About this file
This is a Questions and Answers document for solicitation 1305M325Q0059 for landscape services at the National Weather Service Weather Forecast Office in Sterling, VA. The Q&A clarifies that while an SF30 form is mentioned in the instructions, it would only be needed if there are amendments to acknowledge. It reveals that the previous contractor C&M Expedited LLC defaulted in Summer 2024, with only minimal mowing done since mid-Summer 2024.
The associated solicitation is a small business set-aside under NAICS 561730 for non-personal landscape services, with proposals due February 12, 2025 at 12:00 PM MST. The contract includes a base year (4/1/25-3/31/26) and four one-year options through 3/31/30. Services include mowing, edging, weeding, pruning, fertilizing, erosion repair, and seasonal flower planting for approximately 5 acres. The contractor must provide all labor, equipment, materials, and follow EPA/state/local regulations. Work hours are 7:00 AM - 5:00 PM Monday-Friday. Award will be made to the lowest-priced technically acceptable offer based on technical capability/past performance and price.

QUESTION AND ANSWERS
1305M325Q0059
LANDSCAPE SERVICES FOR NWS WFO IN STERLING, VA
| Q: | In the instructions to offer and it says we must submit a SF 30 but I do not see the SF 30? |
| A: | SF30 is the form used for amendments to the solicitation, so if there is an amendment, you would not only respond to the original SF18, but the SF30 as well to acknowledge that you were aware of what was contained in the amendment. |
| Q: | We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. |
If not brand new, could you please provide the current / previous contract number?
A: The available information can be found in the description/cover letter of the solicitation.
| Q: | When was the last time landscaping was done? |
| A: | The previous contractor defaulted in Summer 2024, so other than several mowings in late summer & early fall, no landscaping work has been done since mid-Summer 2024. |
| Q: | When are proposals due? |
| A: | Please go to sam.gov to find out that information. |
