About this file

This document is a Solicitation Questions and Answers file for NOAA's procurement of galvanized steel wire. The solicitation (RFQ 1305M325Q0137) seeks 50 reels of 3/8-inch diameter galvanized steel wire rope with a watertight orange impregnated polypropylene jacket, to be delivered to the Pacific Marine Environmental Laboratory in Seattle, WA. Key Q&A details include confirmation that this is a new requirement with no incumbent, samples are not required, and NOAA prefers full shipment of wire but can accept partial deliveries. The solicitation is unrestricted and open to all sources under NAICS code 331222, with a small business size standard of 1,000 employees.

Potential offerors must submit electronic quotes by 12:00 PM MST/MDT on April 30, 2025, to stephanie.mas@noaa.gov, and must have an active SAM registration. The evaluation will prioritize the Non-Price Technical Solution, which is considered significantly more important than price, assessing factors including specification sheet, place of manufacture, delivery date, and pricing. The wire will be used in the Global Tropical Moored Buoy Array Program for oceanographic research, with delivery expected as soon as possible after award. The procurement is subject to Trade Agreements in FAR subpart 25.4, and offerors must provide the country of manufacture for their products.

Solicitation Q&A 1305M325Q0137

Question 1: Is there any previous last awarded price or target price for reference?

Response 1: This is a new requirement, there is no incumbent contract. This solicitation is issued utilizing Simplified Acquisition Procedures (SAP).

Question 2: Do we need to provide samples as part of the submission?

Response 2: Evaluation criteria is listed in full within FAR 52.212-2 of the solicitation, including the specifications sheet, verification of place of manufacture, delivery date, and price. Samples are not required.

Question 3: What is your expected delivery timeline?

Response 3: Delivery is requested as soon as possible after award. As stated within FAR 52.212-2 of the solicitation, “Provide the anticipated lead time required for delivery of the offered product(s).”

Question 4: Could you please let me know if the Galvanized Steel Wire are shipped on demand or all at once?

Response 4: NOAA would strongly prefer shipment all at once rather than shipment on demand (as the need for wire spools arises). However, NOAA can accept partial shipments in advance of a full shipment if that helps deliver a partial supply to NOAA at an earlier date as the wire is produced and if that helps clear space from the manufacturer's warehouse.

Question 5: I was wondering if your office might be open to considering products imported from China?

Response 5: This solicitation is subject to the Trade Agreements found at FAR subpart 25.4, and all offered products must meet the requirements designated within that subpart.
