About this file

This document is a Solicitation Questions and Answers (Q&A) file for a groundskeeping services contract for the National Weather Service (NWS) Nashville Weather Forecast Office. The Q&A addresses nine specific questions about the solicitation, covering scope of work details such as square footage (250,000 square feet), service requirements (mowing, edging, trimming, fertilization, weed/fire ant control), and site-specific logistics. Key clarifications include that the full scope of work encompasses multiple groundskeeping tasks, chemical weed control should be quoted for both March and September treatments, and site visits are strongly encouraged but not mandatory.

The related federal contract opportunity is a small business set-aside solicitation (NAICS 561730) for non-personal groundskeeping services in Old Hickory, TN. The contract includes a base period and four option years, each spanning 9 months, with performance periods from award through February 2030. The incumbent contractor was World Wide Enterprises Inc, with a previous contract value of $78,450.00. Quotes are due by 12:00 PM MST/MDT on March 19, 2025, to be submitted electronically to stephanie.mas@noaa.gov. The government intends to award a low-priced, technically acceptable firm fixed-price purchase order with Net 30 payment terms, evaluating offers based on technical approach, past performance, qualifications, and price.

Solicitation Q&A: 1305M325Q0103

Question 1: Is the 250,000 square feet including paved areas, flower beds, etc?

Response 1: Yes.

Question 2: What is the total acreage?

Response 2: Square footage has been provided within the Scope section of the Statement of Work.

Question 3: If the chemical weed control is supposed to take place in March and September, but the bid isn’t due until March 19, should we still quote for two treatments in 2025 or will the March treatment be covered by the incumbent contractor?

Response 3: Please include both chemical weed control services in the base year pricing, as it may be needed upon award of the contract.

Question 4: Some jobs can’t be done on-site per the scope of work. Can you clarify that this job is for mowing only?

Response 4: The Statement of Work includes the full scope of all tasks required, including mowing, edging, grass/weed trimming, removing debris/policing grounds, application of fertilizer, trimming and pruning, weed control, and fire ant control. All tasks are to be completed for the place of performance listed in the solicitation.

Question 5: Has the property ever been fertilized?

Response 5: Yes, however infrequently and not anytime recently.

Question 6: There are several downed limbs and trees within the maintained area along the entrance road. Specifically, there is a large cedar tree about a quarter of the way up the hill on the left side that has been broken and hanging over for several years. Should we clean this up?

Response 6: Yes.

Question 7: The bid does not appear to cover future tree damage from acts of God such as tornadoes or strong storms. Is this correct?

Response 7: Removing obstructions from the path to the office at a minimum would be needed.

Question 8: Regarding fire ant control, should we monitor all 6 acres or only the area around the building?

Response 8: Around the building.

Question 9: Can you please provide a site map showing the areas that will be serviced?

Response 9: A site map is not available. Please reach out to the local point of contact listed within the Site Visit provision to schedule a visit. Site visits are strongly encouraged.
