About this file

This document is Amendment Number 0002 to a federal solicitation for landscape services at the National Weather Service Weather Forecast Office located in Moon Township, Pennsylvania. The amendment, effective February 20, 2026, incorporates a revised Statement of Work and addresses eight vendor questions received as of February 28, 2026, with corresponding government responses. Key clarifications include: Fed Connect registration is required post-award only; biobased product certification per FAR 52.223-1 applies with contractors required to provide proof of biobased product usage upon request; the mowable turf acreage is approximately 1.25 acres of the total 9.7-acre site; leaves must be disposed of off-site rather than mulched in place; water access is available via two hose-spigots; dark brown mulch is preferred with no specific type requirement; the section on additional work at hourly rates has been deleted; and nine equal monthly payments are anticipated per contract year, with potential proration if services are incomplete.

The revised Statement of Work specifies grounds maintenance services from April 1, 2025 through November 30, 2029, with a base year ending February 28, 2027, and four option years through February 28, 2031. Services include mowing and trimming to maintain grass between 2" and 3" height (typically weekly during growing season), fertilizing twice annually, overseeding in late fall with aeration and dethatching in spring and fall, edging, weed control, lime application, tree pruning, mulching in May, debris and leaf removal, dormant oil spray in early spring, and final winterization in November. The contractor must furnish all supplies, materials, equipment, and personnel while the government provides electrical power. A Site Manager must be designated within five days of contract start and be available weekdays 8:00 AM to 3:00 PM. All employees require OSHA training documentation and sexual harassment prevention training. Monthly inspections will be conducted jointly, with deficiencies correctable within one business day and deductions calculated at 1/30th of monthly price per day of non-correction. The performance location is National Weather Service, Weather Forecast Office, 192 Shafer Road, Moon Township, PA 15108-1093.

VENDOR QUESTIONS RECEIVED AS OF 02/28/2026 AND

GOVERNMENT RESPONSES.

NOTICE: STATEMENT OF WORK-REVISED IS INCLUDED

IN THIS AMENDMENT. NO OTHER CHANGES.

QUESTION 1: Regarding the requirement for Fed

Connect® registration, could you please clarify the following: Is a registered account required at the time of bid submission (March

6th) to submit the proposal through the portal, or is registration only required post-award for contract administration purposes?

RESPONSE: Registration is required post-award for the awarded company.

QUESTION 2: Regarding FAR 52.223-1 (Biobased

Product Certification), could you please clarify how this specifically applies to the landscaping scope of work? Specifically, are there mandatory biobased requirements for products such as mulch, fertilizers, soil amendments, or equipment lubricants?

Additionally, what documentation should the contractor provide to verify that these products meet the USDA BioPreferred standards during the performance of the contract?

RESPONSE: Please thoroughly review the clause

FAR 52.223-1 for information. The Contractor is required to provide proof of using biobased products upon request of the Government.

QUESTION 3: Turf Acreage vs. Total Acreage

The SOW mentions the site is approximately 9.7 acres. Could the government provide an estimate of the actual mowable turf acreage versus areas occupied by buildings, pavement, and wooded sections?

RESPONSE: Mowable turf is approximately 1.25 acres

"Mowing and Trimming" or "Cleanup" requirement in October and November include the complete collection and off-site disposal of leaves from the 9.7-acre property, or is mulching-in-place preferred?

RESPONSE: Yes, leaves must be disposed of off-site. Statement of Work, Performance

Standards and Guideline Requirements, Section

1, sub-section ix. Cleanup has been revised to make this clarification. The text now reads:

Cleanup: All grass clippings, weeds, debris from pruning and dethatching, and leaves shall be removed from the project premises as necessary. Walks and driveways shall be kept free of equipment and debris. Exterior walls of building shall be kept free of soil. When on the job site, police entire grounds to remove all trash, debris, and leaves. This shall include the vehicle parking lots, walkways, and lawn areas. Contractor shall remove and dispose of all clippings, weeds, debris, and leaves at an approved public or commercial dumpsite.

Also, Statement of Work, Performance Standards and Guideline Requirements, Section 1, sub-section x. Aeration and Dethatching has been revised to delete the last sentence

“Contractor shall remove and dispose of all debris at an approved public or commercial dumpsite” because this sentence has been moved to end of Statement of Work, Performance

Standards and Guideline Requirements, Section

1, sub-section ix. Cleanup.

QUESTION 5: Water Access

The SOW states the government will provide electrical power. Is on-site water access also available for the contractor’s use during fertilization, overseeding, or the cleaning of paved surfaces?

RESPONSE: Dark brown, no preference on type.

QUESTION 7: Hourly Rates for Additional Work.

The SOW (Page 14) mentions compensation for

"Additional Work" at an hourly rate. Since the price sheet focuses on monthly fees, where should the contractor list their proposed hourly labor rate and material markup for these

"as-needed" services?

RESPONSE: Statement of Work section

“Additional Work Outside the Statement of Work” has been deleted.

QUESTION 8: Total Number of Payments. The

CLINs specify a period of performance from

March through November. Can the government confirm that there will be a total of nine (9) equal monthly payments per contract year?

RESPONSE: Yes, nine (9) equal monthly payments are anticipated for each contract year;

however, a monthly payment may be prorated if all necessary services have not been provided.

