it is at the top of the Description in SAM.gov and is also within the solicitation documentation itself.
Q9Is this for a base year only or for a base year with option years?
A9This is for a single year only. There will not be any option years on the award.
