About this file

This is a Questions and Answers document for solicitation 1305M326Q0320, a Request for Quotation (RFQ) for non-personal janitorial services at the National Weather Service Weather Forecast Office in Green Bay, Wisconsin. The document addresses nine key inquiries from potential bidders regarding service scheduling, cleaning product specifications, facility requirements, consumable supplies, training obligations, and contract structure.

The Q&A clarifies critical operational requirements: services must be provided on Monday, Wednesday, and Friday each week between 7:00 AM and 7:00 PM, with contractors responsible for completing work before sundown on Fridays to accommodate religious observances. For the operations and equipment rooms with TEC-COR 2 raised static-dissipative flooring, contractors must use neutral pH (6.5-8.5) non-abrasive cleaners specifically formulated for HPL surfaces and standard microfiber damp-mops, while strictly prohibiting waxes, polishes, silicone-based products, and solvent cleaners. Window glass panes do not require cleaning, though window sills and blinds must be maintained. The government clarified that paper toilet seat cover dispensers are not required as none currently exist on-site. Contractors must estimate their own consumable usage based on the 24/7 facility operating with up to 22 employees plus visitors. Monthly server room dust-mopping with NWS employee supervision should be scheduled between 8:30 AM and 10:00 AM on the first Friday of each month. SASH training compliance can be met through reading the referenced regulation and submitting documentation. The contract is structured as a single-year fixed-price purchase order with no option years, with post-award submittals detailed in Section 12 of the Statement of Work.

1305M326Q0320 Janitorial Services, NWS in Green Bay, WI Questions and Answers Q1 For Religious Observance, our operations are unavailable from Friday sundown through Saturday sundown. If any services are required during Friday evening or Saturday daytime, we would be pleased to perform those services on Saturday evening after sundown and/or Sunday while maintaining all required service levels and facility readiness standards.

Could you please advise whether such scheduling accommodations would be acceptable for this contract, particularly if any routine, on-demand, or supplemental janitorial services may be needed during Friday evening or Saturday daytime hours?

A1 This Statement of Work requires services on Monday, Wednesday, and Friday each week. The start time should be the same for all three days. You are allowed to work between the hours of 7:00am and 7:00pm. The beginning time is 7:00am, so if work began each of those days early enough so that all the work can be completed per the Statement of Work and be finished before sundown on Friday, even during winter months with the shorter days, this should not be an issue. It is up to the contractor to have an accurate estimate of how many hours and employees it will take to complete the job in order for you to determine whether work can always be completed before sundown on Fridays.

Q2The Statement of Work (SOW) indicates that the operations and equipment rooms have raised tile flooring with a special, static-free lamination that requires manufacturer-recommended cleaners. To ensure we procure compliant products and do not damage the lamination, could the Government please provide the manufacturer name, model, or the specific recommended floor cleaners/mops required for these surfaces?
A2The existing raised access flooring system in the operations and equipment rooms is a TEC-COR 2 Flooring System utilizing standard TEC-COR 2 panels, installed in 1993. The panel surface consists of a standard Static-Dissipative High-Pressure Laminate (HPL).

The Government does not mandate a specific brand or model of cleaning product or mop. The Contractor is responsible for utilizing standard industry-compliant products suitable for static-control HPL raised tile flooring. Maintenance must adhere to the following general criteria:

· Cleaning Products: Must use a neutral pH (pH 6.5–8.5), non-abrasive cleaner specifically formulated for static-dissipative High-Pressure Laminate (HPL) or ESD access flooring.

· Prohibited: Do not use floor waxes, polishes, silicone-based products, strong acids, ammonia, or solvent-based cleaners, as these leave film residues that disrupt electrostatic grounding or degrade the laminate surface.

Mops & Application: Standard flat microfiber damp-mop systems must be used. Flooring must never be flooded, saturated, or bucket-mop washed, as excess liquid will seep into the panel seams and compromise the subfloor plenum and understructure.

Q3The SOW mentions that the facility contains "25 windows" and outlines tasks for cleaning the "glass entrance door inside and out" and dusting "window sills" and "window blinds". However, there is no explicit task or frequency listed for cleaning the window glass panes themselves. Could the Government please clarify if cleaning the interior and/or exterior glass of the 25 windows is a requirement under this contract, and if so, at what frequency?
A3While the glass entrance door is to be cleaned inside and out, here is no request for window cleaning services as part of the SOW but that the SOW does talk about the need to damp wipe the window sills and leave the window blinds free of dust.
Q4Under Section 6 (Contractor-Furnished Equipment, Materials, and Supplies), the table lists "Paper toilet seat covers and dispenser". Could the Government please clarify if the contractor is required to purchase and install new physical dispensers, or if there are existing on-site dispensers that the contractor will service and replenish?
A4There is currently not a paper toilet seat cover dispenser so the need for the dispenser and the paper covers can be removed from the requirements.
Q5Since the contractor is responsible for furnishing paper towels, toilet paper, hand soap, toilet seat covers, and trash liners for a 24/7 facility with up to 22 employees plus visitors, could the Government provide any historical consumption data, average occupant counts, or past purchase records for these consumables to support accurate pricing?
A5This information is not available; the government does not monitor the inventory and rate of use of contractor-furnished supplies. We provide the number of employees, operational hours (24/7), number of bathrooms and breakroom, so that the contractor can estimate a reasonable amount of use.
Q6The SOW states that thoroughly dust-moping the server room must be performed on the first Friday of every month and "requires direct supervision by an NWS employee". To ensure proper planning and avoid operational disruptions, is there a specific time window on those Fridays during which the NWS employee will be available to supervise this task, or can it be scheduled at any time within the standard 7:00 AM to 7:00 PM service window?
A6Yes, performing the work in the morning between 8:30AM and 10:00AM is the best option, as personnel will be available on-site to monitor the tasks.
Q7Section 1330-52.222-70 of the NOAA Acquisition Manual requires all contractor personnel to complete mandatory Sexual Assault and Sexual Harassment (SASH) training within 30 business days of award. To ensure compliance with federal labor standards and accurate pricing of non-productive training labor, could the Government provide the estimated time duration (in hours) of the training module provided on the NOAA website?
A7The simplest way to meet this requirement is to have everyone who will be involved with working under this award either read the 1330-52.222-70 themselves or have someone read it to the group and then submit a document stating who did so and the date they did.
Q8Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?
A8Please see the table in section 12 of the Statement of Work.
Q9I was looking over the bid for the NWS Green Bay, WI and I only see Section 3 the Base Period price line. Where would I find the other option years price line?
A9This contract will only be for a single year; no option years.
