About this file
This is Amendment 0001 to solicitation 1305M326Q0263, issued by NOAA's WAD-NMFS-Boulder office on July 15, 2026, effective immediately. The amendment updates the Performance Work Statement (Attachment 1) and Applicable Wage Determination (Attachment 4), and provides responses to 30 questions submitted by prospective offerors.
The solicitation is for janitorial and cleaning services at the Narragansett Laboratory facility in Rhode Island, covering approximately 13,000 cleanable square feet. Services are firm-fixed-price with a base period beginning September 15, 2026, and four option years. The contract is a total small-business set-aside under NAICS 561720. Key requirements include daily cleaning of offices and common areas between 3:00 PM and 9:00 PM, weekly and periodic deep cleaning (floor and carpet cleaning in May annually, window cleaning in June, and other specified services), and contractor provision of all consumables (toilet tissue, paper towels, hand soap, and hand sanitizer). All personnel must pass a National Agency Check with Inquiries (NACI) background investigation prior to entering the premises, though escorted access between 7:00 AM and 3:00 PM is available temporarily during the clearance process. A Site Manager must be responsive via phone/email during weekday business hours (8:00 AM to 3:00 PM). The contractor must submit a Quality Control Plan within ten days of award notification and a schedule for periodic services within ten days of award. An optional site visit will be held July 20, 2026, at 9:30 AM Eastern Time for up to two representatives per contractor. The correct wage determination for the Narragansett facility is WD 2015-4089, which includes janitor rates. Subcontracting is permitted; however, if contractor qualifications rely on subcontractors, those subcontractors must be used commensurate with the extent their qualifications were relied upon. Award will be based on best value, with options evaluated under FAR 52.217-8 by dividing Option Year 4's annual price in half and adding that amount to the base year plus Options Years 1–4 for evaluation purposes only.

The purposes of Amendment 0001 to solicitation 1305M326Q0263 are to:
(1) Provide an updated Attachment 1 - Performance Work Statement-Amd 0001, which supersedes the previously issued version of Attachment 1. Changes to the PWS are highlighted in yellow.
(2) Provide an updated Attachment 4 - Applicable Wage Determination. This version supersedes the previous version of Attachment 4.
(3) Provide answers to questions received in response to the solicitation as detailed below. Note that some duplicate questions have been merged.
***Please be sure to acknowledge Amendment 0001 via one of the three methods detailed in Box 11 of the SF30.***
Question Response
Site Visit and Square Footage Verification: PWS Section I.C states that the cleanable square footage of approximately 13,000 SF "shall be confirmed by the contractor during a site visit". However, a specific date and time for a formal site visit is not identified in the provided documents. Will the Government provide an organized site visit date for all prospective offerors to allow for accurate pricing?
NOAA will conduct an OPTIONAL site visit on Monday, July 20 at 9:30 Eastern Time at the Narragansett Laboratory to allow interested parties to view the facilities. There is a limit of two representatives per contractor. All attendees must complete the Google form at the following link by 12:00 PM Eastern Time on Friday, July 17:
https://docs.google.com/forms/d/e/1FAIpQLSeA QHMyMD5yIm6Q1iGffDhGpb-jXJOrDQmNt55m zOkKZgoijA/viewform?usp=header
If two contractor attendees are participating, they should fill out the form separately (once for each attendee). The site visit will begin promptly at 9:30 AM Eastern Time. Contractors should arrive at least 15 minutes early to ensure participation. Should attendees need to reach out to the site visit facilitator (e.g., with day-of logistical questions), they may reach Nate Stinehour at 401-533-1461. This is the only site visit that will be held. NOAA is not able to accommodate alternate times. Quoters are advised that the site visit facilitator is not authorized to address questions regarding the solicitation, or change the terms and conditions of the solicitation.
Historical Consumable Usage: PWS Section II.B.1 requires the contractor to furnish all consumables, including toilet tissue, hand towels, and hand sanitizer.
To support an accurate Firm-Fixed-Price (FFP) quote and minimize pricing risk, can the Government provide historical usage data (e.g., cases of paper/soap used per month) or a more specific estimate of daily visitor traffic beyond the baseline of 45 staff members?
