Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for Snow Removal Services at the National Weather Service (NWS), Weather Forecast Office (WFO) in Juneau, Alaska, in accordance with the Statement of Work. Period of Performance Date of Award through April 1 2026.
Award Type: Firm-fixed-price Product/Service Code: S218
Section III - Description/Specifications
STATEMENT OF WORK SOW
Juneau WFO Snow Removal
LOCATION:
The contractor shall be responsible for satisfactorily managing and performing snow removal as specific herein for the following location:
National Oceanic & Atmospheric Administration (NOAA) National Weather Service (NWS) Weather Forecast Office (WFO) Juneau – WV9381 8500 Mendenhall Loop Road Juneau, Alaska 99801-9218
The Juneau Forecast Office is open 24 hours a day, 365 days per year which includes holidays. There are three shift changes per day: 7:00 AM. 2:00 PM, and 10:00 PM. The period with the highest number of vehicles in the parking lot is Monday through Friday 8:00 AM to 4:00 PM. When possible, the plowing should be done before the busiest work period between 8:00 AM to 4:00 PM. This will help to minimize the number of cars obstructing the parking lot and will allow employees to report to work during heavy snow or icing situations. During heavy snow periods, multiple plows per day may become necessary to assure the facility remains open. In those heavy snow periods, plowing during the heaviest work period (largest number of vehicles on-site) may become necessary.
TECHNICAL POINT OF CONTACT:
Onsite:
Will be provided at the time of award.
Offsite:
Will be provided at the time of award.
PURPOSE:
The contractor shall furnish all management, supervision, labor, materials, supplies, and equipment (including heavy equipment and snow shovels) to provide efficient snow and ice removal services at the National Weather Service Forecast Office located at 8500 Mendenhall Loop Road, Juneau, Alaska. The contractor shall remove snow and ice by plowing, blowing, brushing, sweeping, shoveling, or other suitable means not harmful to the traffic surface as necessary in order to produce and maintain safe passage of pedestrians and vehicles. The contractor shall apply gravel, sand, and ice melt, etc. as necessary to treat existing or developing unsafe conditions to produce safe passage of pedestrians and vehicles
TECHNICAL SPECIFICATIONS:
The National Weather Service (NWS) will install orange snow poles to define the edges of the plowing areas to include the parking lot, driveways and fire hydrant. The orange poles will also delineate the area where meteorologists collect snowfall and snow core data for weather observation purposes. This weather data collection area will be shown to the contractor during the initial on-site walkthrough, and will need to be free of disturbance, plowing or piling of snow through the season. The snow poles will be removed by the NWS in spring after the last snow has melted. Snow poles and attaching fasteners will be provided by the National Weather Service.
Snow removal is expected after a 3 inch minimum accumulation of snowfall or when authorized NWS personnel call for additional snow removal or an icing problem resulting in difficulty of moving vehicles or safety concerns (slips/falls) for pedestrians. Snow and ice removal services will be considered ‘‘automatic” and “on-call”. It shall be the contractor’s responsibility to monitor weather forecasts and conditions and automatically initiate removal services unless an authorized person calls for additional services.
The parking lots, work areas, and driveways will be kept free of snow and ice. All doorways and sidewalks (the full width) will be kept clear of snow and ice. Ice melt will be used to keep the sidewalks from getting slippery from ice or compacted snow. These areas may also require sanding periodically. If needed, the Meteorologist in Charge or another on-site technical point of contact can disclose the area of the parking lot where the snow can be stacked temporarily.
The parking area consists of 2 parking lots: 1) Lower/main parking lot on the east side of the facility consisting of 23 individual parking spaces, and 2) upper/side parking lot on the north side of the facility consisting of 5 parking spaces adjacent to the building along with the trash/power generator area. The 28 parking spaces must be maintained and remain usable through the winter months. The small driveway adjacent to the north side of the emergency generator building must also remain clear and free of snow obstruction to allow fuel trucks and maintenance personnel to access that area during the winter months.
Also, the contractor is responsible for keeping the driveway to the WFO clear all the way from the NWS parking lot to the Mendenhall Loop Road entrance. The contractor should ensure to not leave plow berms across the entrances to any U.S. Forest Service parking lots and driveways in this process as well to ensure easy access is maintained to their areas. In addition, the State of Alaska Department of Transportation often leaves large berms across the entrance to the NWS facility off of the Mendenhall Loop Road. The contractor will need to make sure these berms are removed as well.
Snow removal services should include but are not limited to: hand shoveling, hand sweeping, snowplowing by truck, application of gravel/sand in the parking lot, front end loader use, skid steer use, snow storage, and application of approved ice melt on sidewalks.
SIGN-IN REQUIREMENT:
All contractors performing work on-site at the National Weather Service are required to sign in when arriving to perform work. The sign in sheets are located at the front desk area just inside the front door entrance of the Weather Forecast Office. The contractor should sign in for each visit on the WFO Juneau Contractor’s Sign In clipboard.
ADDITIONAL INFORMATION:
Conduct of Work:
Services under this contract must be performed in such a way that there will be no interruption to or interference with the normal operation of Government business on the premises. All rules concerning safety, smoking and the security of the building shall be observed. No children under 18 years of age are allowed to assist the contractor.
