About this file
This document is an amendment to a solicitation requesting quotes for investigative database access licenses and license plate recognition licenses for use by the National Oceanic and Atmospheric Administration National Marine Fisheries Service Office of Law Enforcement. Vendors must acknowledge receipt of this amendment by the specified date and time in order to be eligible for award. Quotes will be evaluated based on technical acceptability of the vendor's ability to meet the requirements in the attached statement of need, as well as price. Technically acceptable quotes offering the lowest price will be eligible for award. Only individual licenses for the specified databases and license plate recognition are to be quoted. Award is anticipated to be made without discussions based on initial quotes; vendors should ensure their quotes constitute their best offer.

1352.213-70 EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES (APR
2010)
The Government will issue a purchase order resulting from this Request for Quotation (RFQ) to the responsible contractor whose quotation results in the best value to the Government, considering both price and non-price factors. Evaluation will be made based on the lowest priced, technically acceptable quote received.
The following factors shall be returned and will be used to evaluate quotations:
1. Technical Capabilities: The contractor shall provide a Technical Capabilities statement/response, no more than twenty (20) pages, that explains its ability to meet the requirements specified within the attached Statement of Need, to include:
The contractor’s ability to match all salient characteristics referenced in the Statement of Need.
The contractor’s ability to offer individual licenses for both investigative database access and license plate recognition.
The Government will use the following ratings and descriptions to determine Technical Acceptability.
Technically Acceptable / Unacceptable Ratings
Rating Description
Acceptable Quote clearly meets the minimum requirements of the solicitation.
Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.
2. Price: The contractor’s quoted price listed for this RFQ.
Price Quote: Price quote will be evaluated based on the lump sum pricing for all required licenses for the base and each option period. Contractors shall notate on the pricing schedule any item they are suggesting other than the brand name required or brand name preferred items listed.
Vendors must provide a price on the supplies specified in contract line item (CLIN) or the quote will not be eligible for award. Only quotes rated as technically acceptable will be eligible for award. The
Government will evaluate the lowest priced quote for technical acceptability first. If the lowest quote is deemed technically acceptable, then the evaluation process stops at this point. Award will be made to that vendor without further consideration of any other quotes. If the lowest quote is not technically acceptable, then the next lowest will be evaluated for technical acceptability, and so forth, until a quote is found to be technically acceptable.
The Government reserves the right not to award a contract.
All quotes received will be evaluated in accordance with the evaluation criteria. The Government reserves the right to make an award without discussions based solely on initial quotes. Therefore, contractors should ensure that their initial quote constitutes their best offer in terms of both price and the
Technical Capabilities being proposed.
