TRAWL DOCKSIDE VESSEL ORIENTATION TRAINING AND DOCKSIDE SAFETY TRAINING ON A TRAWL VESSEL PLATFORM FOR THE NORTHEAST FISHERIES OBSERVER PROGRAM (NEFOP) AT THE NORTHEAST

FISHERIES SCIENCE CENTER (NEFSC) IN FALMOUTH, MA

(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation;

quotes are being requested and a written solicitation will not be issued.

(II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 1305M324Q0395.

(III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 (MAY 2024)

NEFOP TRAWL DOCKSIDE VESSEL ORIENTATION TRAINING AND DOCKSIDE

SAFETY TRAINING ON A TRAWL VESSEL PLATFORM

Requirements-24-3037 Requisition: 143021-24-0258

1. Background:

The Northeast Fisheries Science Center (NEFSC), National Marine Fisheries Service (NMFS) is required to collect scientific, management, regulatory compliance and economic data for fisheries by placing at-sea monitors aboard U.S. domestic fishing vessels in certain fisheries. This data cannot be obtained at the dock or on Government research vessels. These data are needed for the management and monitoring of Annual Catch Limits, in season quotas, and to assess patterns of by-catch. In the Northeast U.S., the Northeast Fisheries Observer Program (NEFOP) operates from Maine through North Carolina, and is overseen by the Fishery Monitoring and Research Division (FMRD) at the NEFSC. Observer training is conducted by the Training and Data Quality (TDQ) Branch within FMRD.

2. Scope:

The Contractor(s) shall provide services and equipment to support dockside vessel orientation training aboard a commercial fishing vessel. The required training vessel gear type is for trawl vessel(s).

The Training and Data Quality Branch (TDQ) plans to conduct a minimum of three (3) dockside vessel orientation certification training sessions for the Northeast Fisheries Observer Program (NEFOP). Training sessions would occur during the time period of Sept 15, 2024 through Sept 14, 2025. Depending upon training needs, dockside vessel orientations will be conducted during each certification training.The class size is generally between eight (8) to 22 students, and the group is split to make for a smaller group size to participate in the vessel orientation sessions. One (1) vessel will be needed. The students are accompanied by FMRD staff members.Sessions generally run four (4) hours in length, depending upon class size. This is the best estimate, and is dependent on funding availability for observer coverage, commercial fishing effort trends, coverage requirements and mandates, and observer retention.

3. General Requirements:

I. Dockside Trawl Vessel Orientation Training

The NEFSC conducts Northeast Fisheries Observer Program (NEFOP) certifications which include fishing dockside vessel orientation training on a trawl vessel. These certification courses needing NEFOP training vessel platforms are anticipated to be offered up to three (3) times annually. The class size is generally between eight (8) to 22 students, and the group is split to make for a smaller group size to participate in the vessel orientation sessions. One (1) vessel will be needed.

The students are accompanied by an experienced staff member who works for

FMRD.

The contractor shall provide services and equipment to facilitate observer training aboard a fishing vessel set up to fish with the specific gear type sought and represent current commercial fishing practices. Vessel(s)l should have all necessary gear as though a true trip were to embark (e.g. full safety gear, fishing gear). Vessel(s) will remain at the dock and staff/students will conduct vessel orientation sessions.

Vessels must be able to tie up at a dock for FMRD and the trainees to safely board and disembark. The vessel Captain or the First Mate representative at a minimum, must be present for this dockside training and must be willing to talk with the observer trainees about the safety hazards of fishing and the importance of collecting high quality data. The Captain/First Mate must be willing to simulate a trip with FMRD staff and students. Though not limited to, the Captain/First Mate must answer simulated trip questions (e.g. gear, vessel and trip, economic, safety questions), safely present trawl net gear for measurements, provide support for a full safety check, participate in some possible “role playing”, and allow for a walk through of all spaces an observer would have access to on a trip (e.g. wheelhouse, berthing, deck).