The estimate of 45 individuals using the building during normal business hours ( M - Fr) remains accurate. Additional visitor access is negligible.

Security Processing Timeline: PWS Section III.D requires that all personnel "MUST have passed a National Agency Check with Inquiries (NACI) prior to entering the premises". Given the base period start date of September 15, 2026, and the potential length of NACI processing, will the Government allow for interim access or escorted entry if security clearances are still pending at the time of contract commencement?
Performance (escorted) between 7 AM and 3 PM will be allowable on a temporary basis until such time as personnel are cleared for unescorted access. In this case, the cleaning would preferably take place first thing in the morning (0700) and start with offices, so that there is minimal inconvenience for the majority of staff. Such escorted access is limited to the minimum duration necessary to complete the applicable background investigation.
Pricing for "Additional Work": PWS Section VI.D (following the task list) states that additional work not covered in the specifications will be compensated at an hourly rate. However, Attachment 2 - Pricing Schedule only provides fields for Monthly FFP and Annual Price.
Should offerors include a supplemental labor rate table for "as-needed" tasks, or will the Government provide an updated Pricing Schedule to include these labor categories?
This statement has been removed from the PWS, as this is a FFP contract.
Site Manager Availability vs. Cleaning Shift: PWS Section III.A requires the Site Manager to be available weekdays between 8:00 AM and 3:00 PM. However, PWS Section I.D specifies that the majority of cleaning tasks shall be accomplished between 3:00 PM and 9:00 PM. Does the Government require the Site Manager to be physically present during the 8:00 AM – 3:00 PM window for coordination, or is the 3:00 PM – 9:00 PM shift the required window for on-site management and supervision?
The intent is that they are responsive on phone/email between 8am-3pm M-F so that issues can be communicated with them during our working hours. The Site Manager is not expected to be physically present on site during those hours.
Periodic Cleaning for Base Year: PWS Section VI.B requires the submission of an annual schedule for periodic services five days prior to each "option renewal period". Please clarify the due date for the initial schedule covering the Base Year. Additionally, does the Government require the first "Annual" floor and carpet deep clean to occur during the first May of performance (May 2027), regardless of the contract's age?
The PWS has been updated to clarify that the contractor shall submit the schedule within ten
(10) days of receiving notification of award.
Regarding the cleaning schedules, yes, NOAA expects the annual cleaning prescribed with specific months to occur during the timeframes designated in the PWS.
If there is an incumbent, could you please share the Purchase Order number, period of performance, total value and how many quotes were received.
The incumbent award is 1305M221PNFFM0114.
The total obligated value is $194,435.40 for an overall period of performance of 5 years and four months (64 months total) from May 15, 2021 to Sep 14, 2026. A total of five quotes were received.
Are there any changes in the previous scope to new one?
No, the subject solicitation is largely consistent with the previous contract.
Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information? Post-award submittals are detailed in the PWS.
Award Type and Line-Item Structure: Will award be made on a single aggregate evaluated price, or is there any separate pricing required beyond the monthly/annual FFP amounts for the base and four option years shown in Attachment 2? (The pricing template appears straightforward, but we want to confirm no additional breakout is needed.)
No additional breakout is needed beyond Attachment 2 - Pricing Schedule.
While the wage determination and PWS reference potential subcontractor employees, the solicitation does not explicitly state whether subcontracting is permitted or prohibited. On a total small-business set-aside under NAICS 561720 (a service code), the FAR 52.219-14 limitation on subcontracting generally applies a 50% ceiling to non-similarly-situated subcontractors. Does the Government intend to allow subcontracting for this requirement, and if so, are there any special restrictions or approvals required beyond the standard clause (e.g., key-personnel or COR approval for subs)?
Subcontracting is not prohibited. The limitation on subcontracting clause RFO 52.219-14 is only applicable to procurements over the simplified acquisition threshold (SAT). As this requirement is not expected to exceed the SAT, RFO 52.219-14 is not applicable. Contractors may subcontract at their discretion. However, if they are relying on subcontractor qualifications in the submitted quote, contractors will be required as a condition of performance to subcontract with those entities commensurate with the extent that their qualifications were relied upon on the quote.
