The purpose of Amendment 0001 is to answer the following questions and answers. All other terms and conditions remain unchanged.

1. Are the Minimum Technical Specifications based on a current, off-the-shelf product? Something for which the author(s) of this specification used as a baseline to develop the MTS?

If so, what are those product(s)? Links, please.

The Longline camera minimum technical specifications are not based on an off-the-shelf product.

Instead they are what AFSC scientists perceive as the necessary minimums needed for general application of the camera system.

The animal borne cameras used in the past have been custom built and have helped guide the listed specifications, but scientists want to remain open to other development ideas for this project.

2. While the MTS largely defines the final product, there exist uncertainties to be determined during the development process (see examples below). Yet I am being asked to provide a FFP proposal, not only for initial prototyping and design, but for additional units later. What are your suggest to handle the uncertainties in this FFP proposal?

While there are risks and unknowns, the specifications contained within the performance work statement are fairly well established, so the testing and adjustment is within a fairly routine process for manufacturing. The Government cannot advise on how to address the risk, a contractor’s approach and pricing are their own business decisions.

3. IR LED illumination distance is specified as ~75 to 250 cm for the Animal Born Application (ABA). How will this be measured given that Illumination is dependent on several factors (LED intensity, beam angle, and water clarity)?

This will be measured by recording video of test targets at known distances in a dark tank containing clear water. An object at 250 cm should be visible in clear water with no ambient light.

Lighting should be generally even across the image though some darkening of the edges would be expected to allow for some additional illumination distance. The contractor is responsible for selecting a camera sensor, lens, and lighting (type and number of LED emitters, drive current, and LED lens) that best meets the illumination distance, illumination coverage, and system runtime requirements.

4. Please provide more guidance on the ABA Housing shape i.e. “.. flat bottom surface, curved edges..”. What is the specific envisioned shape?

The idea is to have a system that is hydrodynamically efficient. For example, a teardrop or oval shape with a flat bottom.

5. ABA: what type of animal attachment is required?

The unit will be attached with epoxy or similar to an animal's coat.

6. How will ABA be recovered? Are there requirements for the housing to float? And then deploy a recovery signal?

The unit will be recovered directly from the animal.

7. User defined configuration: How is this envisioned to be effected? Mechanical switch? Electronic interface? Wireless interface? Something else?

Since the user needs to connect to the camera to download data, it would be easiest to use this same connection for configuration. Ideally the user will have a physical connection (USB) but if the contractor doesn’t want to engineer an external port, wireless would be acceptable but it must work within the constraints of a NOAA field laptop. The user could define the system configuration in a number of ways:

Connecting to the camera using a standard web browser and interacting with a web app to set the parameters. The web app would ensure parameters fall within valid ranges.

User could download and upload configurations.

Uploading a text based config file using sftp. The user would download the config file, edit it, then upload. Since the user would not get immediate feedback of a configuration error, the camera would need to display some sort of error code/message indicating a bad configuration value. For example, blinking an LED in a certain pattern or color.

Similar to the second option, if the USB connection appears as a mass storage device for downloading, the user could copy a text based config file to a specific location. Error handling would be similar to the sftp approach.

The contractor could deliver a windows based application that the user runs that generates and uploads/downloads the file. The application could constrain parameters to valid ranges. This is a less desirable approach due to the reliance of proprietary software to manage the cameras.

8. Schedule of deliverables: Item 2C Six Prototype Units for field testing delivered within 5 months of 1A Design consultation meeting. Is this correct? Please clarify.

This is a typo, it should read 15 months.

9. Section 6. Do you have examples of a PRS and QASP?

The chart in Section 6 is the PRS. The QASP is the form that the Government uses and is not required to be shared with contractors.