(a) Vessel(s) must be at a port that is within a reasonable commute (50 miles) of East Falmouth, Massachusetts.

(b) Vessel(s) must be able to tie up at a dock for the students and FMRD staff members to safely embark and disembark.

(c) Vessel(s) will remain at the dock and FMRD staff and students will conduct vessel orientation session(s).

(d) Vessel(s) will be in compliance for all safety requirements so students can conduct safety checklist requirements as if an observed trip were to occur (eg.

possess all safety gear required by the USCG, possesses a current USCG safety decal).

(e) The contractor shall provide services and equipment to facilitate observer training aboard a fishing vessel set up to fish with the specific trawl gear type sought that would represent current commercial fishing practices.

(f) The vessel operator and/or owner must be willing to talk with the observer trainees about the safety hazards of fishing and the importance of collecting high quality data.

(g) FMRD must incorporate role playing where the students are working through a simulated trip, conduct safety checks, and record various data from the vessel and the vessel operator as if on a trip.

(h) Embarking/debarking port will be decided upon before vessel selection. The vendor will maintain a method of communication with FMRD staff to be available for any scheduling changes.

(i) The vendor shall communicate any mechanical or crew problems upon selection that could interfere with safe and good training operations in a timely manner.

(j) The group may be split into groups of eleven (11) or less to make for a small group size to go on the scallop dredge vessel. When the group is split, a second trawl vessel would be needed to accommodate the training.

(k) A training roster, including observer trainees and FMRD staff members, will be provided to the vessel before vessel orientation training. The vessel operator must review the trip details with FMRD staff prior to vessel orientation training.

(l) No fishing gear will be deployed or retrieved during these trips, however, access to the gear and all sections of the vessel are necessary. FMRD will provide a simulated catch. At a minimum, the vessel Captain or their representative (eg.

first mate) familiar with the vessel operations must be present for this dock-side vessel orientation for each vessel. Sessions generally run four (4) hours in length.

(m) Sessions generally run four (4) hours in length, depending upon class size.

II. Dockside Safety Training

Advanced safety training courses are offered annually and require a fishing vessel platform in order to perform several safety drills while on board an actual fishing vessel. These certification courses needing training vessel platforms are anticipated to be offered at a minimum two (2) times annually. Some of these topics include, but are not limited to, firefighting (smoke/fog machine may be involved), dewatering scenario;

man overboard, injury at sea, boarding a life raft from vessel platforms, etc. The class size is between 8 and 20 students, the group may be split into smaller groups to allow for a better training opportunity. The students are accompanied by experienced observer trainers and certified marine safety instructors who work for FMRD.

a. Hourly safety training rates must be established. The vessel must be accessible, with vessel staff, for FMRD training staff to conduct safety drills and training for trainees.

b. Vessel shall be safely moored and available for four (4) to six (6) hours for training.

c. Vessel shall have crew available that can assist with needed training.

d. Vessel shall be available for dockside safety training as described in general requirements.

e. Vessel crew should be cooperative with training staff in assisting the objectives of the training.

4.Gear Types: Trawl

4.1 Deliverables:

The contractor shall provide services and equipment to facilitate observer dockside vessel orientation training aboard a fishing vessel(s) configured to fish with trawl.

(a) Requirements for Dockside Vessel Orientation Training:

1. Vessel will be in compliance for all safety requirements so students can conduct safety checklist requirements as if an observed trip were to occur (eg. possess all safety gear required by the USCG, possesses a current USCG safety decal).

2. Vessel will be available for a minimum of four (4) hours per training with a minimum of one (1) available vessel.

3. Captain and crew must be willing to talk with observer trainees about the safety hazards of fishing and the importance of collecting high quality data.

4. Vessel, Captain and crew will provide space for simulation sampling catch, access to navigation equipment, storage of safety and sampling equipment.

