About this file
This document is a federal solicitation amendment for a compact, low-cost, wide-angle underwater stereo imaging system for NOAA Fisheries' South East Fisheries Science Center. The amendment extends the proposal due date to March 28, 2025, at 1400 EST, and clarifies technical requirements for a camera system designed to support fishery-independent surveys. Key technical specifications include a requirement for two cameras with views in two directions, minimum depth rating of 500 meters, autonomous operation, easy deployment, and compatibility with machine learning and data processing pipelines.
The solicitation seeks a prototype development with specific deliverables, including design consultation meetings, progress reporting, equipment testing, and a final working prototype at readiness level 7. The contractor must demonstrate expertise in underwater camera hardware design, battery systems, marine logistics, and basic machine learning. The government will retain rights to use and modify the developed hardware and software, with a strong preference for open-source solutions. The total contract period is one year from the start of performance, with multiple milestone deliverables scheduled throughout the development process.

STATEMENT OF NEED
NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION FISHERIES
A Compact, Low-Cost, Wide Angle, Underwater, Stereo Imaging System The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) Fisheries, South East Fisheries Science Center (SEFSC) are seeking the development of a compact, low-cost, wide angle underwater stereo imaging system. This system is intended to be a key component of an automated, end-to-end optical data acquisition and analysis pipeline for fishery-independent surveys, supporting NOAA Fisheries’ mission to advance stock assessments, and ensure sustainable fisheries.
BACKGROUND:
Underwater camera systems have become essential tools in fisheries research, offering a non-extractive, fishery-independent means of surveying fish populations in their natural habitats. Over the past decade, advancements in optical technology and machine learning have significantly expanded the utility and efficiency of these systems. They address many limitations of traditional survey methods, such as those dependent on extractive sampling or visual observation from crewed vessels.
As NOAA Fisheries moves towards platform-agnostic, uncrewed survey systems, the integration of advanced optical hardware with automated data processing pipelines is increasingly critical. Tools like VIAME, CoralNET, and many others illustrate the potential of machine learning to enhance data utility but require closer hardware-software integration, including capabilities for real-time processing (e.g., AI at the edge).
Recent challenges, such as reduced days at sea (DAS) aboard NOAA Fishery Survey Vessels (FSVs) and the need to collect data in otherwise inaccessible areas (e.g., wind lease sites), underscore the importance of transitioning to scalable, flexible optical systems. Compact, low-cost, and easily deployable systems will be pivotal in addressing these challenges while expanding data collection capabilities.
NOAA envisions a transformative imaging system that is small, lightweight, affordable, and capable of wide angle stereo imaging. This system should integrate seamlessly into an automated pipeline, from data acquisition to analysis, to support fishery-independent surveys. Utilizing commercially available, off-the-shelf components is encouraged to reduce costs and ensure long-term industry support for maintenance and scalability.
By embedding integrated hardware and software solutions into real-time onboard processing systems, NOAA aims to improve the efficiency, flexibility, and quality of its monitoring efforts. This approach will reduce reliance on NOAA FSVs, diversify sampling strategies, and extend monitoring capabilities to under-served regions, transforming the NOAA Fisheries monitoring enterprise.
CURRENT EXISTING TECHNOLOGY USE CASE EXAMPLES
The Pacific Islands Fisheries Science Center deploys the Modular Optical Underwater Survey System (MOUSS) to estimate the species-specific, size-structured abundance of commercially-important fish species in Hawaii and the Pacific Islands (Amin et al. 2017). The MOUSS is an autonomous stereo-video camera system designed for the in situ visual sampling of fish assemblages. This system is rated to 500 m https://www.viametoolkit.org/ https://coralnet.ucsd.edu/ https://repository.library.noaa.gov/view/noaa/24746/noaa_24746_DS1.pdf and its low-light, stereo-video cameras enable identification, counting, and sizing of individuals when range to target is 0.5–10 m. The modular nature of MOUSS allows for the efficient and cost-effective use of various imaging sensors, power systems, and deployment platforms. The MOUSS has been used for surveys in Hawaii, the Gulf of Mexico, and Southern California. In Hawaiian waters, the system can effectively identify individuals to a depth of 250 m using only ambient light. The MOUSS has been in operational use for more than ten (10) years, and many of the components are past their end of life and are difficult to source or repair. Technology has markedly improved since development of MOUSS, hence, the need to develop the next generation system.
The Southeast Fisheries Science Center has been deploying 360º-stereo video cameras since 2016 as part of the Southeast Area Monitoring and Assessment Reef Fish Video (SEAMAP-RFV) survey that dates back to 1992. This survey has been further developed to the Gulf Fishery Independent Survey of Habitat and Ecosystem Resources (GFISHER) - a gulf-wide survey which provides relative abundance for population indices of 24 federally managed species of commercial and recreational fishing value (Switzer et al. 2022). Further experimentation with 360º systems across a variety of habitat types, ocean basins, and taxa has demonstrated their effectiveness to improve accuracy of fish counts as well as provide a more comprehensive understanding of the habitat at deployment sites (Kilfoil et al. 2017, Campbell et
al. 2018, Kilfoil et al. 2021). The wide angle camera arrays provide means for monitoring species in untrawlable habitats on natural and artificial reefs within 10-200m of depth throughout the northern Gulf of Mexico. Cameras record monochrome videos at 10 frames per second for higher contrast in low, ambient light conditions. This specific camera design has been in use by NOAA and other partner organizations since 2016, and has been the standard for the GFISHER survey since then.
