vi) Description of requirements is as follows:
1. STATEMENT OF WORK/SPECIFICATIONS
The contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified) to perform the following Statement of Work/Specifications:
STATEMENT OF WORK
NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA)
NATIONAL MARINE FISHERIES SERVICE (NMFS)
SOUTHWEST FISHERIES SCIENCE CENTER (SWFSC)
CALIFORNIA CURRENT ECOSYSTEM SURVEY – NEARSHORE SAMPLING
1.0 GENERAL
1.1 BACKGROUND:
The NMFS is responsible for the stewardship of the nation's ocean resources and their habitat. As part of its mission, the NMFS SWFSC monitors Coastal Pelagic Species (CPS) stocks off the west coast of the United States as outlined by the CPS Fishery Management Plan (CPS-FMP) of the Pacific Fishery Management Council (PFMC). This acquisition is for vessel charter and biological technician services to perform purse seine and acoustic transect surveys to enhance the value of the data gathered by the flagship CPS survey.
1.2 OVERVIEW:
The SWFSC conducts acoustic-trawl- method (ATM) surveys to estimate the biomasses and demographics of coastal pelagic fish species (CPS) in the California Current Ecosystem (CCE). NOAA Fisheries Survey Vessels (FSVs) are used to sample acoustically to depths as shallow as ~20 m, and to trawl in depths as shallow as ~30
m. Because CPS may reside in shallower areas, the ATM surveys have been recently augmented with cooperative nearshore sampling using private sector fishing vessels equipped with scientific instrumentation and purse-seine gear. The inclusion of data from the nearshore area is considered mission critical. This acquisition continues work performed under contract #1305M321PNFFR0250 and option years therein.
1.3 OBJECTIVE:
The objective of this solicitation is to procure services to assist the SWFSC in providing data on CPS that feed directly into estimates of biomass which are used to help determine the status of stocks and estimates of allowable take for recommendation to the PFMC.
1.4 SCOPE OF WORK:
Vendor shall secure Purse-Seine Vessel (PSV) charter and provide all required services and vendor technician(s).
Specific objectives are to collect nearshore echosounder and net-catch data along established transect lines in conjunction with FSV Rueben Lasker (Lasker) as close to shore as safely possible, and as close in time as possible (not to exceed +- 7 days from the date of survey by the Lasker) in waters from Bodega Bay, CA, south to the U.S.-Mexico border including Santa Cruz and Santa Catalina Islands. Vendor or vendor supplied technician(s) shall oversee all aspects of on-board operations and shall assist with the collection of data and preservation of samples as necessary.
PAGE 5 OF 84 1305M323QNFFR0078
Aboard the PSV, the vendor technician(s) shall direct all data collections and data processing following established protocols (collecting echosounder and net-catch data, processing catch data following cruise, and documenting the data and sample collections). This sampling is to be conducted concomitantly with Lasker's sampling between July 3, 2023 and October 1, 2023, dependent upon Lasker survey schedule. Option Years are included for work conducted in 2024 and 2025.
2.0 SPECIFIC REQUIREMENTS/TASKS:
Task 1 – Equipment Installation and Survey Preparation
Vessel shall install the following equipment prior to survey, and remove post-survey with the assistance of SWFSC-AST staff as necessary. Staging and de-staging is estimated at 4-5 days:
● Scientific echo sounder: A 4 frequency, split beam, SIMRAD EK60 General Purpose Transceiver (GPT) scientific echosounder system and a custom, 4 frequency, pole mounted transducer assembly. This equipment shall be provided by the SWFSC.
● All gear necessary to conduct purse seine collection of CPS using a net 200 m-long x 27 m-deep net with 17 mm-wide mesh. This equipment shall be provided by vendor or charter vessel.
Vendor shall provide technician(s) to support and assist SWFSC staff in all aspects of cruise preparation including, but not limited to, staging of equipment, reviewing data collection protocols, preparing data sheets, and coordinating sampling schedule.
Task 2 – Conduct acoustic data sampling in coordination with the FSV Reuben Lasker off of central and southern California.
The PSV shall coordinate with Lasker and conduct nearshore surveys along established survey lines inshore of the surveys conducted by FSV Reuben Lasker. Three (3) to five (5) acoustic transects shall be run per day over a maximum period of seven (7) days in base year and up to 30 sea days in Option Year 1 and up to 38 days in Option Year two (2), three (3), and four (4). The PSV may be required to remain at sea for multiple days depending on logistics of sampling schedule. A map of established transect lines is provided at the end of this document.
Vendor shall perform all sampling following the protocol and schedule below.
Echosounder, sonar, and purse-seine sampling along nearshore extensions of Lasker’s survey transects shall occur for at least seven (7) days in Base Year and up to 30 days in Option Year (1) and 38 days in Option Years two (2), three (3), and four (4). During this period, vendor or vendor supplied technician(s) shall be onboard the PSV to log acoustic data per SWFSC-AST direction, guide selection of schools for sampling, conduct species composition and biological sampling, and maintain a log of project operations. The PSV shall meet Lasker in the vicinity of the U.S.-Mexico border and shall proceed in the nearshore area along transects approximately 5 nautical miles (nmi) apart, overlapping the easternmost leg of Lasker’s transects. The PSV shall alternate transit direction (east-west and vice versa), and repeat this protocol for 3-5 transects each day, ideally coincident with Lasker’s 2023 CCE survey Leg 1 and 2, during July and August 2023 in base year and as determined for each subsequent option year. This nearshore survey work shall continue north, including Santa Cruz Island and Catalina Island, to Bodega Bay, CA for the number of days funded by the contract in a given year.