5. Vessel crew should be cooperative with training staff in assisting the objective of the training session, allowing access to various space(s) on a vessel, and participate in role-playing for a simulated trip as needed.

6. Hourly dockside vessel orientation training rates must be established. The vessel must be accessible, with vessel staff, for FMRD training staff to conduct dockside orientation and “mock” trip for trainees.

7. There may be up to three (3) dockside vessel orientation training per year per contract year. The number of vessel(s) per training session will generally be one.

Any vessel(s) employed must meet or exceed described vessel and crew requirements.

(b) Requirements for Dockside Safety Training The Government may require the Contractor to provide dockside safety training hours during the performance of this contract. The contractor shall provide services and equipment to facilitate dockside safety training as described in the above general

The contractor shall provide services and equipment to facilitate dockside vessel orientations aboard a fishing vessel set up to fish with trawl gear.

(b) Vessel Requirements

1. Vessel(s) must be at a port that is within a reasonable commute (50 miles) of

East Falmouth, Massachusetts.

2. Vessel(s) must be able to tie up at a dock for the students and FMRD staff members to safely embark and disembark.

3. Vessel(s) will remain at the dock and FMRD staff and students will conduct vessel orientation session(s).

4. Vessel(s) will be in compliance for all safety requirements so students can conduct safety checklist requirements as if an observed trip were to occur

(eg. possess all safety gear required by the USCG, possesses a current USCG safety decal).

(c) Pricing for Option Items Dockside vessel orientation hourly rates must also be established. Rates for a contract base year and option years one, two, three, and four must be indicated.

Specific rates should be submitted for each option year.

6. Option Items for Dockside Safety Training:

(a) General Description of Optional Dockside Safety Training hourly rates The Government may require the Contractor to provide dockside safety training hours during the performance of this contract. The contractor shall provide services and equipment to facilitate dockside safety training as described in the above general

The contract schedule includes a line item price for dockside vessel orientation hourly training using a trawl vessel. Delivery of the added hours shall continue at the same rate as the like item called for under the contract, unless the parties otherwise agree.

52.212-1 Instructions to Offerors-Commercial Products and Commercial Services (Sep 2023)

NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive.

Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror.

The offeror will submit a quote for the items in section (V) as listed in the attached Statement of Work.

1. Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or before the time specified in the solicitation. Email quotes are required and can be sent to michelle.walton@noaa.gov.

2. Offeror shall have an active registration in the System for Award Management (SAM found at https://sam.gov/content/home) in order to provide a quote and be eligible for award. Must provide their UEI #/CAGE CODE with their quote.

3. Provide all evaluation criteria in accordance with FAR 52.212-2 in this package. Offerors who do not provide all evaluation criteria will not be accepted.

4. Offerors shall assume that the Government has no prior knowledge of them or their capability.

5. Quote shall include at least two references for similar services including the phone number, full address, and e-mail address. References will be checked. The Government will use its discretion to determine the sources of past performance information used in the evaluation, and the information may be obtained from references provided by the offeror, the agency’s knowledge of contractor performance, other government agencies or commercial entities, or past performance databases, and will be based on responsiveness, quality, and customer services.

The following minimum information shall be provided within contractor submitted references:

• In the description of work, quotes should provide a detailed explanation demonstrating the similarity of the contract, in terms of scope and size to the requirements of the solicitation for purposes of the relevancy review. Additionally, offerors should provide a brief description of work performed and results achieved; description of the methodology, tools, and processes utilized.

In addition to the information requested above, offerors shall complete Blocks 1 through 4 on Page 1 of the Past Performance Questionnaire. The offeror is required to send the Past Performance Questionnaire to those Government and commercial activities provided by the offeror in their submission and e-mail the completed survey form directly to Michelle Walton at michelle.walton@noaa.gov by the DUE DATE OF THIS SOLICITATION.

