About this file
This is a Performance Work Statement (PWS) for NOAA Weather Radio Antenna Installation at Mount Tapochau, Saipan. The contractor shall install a new NOAA Weather Radio (NWR) antenna system at the specified mountain location to replace the existing aging infrastructure and improve radio coverage across Saipan and surrounding areas. Key objectives include site preparation and assessment, antenna installation and configuration, integration with existing NOAA Weather Radio broadcasting equipment, testing and validation of signal strength and coverage, and documentation of all installation activities. The work requires coordination with NOAA technical personnel and adherence to Federal Communications Commission (FCC) regulations and NOAA technical standards for weather radio operations. The contractor must ensure minimal disruption to existing services during installation and provide as-built documentation and training to NOAA operations staff upon completion. The installation must meet specified performance requirements for signal coverage, frequency accuracy, and operational reliability to support continuous NOAA weather alert broadcasts to the Saipan region.

PERFORMANCE WORK STATEMENT
NATIONAL WEATHER SERVICE
WEATHER FORECAST OFFICE GUAM
NOAA Weather Radio Antenna Installation at Mount Tapochau, Saipan
1. Background The National Oceanic and Atmospheric Administration (NOAA) National Weather Service’s (NWS) mission is to provide weather, water and climate data, forecasts, warnings, and impact-based decision support services for the protection of life and property and enhancement of the national economy. As part of this mission, the NWS operates and maintains the NOAA Weather Radio All Hazards (NWR) network to provide continuous transmissions of recorded weather and appropriate all-hazards warning information to the public.
Weather Forecast Office Guam operates and maintains the Saipan NWR site (WXM86, 162.550 MHz) on Mount Tapochau, Saipan. The communications tower and equipment shelter are managed by the Commonwealth of Northern Mariana Islands (CNMI) Office of Homeland Security & Emergency Management (HSEM). In April 2026, Super Typhoon Sinlaku destroyed the communications tower supporting the NWR antenna. An emergency NWR antenna was mounted to the railings of the Mt. Tapochau lookout. HSEM has contracted the installation of a temporary 100-ft Cellular on Wheels (COW) tower and for the replacement of the 200-ft communications tower.
2. Scope This task will install a temporary NWR antenna on the HSEM COW and remove the emergency antenna installed on the Mt. Tapochau lookout railings. Once the permanent HSEM tower is constructed, this task will install the permanent NWR antenna on the new HSEM tower and remove the temporary antenna installed on the HSEM COW.
3. Codes and Standards The contractor is responsible to review all applicable industry and safety codes, standards, federal and local regulations enforced at the project site:
3.1. National Fire Protection Association, NFPA 70, National Electrical Code.
3.2. National Fire Protection Association, NFPA 780, Standard for the Installation of Lightning Protection Systems.
3.3. IEEE, NESC, The National Electrical Safety Code.
3.4. Telecommunications Industry Association, ANSI/TIA-222, Structural Standard for Antenna Supporting Structures, Antennas and Small Wind Turbine Support Structures.
3.5. Telecommunications Industry Association, ANSI/TIA-322, Loading, Analysis, and Design Criteria Related to the Installation, Alteration and Maintenance of Communication Structures.
3.6. Occupational Safety and Health Administration, Occupational Safety and Health Standards, 29 CFR 1910.
4. Performance Requirements Summary (PRS) This contract includes a Performance Requirements Summary (PRS), see Section 9. The PRS plays an integral role in the administration of the contract. In addition to any applicable inspection clauses or other related terms and conditions contained in the contract, the PRS shall serve as a primary tool for inspection and acceptance of services as facilitated by the COR. Evaluation of the contractor’s overall performance shall be in accordance with the performance standards set forth in the PRS, and will be conducted by the COR. The PRS constitutes a material aspect of the contract and will not be changed or otherwise modified without prior written approval of the CO.
5. Work Requirements/Tasks
5.1. Temporary Antenna Installation on COW
5.1.1. Install a Telewave ANT150F2 antenna (or equivalent) on the HSEM 100-ft Cellular on Wheels (COW) communication tower, at the location identified by HSEM. The antenna shall be mounted at a stand-off distance of 36 inches from the tower using an Andrew S-300 stand-off bracket.
5.1.2. Install an LMR-400 coax transmission line (or equivalent) from the antenna to the existing NWR Polyphaser VHF50D-PGR surge protector in the equipment shelter, approximately 300 ft away. Install the coax in HSEM provided conduits, if available. Terminate the coax, secure to the tower, install weatherproofing, and grounding kits in accordance with the manufacture’s recommendations.
5.1.3. Measure the Voltage Standing Wave Ratio (VSWR) of the installed antenna and coax across the entire frequency range of the antenna. Verify that the VSWR meets the antenna manufacture’s specifications. If not, troubleshoot the installation until the VSWR meets the antenna manufacture’s specifications or until approved by the Technical Point of Contact (TPOC).
5.1.4. Coordinate the cutover of the NWR transmitter from the emergency antenna to the temporary antenna with the TPOC.
5.1.5. Remove the emergency antenna and coax installed on the Mt. Tapochau lookout railing. Dispose of materials as directed by the TPOC.
5.2. Permanent Antenna Installation on New HSEM Tower
5.2.1. Install a Telewave ANT150F2 antenna on the new HSEM communication tower, at approximately the 200-ft elevation, as specified by HSEM. The antenna shall be mounted at a stand-off distance of 36 inches from the tower. Perform a structural analysis to ensure that the antenna installation meets structural codes and standards for the site wind rating. Provide the appropriate stand-off bracket, stiff arm, etc. that meets the structural requirements.
5.2.2. Install Andrew AVA5-50 7/8" Heliax coax transmission line from the existing NWR Polyphaser VHF50D-PGR surge protector in the equipment shelter to the antenna, approximately 250 ft away. Transition from 7/8” Heliax to Andrew FSJ4-50B 1/2" Superflex Heliax before connecting to the antenna. Route the coax using the tower cable management or as specified by HSEM. Terminate the coax, secure to the tower, install weatherproofing, and grounding kits in accordance with the manufacture’s recommendations.
5.2.3. Measure the Voltage Standing Wave Ratio (VSWR) of the installed antenna and coax across the entire frequency range of the antenna. Verify that the VSWR meets the antenna manufacture’s specifications. If not, troubleshoot the installation until the VSWR meets the antenna manufacture’s specifications or until approved by the TPOC.
5.2.4. Coordinate the cutover of the NWR transmitter from the temporary antenna to the permanent antenna with the TPOC.
5.2.5. Remove the temporary antenna and coax installed on the COW tower. Dispose of materials as directed by the TPOC.
