About this file
This is Amendment 0002 to Solicitation 1305M326Q0135, issued by the Washington Department of Social and Health Services (WAD-SAP) located in Seattle, Washington. The amendment was effective April 16, 2026, and is not extended. The solicitation concerns contract performance during the period May 1, 2026, through August 31, 2026.
The primary purpose of this amendment is to add Federal Acquisition Regulation (FAR) clause 52.222-90, "Addressing DEI Discrimination by Federal Contractors" (April 2026 deviation), to the solicitation requirements. Under this clause, contractors must not engage in racially discriminatory diversity, equity, and inclusion (DEI) activities, defined as disparate treatment based on race or ethnicity in recruitment, employment, contracting, program participation, or resource allocation. Contractors must furnish all required information and reports for compliance verification, report known or reasonably knowable subcontractor violations to the Contracting Officer, and inform the Contracting Officer if a subcontractor initiates litigation regarding clause validity. Noncompliance may result in contract cancellation, termination, suspension, or contractor ineligibility for future Government contracts. The substance of this clause must be flowed down to all subcontractors at any tier, including those for commercial products and services, except where performance or delivery occurs outside the United States. All other terms and conditions of the original solicitation remain unchanged. Offerors must acknowledge receipt of this amendment prior to the specified closing date through one of three methods: completing and returning items 8 and 15 of the form, acknowledging receipt on each copy of their offer, or sending a separate letter or electronic communication referencing the solicitation and amendment numbers.