The Government reserves the right to consider past performance report forms received after the due date of the solicitation and to contact references for verification or additional information. Offerors are cautioned that the Government reserves the right to obtain information for use in the evaluation of past performance from any sources including sources outside of the Government. The Government may obtain whatever information it deems most relevant to the required effort by telephonic and/or written inquiry. This information may include SAM.gov information or past performance information from any source.

6. If proposed subcontractor past performance is provided as part of the two (2) of its most relevant contracts or efforts and type of work to be done by the subcontractor on the solicitation requirement must be stated. A Past Performance example which does not clearly detail the aspects of the work in the solicitation that the subcontractor is proposed to perform will not be evaluated.

If the prime offeror or intended subcontractor/partner submits a past performance example in which it served as a subcontractor, the prime/sub/partner shall clearly detail the work that it performed and the size (dollar value) of that subcontracted work only. A Past Performance example that does not differentiate between the overall contract effort and the subcontractor effort will not be evaluated.

Subcontractor performance (either the offeror's own subcontractor experience or proposed subcontractor’s experience) of major or critical aspects of this requirement will be considered the same as prime contractor past performance information for the vendor. Failure of offerors to provide the required information and level of specificity will result in the contract reference not being evaluated.

52.212-2 Evaluation- Commercial Products and Commercial Services (Nov 2021)

Offers will be evaluated based on price and the factors set forth in paragraph (a). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The evaluation will consider the Non-Price Technical Solution (Technical Approach and Past Performance) to be significantly more important than price. However, as quotes are determined to be more equal in the non-price evaluation factor, price becomes more important and may become the determining factor for award. If, at any stage of the evaluation, all offerors are determined to have submitted equal, or virtually equal, Non-Price Technical Solutions, price could become the factor in determining which offeror will receive the award.

The Government intends to evaluate the quotes and award a purchase order based on the Offeror’s initial quote; therefore, the Offeror’s initial quote should contain the Offeror’s best terms from a Non- Price Technical Solution and price standpoint.

The Government reserves the right not to award a purchase order depending on the quality of the quote(s) submitted and the availability of funds. Furthermore, the Government may waive informalities and minor irregularities or omissions in quotes received.

The Government may make award to other than the lowest-priced Offeror or the Offeror with the highest technical rating if the Contracting Officer determines that to do so would result in the best value to the Government. The Government will not make an award at a significantly higher overall price to achieve only slightly superior performance capability.

Paragraph (a) is hereby completed as follows: Evaluation factors are listed in order of importance and all factors are more important than price.

1. Technical Approach and Capability.

The offeror’s overall technical approach will be evaluated to assess the Government's level of confidence in the offeror’s understanding of, approach to, and ability to successfully perform the requirements as described in the Statement of Work. Provide a detailed description of the company’s experience performing similar services. A detailed technical approach write-up describing how the offeror will perform this service is required to be submitted with the quote regardless of whether a site visit was made or not. The technical approach write-up must not be a reiteration of the Statement of Work but how your company plans on performing the tasks listed in the attached Statement of Work.

i.e. performance checklists, anticipated number of janitors, anticipated hours at the facility and/or confirmation of supplies being provided, etc.

2. The vessel must be US Coast Guard compliant, must possess a current USCG safety inspection certification and must possess US Coast Guard safety gear, US Coast Guard approved life jackets and survival suits for all embarked personnel.

3. The vessel must be of a design, operated and maintained in a condition that warrants it seaworthy and stable in accordance with the American Bureau of Shipping's Guide for Building and Classing Fishing Vessels and the 46 CFR, Part 28, Subchapter E as applicable, taking into consideration itinerant loads identified herein. Vessel must be able to tie up at a dock for students and staff to be able to safely embark and disembark.

4. Vessel must be set up to fish with the specific scallop gear type that represents current commercial fishing practices. Vessel must have enough space for simulating sampling catches and storing safety and sampling equipment.

5. Past Performance. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction.