1. The Contractor shall provide all labor, equipment, materials, supplies, and supervision to perform grounds maintenance and landscape services as identified in the Statement of Work.

A. The following guidelines describe what is considered to be the normal industry quality and performance standards for intended services under this type of contract.

B. The following guidelines are for references only and final results shall be the determining factor for the success of failure of this contract. Performance shall be based on the Contractor’s effort in meeting the performance and quality standards, not the frequency or method of performance.

i. Mowing and Trimming Operations:

1. Grass shall be cut from March 1 to November 30 of each year with a frequency to maintain its length between 2” and 3” height at all times. Note: The frequency needed to achieve this specification may vary through the season depending on weather conditions, but typically requires weekly service through much of the growing season.

2. Grass and weeds shall be trimmed around trees, shrubs, buildings, fences, poles, posts, fire hydrants, parking lot bumper blocks, and other fixed obstacles. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing.

3. The Contractor shall be responsible for maintaining awareness by monitoring the growth of the grass and scheduling cutting/mowing operations as required to maintain its length to specification above.

4. The Contractor shall prevent scalping and uneven cutting. Precautions shall include removal or repair of equipment causing unnecessary damage or procedures causing unsatisfactory mowing.

5. The Contractor shall replace shrubs and trees damaged as a result of its service provision at no additional cost to the Government. If a plant should die or become unhealthy subsequently due to damage caused by the Contractor, the Contractor shall replace the damaged plant or tree with a plant or tree of the same species and size. Plant or tree replacement shall occur within fifteen (15) days of identified damage. The Government is not responsible for damage to contractor’s equipment due to trash, debris, or uneven terrain.

6. It is the Contractor’s responsibility to ensure their trimming and mowing services do not damage trees. If grass seeding is needed to repair damaged areas, use a compatible grass seed mixture.

7. The Contractor shall maintain all open drainage systems; open culverts under driveways and roads free of debris, trash, limbs, leaves, and grass clippings.

8. Grass clippings shall be removed or mulched to provide a uniform appearance after mowing. All improved grounds shall look well manicured at all times.

ii. Fertilize Grounds: The Contractor shall furnish and apply a slow-release fertilizer in two (2) separate treatments; once in late Spring (i.e. late April or early May), and once again in the early Fall (i.e.

September or early October).

iii. Overseed: In the late Fall of each year (i.e. later in October or November), the Contractor shall aerate the grounds (see specifications in Section x below), and furnish and spread grass seed over the entire lawn. Seed shall be a mix that does well in Western Pennsylvania’s climate and is weed-free, at a minimum weight per 1,000 sq. ft. appropriate to the type of seed used (typically 2 lbs per 1000 sq. ft. for Kentucky Bluegrass, but higher for other grass types).

iv. Edging: Grass shall be cut back from all edges 0.5” or 1.5” and not cut deeper than 1.5” to 2”. Edging shall include removal of vegetation from cracks, and expansion joints in sidewalks, driveways, stone landscaping, and curbs. Grass shall not extend over the edge of parking lots, concrete streets, pads, sidewalks, driveways, paved areas, or curbs in all areas. During the first year of this contract, edging shall be established around evergreen trees where the grass intersects the mulch bed. During the option years of this contract, this edging shall be maintained.

v. Weed Control: Lawns shall be maintained to show continual progress in removal of annual and perennial weeds, including all clover and coarse grass species. Parking lots, plant beds, walkways, stone landscaping, and patio area shall be kept free of weeds, grasses, leaves, and debris. Planting beds shall be kept free of weeds, grasses, leaves, and debris. Sprays specific for problem vegetation are permitted. Contractor shall use Roundup for weed treatment within the fenced-in space surrounding the radar buildings.

vi. Lime Application: The Contractor shall furnish and apply pelletized lime once in the Fall (October or early November) at a minimum rate of 40 lbs. per 1,000 sq. ft.

vii. Tree Pruning: Remove dead, damaged, or diseased wood from all trees (within 6 feet from the ground). This is a continuous requirement.

viii. Mulching: During the month of May, the Contractor shall provide and place bark mulch throughout all plant beds. Quantities supplied must be sufficient to maintain planting bed areas with a minimum mulch depth of two (2) to four (4) inches. A sample of mulch shall be submitted to the GCP prior to application.

ix. Contractor shall remove and dispose of all clippings, weeds, debris, and leaves at an approved public or commercial dumpsite.

x. Aeration and Dethatching: During the Spring (i.e. in April or early May) and again in late Fall (coincident with overseeding discussed in Section iii above), the entire lawn area shall be aerated using a powered aerator set to remove cores cleanly without tearing or otherwise damaging the turf. Coring tines shall be at least 2” in depth. In the Spring only, following aeration, the entire lawn shall be dethatched using a powered vertical mower. Thatch shall be removed to within ¼” of the ground surface.

xi. Dormant Oil Spray: In early Spring when temperature will remain above 40F (i.e. early April), dormant oil spray shall be used on evergreens, ornamental trees and shrubs within the plant beds as an insecticide/fungicide treatment.

xii. Final Work: During the last two weeks of November, the Contractor shall leave all tree mounds and rock beds in a weed-free condition. Grass shall be mowed, weather conditions permitting, regardless of height in order to leave the grounds ready for Winter.
