STATEMENT OF NEED

FIRE DETECTION AND FIXED GAS FIREFIGHTING SYSTEMS

1. PURPOSE

The purpose of this project is to deliver a complete fire protection package for the R/V Gladys Reese, consisting of an addressable fire detection system and a fixed CO2 fire suppression system. These systems are required to meet compliance with ABS Marine Vessel Rules and USCG Subchapter T regulations, ensuring vessel safety and regulatory certification.

2. MISSION

The SEFSC conducts marine research in support of NMFS's mission to ensure the sustainable use of the nation's living marine resources. Upgrading the fire detection and fixed gas firefighting system is essential for ensuring operational readiness during fisheries and protected species research missions.

3. BACKGROUND

The R/V Gladys Reese is a 134-foot steel-hull research vessel recently acquired and repurposed by SEFSC for the NOAA Fisheries missions in the Gulf of America, South Atlantic, and Caribbean Sea. Originally designed for offshore oilfield work, the vessel is undergoing multiple interior and exterior modifications to support the NOAA Fisheries mission. A complete fire protection system is necessary to enhance fire safety and achieve regulatory certification through the installation of an addressable Consilium Fire Detection and Fixed Gas Firefighting System. This system is essential for safeguarding lives, preserving assets, and ensuring continued operational viability of the vessel.

The vessel is not new, but there are no existing older systems onboard. All fire detection and firefighting systems required under this solicitation shall be new installations.

4. SCOPE OF WORK

The contractor shall provide all design, engineering, equipment, installation, integration, testing, and commissioning required to deliver a fully functional fire detection and fixed gas firefighting system.

4.1 FIRE DETECTION SYSTEM

The contractor shall:

• Design and provide one (1) ABS and USCG-approved addressable Consilium or equivalent Fire Detection System.

• Terminate, test, and commission the system.

• Provide system drawings, battery backup calculations, certifications, component data sheets, and technical manual. For vessel layout drawings, offerors shall reference Attachment No. 3 and https://my.matterport.com/show/?m=aoT5biozHnh.

• Provide one alarm contact for integration with the vessel’s general alarm system.

4.2 FIXED GAS (CO2) FIREFIGHTING SYSTEM

The contractor shall:

• Design and provide two (2) ABS and USCG-approved Kidde or equivalent fixed-cylinder CO2 suppression systems for:

o Engine Room (9,408 cu. ft.)

o Forward Machinery Space and Passageway (7,308 cu. ft.)

• Install, test, and commission both systems.

• Include manual actuation with 60-second time delays and one (1) IMO-approved pull cabinet per zone.

• Provide two 3-pole pressure switches per system for ventilation and engine shutdown (to be wired by shipyard).

• Include four (4) 24VDC multitone horn-strobes.

• Engineering package includes: piping diagrams, CO2 calculations, component data sheets, and technical manual.

4.3 DELIVERABLES

• Fully installed and commissioned addressable Consilium fire detection system.

• Fully installed and commissioned dual-zone CO2 suppression system.

• System documentation, including:

o Engineering submittals (AutoCAD format);

o Certifications and component data; and o User and technical manuals

• Coordination and integration support with the shipyard for interfacing with general alarm, ventilation, and shutdown systems.

5. CERTIFICATION & COMPLIANCE

Project completion shall be defined by the following criteria:

• Successful testing and commissioning of the fire detection system;

• Submission of all required documentation; and

• Written acceptance by the client based on performance per ABS and USCG Subchapter T standards.

6. PLACE OF PERFORMANCE AND ACCEPTANCE

The Main Switchboard will be installed and commissioned aboard NOAA research vessel R/V Gladys Reese at the designated shipyard facility no more than 50 miles from Pascagoula, Mississippi.

https://my.matterport.com/show/?m=aoT5biozHnh

Final shipyard location will be confirmed upon award of the associated shipyard service contract.

Acceptance of the system will occur on-site following successful on-vessel installation, start-up, and commissioning in accordance with contract requirements.