Performance Bond / Payment Bond Requirements: The solicitation does not reference bonding. Can you confirm whether performance and payment bonds are required for this contract, or whether they are waived?
There are no performance or payment bonds required, as this is not a construction contract.
Commercial General Liability and Other Insurance:
Beyond any bonding, what are the minimum required insurance coverages (type and amounts) for the contractor performing this work (e.g., commercial general liability, workers' compensation, automobile liability, etc.)? The PWS references safety and OSHA compliance but does not specify insurance certificates or limits.
Because this requirement is not expected to exceed the simplified acquisition threshold, formal clauses RFO 52.228-5 and CAR 1352.228-70 regarding insurance are not incorporated into the solicitation. However, to ensure the protection of both contractor and government personnel on-site, the successful awardee will be expected to maintain standard commercial insurance coverages normal for commercial janitorial operations of this size (including standard Workers' Compensation as required by Rhode Island state law, and standard Commercial General Liability).
Government-Furnished Supplies – Restocking Responsibility: Section II.A.4 states that the Government will furnish dispensers and batteries for hand sanitizer, but Section VI.D (Itemized Services, "Restrooms") requires the contractor to "replenish/stock restroom supplies (EX: toilet paper, hand soap, paper towels … etc.)." Section II.B.1 states the contractor shall furnish soap, toilet tissue, hand towels, and liquid hand sanitizer. Please clarify: Is the contractor responsible for purchasing and stocking all consumables (including hand sanitizer refills, toilet tissue, paper towels, and soap), with the Government only providing the empty dispensers? Or does the Government stock some items?
NOAA only provides empty dispensers and ensures that those dispensers have batteries (where required) to operate. The Contractor is responsible for ALL consumables.
Bio-Based Product Reporting Deliverables: Section II.B.9 and RFO 52.223-2 require the contractor to submit a complete list of bio-based products (manufacturer, cost, intended use) and periodic reports. What is the required format and frequency for these reports (e.g., initial certification within X days of award, then quarterly or annually)? Should they be submitted via FedConnect, IPP, or email to the COR?
In accordance with RFO 52.223-2, the reporting frequency and format requirements are established as follows:
-Initial List Submission: As outlined in the PWS, the contractor shall submit an initial list of bio-based products planned for execution to the COR prior to beginning work on-site.
-Annual Reporting Frequency: Formal compliance reporting under the clause is required annually. The annual report covers the preceding federal fiscal year (or portion thereof) and is due no later than October 31 of each calendar year during contract performance.
-Required Format & Submission Portal: The formal annual report must be submitted electronically through www.sam.gov on a contract-by-contract basis. A copy of the submission verification or generated report must be forwarded via email to both the CO and the COR upon completion.
Quality Control Plan Approval Timing: Section IV.A states the QCP "will be approved by the Contracting Officer prior to commencing work." How many days after contract award should the contractor submit the QCP, and how many business days should the contractor allow for Government review and approval before the 9/15/2026 performance start date?
The PWS has been updated to clarify that the contractor shall submit the Quality Control Plan within ten (10) days of receiving notification of award.
After-Hours Access and Key/Alarm Procedures: The PWS requires janitorial services between 3:00 PM and 9:00 PM, after most staff depart. Section V.B.1 mentions locking doors, alarms, and keys. Will the contractor be issued keys and alarm codes, or will access be via badge/key-card only? What is the procedure for obtaining keys, codes, or badges prior to the start date, and whom should the contractor coordinate with (COR, Facility Security, or other)?
Contract personnel will be issued keys by on-site facilities personnel. Only NACI-cleared personnel will be issued keys,.
Background Investigation Lead Time (NACI): Section III.D requires all personnel to pass a National Agency Check with Inquiries (NACI) *prior to entering the premises*. Given the contract start date of 9/15/2026, what is the current average processing time for NACI investigations, and should offerors plan to submit fingerprint cards and investigation forms immediately upon award (or even sooner) to ensure clearances are complete by the start date? Is interim access available, or must the full NACI adjudication be complete first?