The approximate 30 (+/- days) survey will be conducted according to the following time budgets: transits at 8 kn (~3 d), transects at ~7 kn (~25 d), purse seine (~25 d, concurrent with transects), and contingency (2 d). The PSV is expected to depart San Diego, CA, or Long Beach, CA (TBD) in early July and begin sampling the nearshore area off California at the U.S.-Mexico International border CA in July.
PAGE 6 OF 84 1305M323QNFFR0078
The PSV will sample the approximately 130 transects in alternating transit directions (~5 nmi-long with ~ 5 nmi spacing) at ~7 kts, during ~ 11 hrs daytime (~14 hr sunrise to sunset, minus ~3 hrs for purse seine sampling), progressing at a rate of 3-5 transects per day. Acoustic sampling of each transect is expected to occur on a straight line between either the inshore and offshore waypoints provided by NOAA-SWFSC scientists (see Proposed Activity Locations, below), or vice-versa. Deviations from these transect lines should be minimized.
The nearshore transects continue to Bodega Bay, CA
The PSV and FSV Lasker shall communicate and electronically exchange information daily to maintain temporal and spatial coherence of the survey locations. If daily exchanges are not possible, or if a large temporal mismatch between the PSV and FSV Lasker occurs, the PSV shall continue the sampling protocol independently of FSV Lasker at a rate of 3 to 5 transects per day for the remaining available time.
Acoustic data collected during the first half of the survey shall be delivered to the SWFSC at the earliest convenience. This shall be conducted in coordination with AST staff to transfer hard drives with the data collected to the SWFSC for analysis.
Task 3 – Conduct purse-seine validation of acoustic data.
In base and all option years, after performing acoustic transects (Task 2), the PSV shall conduct purse seine and biological sampling on no less than 30 and up to 90 schools of CPS identified by the acoustic survey technician(s) over the survey area, performing no less than 1 set/day. Approximate catch composition will be recorded, and up to 100 sardine samples per set will be retained for age composition studies following the survey. Biological sampling shall follow the protocol below.
Purse Seine Sampling:
When putative CPS schools are observed in the echogram along a transect, the PSV will finish surveying the transect, then use a purse seine net to sample the sizes and species composition of the CPS in the area. The PSV will set, on average, three (3) times per day (excluding the first and last day), each time for ~60 minutes. This strategy should provide data from ~90 sets. A number of these sets will be done in the vicinity of the FSV Lasker.
Vendor or vendor technician(s) will be responsible for the following:
● During the project, the captain of the PSV will maintain a logbook provided by the SWFSC to document set location, estimate school size, and tonnage wrapped; and, vendor technicians(s) will assist with acoustic data collection and direct and conduct sampling onboard.
● For each school to be sampled, document location, and estimate, in tons, school size and amount wrapped.
● For prescribed sets as described in the final sampling plan, collect three (3) scoops separated as much as possible in the purse seine. Each scoop should be approximately 4.5 kg (or 10 pounds).
● For each dip net sample, sort the sardine, anchovy, Pacific mackerel, jack mackerel and herring and record the number and combined weight of each species. Record all species collected.
● Combine the dip net catches, randomly sample as many as 50 specimens of each species, and freeze for further analysis by CDFW.
● If other species are encountered that may contribute to CPS backscatter (e.g., round herring), estimate the number and combined weight and retain voucher specimens (for later identification) if storage space allows.
● Protected species mitigation measures:
o To avoid/mitigate interactions with protected species, the net shall not be set around pinnipeds but may be set if only a few (<3) are visible in the area. Pinnipeds may be attracted to the net and easily jump into and out of the net; the net shall not be opened if only pinnipeds enter it. If any dolphins or porpoises are seen within 500 m of the vessel, the move-on rule shall be applied.
PAGE 7 OF 84 1305M323QNFFR0078
If killer whales are seen at any distance, the move-on rule shall be applied. If any cetaceans are seen within the net shall be opened immediately.
o Move-on rule definition: If marine mammals (with the exception of baleen whales), sea turtles, or other protected species are sighted within 1 nmi of the planned set location prior to setting the gear, the vessel will transit to a different section of the sampling area to maintain a minimum distance of 1 nmi between the set location and estimated location of sighted protected species.
If, after moving on, protected species remain within the 1-nmi exclusion zone, the Chief Scientist or watch leader may decide to move again or to skip the station, but in any case, may not set while protected species are in the 1-nmi exclusion radius.
Task 4 –Collection of CPS and delivery to CDFW
Vendor or vendor technician(s) will be responsible for the following in base and each option year:
● Fish shall be dip-netted from wrapped schools, quantified (weighed or counted) and identified to species.
● Up to 50 specimens per CPS species per set shall be frozen aboard the PSV and delivered to CDFW at their earliest convenience.
● Retain up to 50 fish per species for SWFSC following provided protocols for diet and energy density.
If necessary, some fish samples may be frozen and retained for additional analyses to be performed by NOAA.
Wrapped schools will be released alive, and no fish will be harvested or retained for commercial purposes.

These narratives need not be lengthy, just adequately detailed to support evidence of the specific ratings noted above. Failure to provide information supporting the assigned rating may result in a lower rating being designated than that assigned by the customer.
Offerors shall make every effort to ensure that forms are received no later than the submission date stated in the solicitation for the quote in order to be considered for evaluation of this factor. Questionnaires submitted directly by the offeror rather than by the customer may not be considered.
If an offeror does not have a history of relevant past performance, or if past performance information is not available, the offeror will receive a neutral past performance rating.
