About this file

This is a Questions and Answers document for solicitation 1305M326Q0319, a Request for Quotation (RFQ) for non-personal janitorial services at the National Weather Service (NWS) Weather Forecast Office in Grand Junction, Colorado. The document addresses eight clarifications submitted by prospective contractors regarding service scheduling, wage determinations, facility requirements, and post-award considerations.

Key clarifications include: (1) services are required Monday, Wednesday, and Friday each week between 7:00 a.m. and 7:00 p.m., with contractors able to adjust first-Friday-of-month tasks to the first Monday if needed to accommodate religious observance; (2) the applicable wage determination is 2015-5423 Revision 31 dated 05/13/2026; (3) manufacturer-specific cleaning product information for antistatic tile floors is not available, but guidance specifies damp mopping without wax or oil coatings; (4) the mandatory pre-performance on-site facility walk-through meeting must be attended in person and cannot be conducted virtually; (5) the electronics shop cleaning tasks fall under general service requirements outlined in Section 10 of the Statement of Work; (6) post-award submittals are detailed in Section 12 of the SOW; (7) this is a single-year award with no option years; and (8) the primary contact for scheduling site visits is the NWS Grand Junction Office at 970-243-7007. The incumbent contract was awarded to DSC Solutions LLC for $58,500 over five years, and this acquisition is set-aside for small business concerns under NAICS code 561720 with a $22.0 million size standard.

1305M326Q0319 Janitorial Services, NWS in Grand Junction, CO Questions and Answers Q1 For Religious Observance, our operations are unavailable from Friday sundown through Saturday sundown. If any services are required during Friday evening or Saturday daytime, we would be pleased to perform those services on Saturday evening after sundown and/or Sunday while maintaining all required service levels and facility readiness standards.

Could you please advise whether such scheduling accommodations would be acceptable for this contract, particularly if any routine, on-demand, or supplemental janitorial services may be needed during Friday evening or Saturday daytime hours?

A1 This Statement of Work requires services on Monday, Wednesday, and Friday each week. The start time should be the same for all three days. You are allowed to work between the hours of 7:00am and 7:00pm. The beginning time is 7:00am, so if work began each of those days early enough so that all the work can be completed per the Statement of Work and be finished before sundown on Friday, even during winter months with the shorter days, this should not be an issue. It is up to the contractor to have an accurate estimate of how many hours and employees it will take to complete the job in order for you to determine whether work can always be completed before sundown on Fridays. For the tasks in paragraph c of the SOW that are to be done on the first Friday of every month, it could be switched to always be the first Monday of every month.

Q2 The Combined Synopsis/Solicitation and Attachment 2 both cite Wage Determination 2015-5423, Revision 31, dated 05/13/2026. However, the continuation sheet on page 2 of the SF-18 references Wage Determination 2015-5405, Revision 28, dated 05/13/2026.

Could you confirm which wage determination governs this requirement?

A2 The correct Wage Determination is 2015-5423 Rev 31 dated 05/13/2026.

Q3SOW Section 5 (Page 13) states that for the raised antistatic tile floors in the operations and equipment areas, the contractor must only use floor cleaners recommended by the manufacturer of the floor tiles. To ensure compliance, could the Government please provide the manufacturer's name, the tile model, or a list of pre-approved cleaning chemical products?
A3This information is not available. Here is some guidance from a previous contract that might give further detail on what is expected: Damp mop access floor in Operations room. The mop should be damp but not wet to assure that no water seeps down through the floor seams. To remove marks or stains, use all-purpose spray cleaner. Under no circumstances will wax, oil, or other coatings be applied to this floor as the anti-static properties of this floor will be lost.
Q4SOW Section 2 (Page 9) requires the Contractor to participate in an on-site meeting with agency contacts prior to beginning performance. For administrative efficiency, is the Government open to allowing the Prime Contractor's corporate project manager to participate in this meeting virtually, while our locally-based on-site supervisor attends in person?
A4No. The on-site meeting is primarily a walk-through of the facility. This cannot be effectively completed virtually.
Q5SOW Section 3 (Page 10) lists the "electronics shop" as part of the cleanable facility square footage. However, the cleaning frequencies and specific tasks for this shop are not defined in the Monday/Wednesday/Friday, weekly, or monthly task lists. Could you please clarify what cleaning tasks are required for the electronics shop, and whether it has any antistatic or continuous NWS employee supervision restrictions similar to the server room?
A5The Electronics Shop would be included within Section 10 (Service Requirements): parts a, b, and c.
Q6Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?
A6Please see the table in section 12 of the Statement of Work.
Q7Is this for a base year only or for a base year with option years?
A7This is for a single year only. There will not be any option years on the award.
Q8Is there a better number to reach Scott Rozanski in order to schedule the site visit?
A8Please use the NWS Grand Junction Office number, 970-243-7007.
