About this file

This document is a set of Questions and Answers related to Solicitation No. 1305M324R0082 for the American Samoa Atmospheric Baseline Observatory (SMO) Driveway Repairs project. The solicitation is for a contract to perform concrete pavement work at the SMO facility, including constructing a concrete driveway, swale, and concrete dish.

The Questions and Answers address several proposed additions to the Statement of Work, such as demolishing existing concrete and extending the new pavement, relocating an existing electrical line, and constructing additional swales and driveways. The government responses indicate that these proposed additions are not included in the Statement of Work and are not required for the project. The document also confirms that the acronym "GRP" refers to Grouted Rubble Pavement, not Glass Reinforced Plastic. Overall, the Q&A provides clarification on the specific scope of work required under this solicitation.

Item No. Question Government Response

In reference to the Solicitation No.1305M324R0082, Statement of Work Section C Project Scope, Item No.1. Can you please get your attention to the following two activities that we believe should include in the scope of work:

(i) Concrete Pavement from STA 0+00 to the carport need to demolish the existing concrete and extend the new concrete road pavement to cover this area as well.

(ii) There is an existing electrical powerline to supply electricity from the generator to the office. This line is running a portion of the RHS and also the LHS after crossing the existing pavement at two locations. The depth of this electrical line is approximately 8" and can be in a way during excavation of the road pavement.

Our proposal is to rebury the cable in a deeper (2feet) trench, fill 3/4 depth of the trench with flowable concrete fill, place the electrical warning tape and then cover the rest with basecourse or millino material.

Please confirm the inclusion of the above two activities in the Cost Estimate. for the Scope of Work - Item No. 1.

(i) This is not included in the Statement of Work. The Statement of work is written to start the concrete work at 0+00 which is at the end of the carport asphalt apron and where the driveway starts.

(ii) Contractor may submit this solution as part of their proposal for the Government's evaluation.

In reference to the SOW Section C - Project Scope, Item No 1. - Requesting approval to include in the scope of work an extension of the swale from the STA 5+70 for another 50 feet to direct the stormwater into a discharge bush area. This should prevent the stormwater from washing the debris and pebbles into the pavement at the top bend and beyond.

Not included in statement of work and not required for the project.

Statement of Work Section C Project Scope, Item No.3 and Item No.5. requesting your approval to include in the scope of work an extension of the 3 feet swale from the STA 16+15 to STA 20+50 to direct the stormwater from higher ground to the concrete dish at STA 20+50 for discharging across the road. This construction of the concrete swale will prevent the washing out of soil from the waterway (AC edging) and also the washing of the peddles and rubbish on the AC road pavement.

Not included in statement of work and not required for the project.

Statement of Work Section C Project Scope, Item No.3 and also in reference to Detail 1. It is therefore requesting confirmation for the inclusion of the GRP Apron at the written Scope of Work for the discharge area as shown in the Detail 1.

The apron will not be GRP, the apron will be concrete per the Statement of Work.

Statement of Work Section C Project Scope, Item No.2 recommending the inclusion in the scope of work the construction of three driveways (20feet long x 6feet wide) for the houses in this section. Due to the increase in the thickness of the road pavement it will create a big drop at the current driveways. Therefore recommending for your approval the construction of the driveways for a smooth access of the public or landowners to their properties.

Not included in statement of work and not required for the project.

Statement of Work Section C Project Scope, Item No.5 recommending the inclusion in the scope of work the construction of a concrete driveway (20feet long x 4feet wide) for the people access to the cemetery in this area. This shall prevent damages to the edge of the concrete pavement proposed for this section and also create smooth access for the public vehicles.

Not included in statement of work and not required for the project.

Statement of Work Section C Project Scope, Item No.4 Item 4.5 Construct glass reinforced plastic (GRP) …….

mention here is not what we intent to install. The correct acronym we intent to install is Grouted Rubble Pavement which is rock placed and space out roughly at not more than 4inches from each other and then fill the space between the rocks with grout. This will form a rough surface pavement that is for the stormwater to flow over to slow down its speed. Please confirm that the correct acronym for GRP is not Glass Reinforced Plastic but Grouted Rubble Pavement as per FP-14 as per Section 608.

Confirmed that GRP stands for Grouted Rubble Pavement and not Glass Reinforced Plastic. See revised Statement of Work.

8 Statement of Work Section C Project Scope, Item No.3 & 4 Just to clarify that the reinforcement shown in the Detail 1 and Sketch 18a will be replaced with poly fibre blended into the concrete mix as per Item No. 4.7. and 5.5 This is correct. See Statement of Work for details.