The PWS requires the contractor to provide a list of personnel performing under this contract to the CO and COR within fifteen (15) days prior to the commencement of services. The current processing times for investigations are unknown. The Contracting Officer plans to make every attempt to award this contract no later than August 7 to provide as much lead time as possible.
Evaluation of FAR 52.217-8 Extension Option: The Addendum to FAR 52.212-2 (Evaluation) states: "The Government will evaluate the options under FAR clause 52.217-8 by dividing the total price for Option Year Four in half and adding to the total price." Please confirm our understanding: For evaluation purposes only, the Government will take (Option Year 4 annual price ÷ 2) and add that amount to the sum of the base year plus Option Years 1–4, to yield the "Total Evaluated Price" in Attachment 2, column I. (Award and payment will still be monthly/annual per the contract terms; this is purely for source selection.) Is that correct? This understanding is confirmed.
PWS Section VI.C places food-service and break-area cleaning under daily services, while the Itemized Services Requirements List states weekly. Please confirm the required frequency.
The PWS has been updated to clarify that the surface areas in the food/break areas shall be cleaned daily, while the entire area(s) shall be cleaned weekly.
May an offeror rely on the relevant experience and past performance of its proposed janitorial subcontractor? If so, please confirm whether the subcontractor’s CPARs or signed PPQs may be submitted for evaluation.
Contractors relying on subcontractor qualifications in the submitted quote, contractors will be required as a condition of performance to subcontract with those entities commensurate with the extent that their qualifications were relied upon on the quote.
While reviewing my documents for submission, I noticed the SF1449 included in the solicitation does not include the CLINs for my completion. Does the Government want the contractor to fill in the SF1449 with the CLIN information found on Attachment 2, along with the proposed prices? We can do that if required.
The CLIN schedule is contained in Attachment 2
- Pricing Schedule. Quoters are not required to extract the CLIN schedule from the SF 1449 solicitation document, and fill it in with the CLIN data found in Attachment 2 - Pricing Schedule.
If no Government Past Performance examples are available, can we submit Attachment 3 completed by a commercial contract reference?
Yes. Commercial projects are allowable relevant experience / past performance projects.
What type of paper, soap and toilet tissue does the facility use? In lieu of a site visit, can the facility send photo of dispensers or brand? This is necessary to accurately calculate the consumables.
This information is not known. Please see question 1 regarding a site visit.
Is the janitorial services company allowed to change paper and soap suppliers, assuming this switch does not cost the government?
Yes. The Government does not require specific brand(s) for contractor-provided consumables.
The wage sheet you attached (Wage Determination 2015-4109) says it is only for the towns of Hopkinton and Westerly, but the job site is in Narragansett — can you confirm this is the right wage rate sheet for this job, or send us the correct one?
The Government confirms that the inquirer is correct. Wage Determination No. 2015-4109 (covering Hopkinton and Westerly) was attached in error. The correct schedule for the Narragansett facility is Wage Determination No.
2015-4089. Note that the wage rates for the applicable labor category (janitor) is the same for both the previous/incorrect WD and the updated/correct one. This amendment replaces Attachment 4 with the correct wage determination. Thank you for bringing this to our attention.
Does the wage rate sheet include a pay rate for the Janitor or Cleaner job, since the part we can see only lists office and car-repair jobs?
Yes, the updated Wage Determination includes Janitor.
The job papers say the buildings total about 17,200 square feet, but the room-by-room list only adds up to about 13,300 square feet — which number should we use to figure our price?
The 17,200 figure cited in the PWS includes exterior square footage/footprint of the building, whereas the room-by-room list totaling ~13,300 square feet is accurate.
Will the award go to the lowest priced technically acceptable quote, or is this a best-value tradeoff? Best value per the solicitation.
As the fiscal year closes out: does your office have other upcoming or not-yet-posted requirements in this scope area that [contractor name removed] could also quote? No.
