8. NOAA Responses to questions received:

Question 1: Will the Government please remove page count for Volume I: Business Offer to ensure offerors able to submit a fully compliant Subcontracting Plan IAW (17)

(i) 52.219-9, Small Business Subcontracting Plan (Jun 2020) (15 U.S.C. 637(d)(4))?

NOAA Response: In accordance with FAR 19.705-2(d), a subcontracting plan will be required prior to award, but no subcontracting plan is required with solicitation submission.

Question 2: The 52.219-30, Notice of Set-Aside for, or Sole Source Award to, Women- Owned Small Business Concerns FAR clause was checked on page 24, however this is in contradiction with page SF-1449 block, 10 which says that this is an Unrestricted solicitation. Will the Government please uncheck the reference to this being a WOSB set-aside on page 24 in FAR Clause 52.219-30, Notice of Set-Aside for, or Sole Source Award to, Women-Owned Small Business Concerns?

NOAA Response: FAR 52.219-30 has been unchecked and does not apply to this procurement.

Question 3: Will the Government please clarify if offerors are required to use the same experience references in both Factor 2 – Corporate Experience and Factor 3 – Past Performance?

NOAA Response: It is not required that the Corporate Experience and Past Performance be the same references.

Question 4: Will the Government please confirm that offerors should not duplicate narrative content included in Factor 2 – Corporate Experience and Factor 3 – Past

PAGE 5 OF 8 1305M321RNRMT00080002

Performance? Specifically, that Factor 3 – Past Performance centers primarily on the PPQs and requires only a brief description of the contract whereas Factor 2 – Corporate Experience includes a detailed description of the work performed and its relevance to this requirement?

NOAA Response: The instructions for Evaluation Factors 2 and 3 give the specific submission requirements for each.

Question 5: In accordance with CAR 1352.215-73, will the Government please provide its estimated quantities for each item to be used in the Price Evaluation?

NOAA Response: Estimated quantities for evaluation may be found on Attachment 3 – Pricing Sheet

Question 6: Will the Government please confirm that the copies of the PPQs requested to be included with proposal submission is not included as part of page count in Volume II:

Technical Offer?

NOAA Response: The information requested in (C) Evaluation Factor 3 - Past Performance does not include the actual past performance questionnaires.

Question 7: Will the Government please amend the requirements to match the spacing requirement of Volume II: Technical Offer to make it single-spaced?

NOAA Response: The requirements for Volume II: Technical Offer remain as listed.

Question 8: Will the Government please identify all device types and amounts that are currently using EMSS airtime?

NOAA Response: No current devices will be transferred so this information does not apply.

Question 9: Would the Government please add the price of SIM cards to Section B.4 for offerors to include the cost of the SIM cards?

NOAA Response: The price of any SIM cards is expected to be not-separately-priced.

Question 10: For the desired asset plotting and geo-fencing alarm setting services, does NOAA require offerors to price a COP or does NOAA currently have a COP that they would like offerors to feed data into?

NOAA Response: The Government intends to log into and use the offerors website. The COP should be stand-alone and not connected to NOAA systems.

PAGE 6 OF 8 1305M321RNRMT00080002

Question 11: Will the Government please include the voice minutes requirements listed in Attachment 1 within Section B.4 pricing table so that offerors may provide a price for voice minutes?

NOAA Response: See Attachment 3 – Pricing Sheet

Question 12: Will the Government please clarify the anticipated payment methodology?

Is it anticipated that the Government will pre-pay order a block of services from the Offeror’s pricing table and then “draw down” on those services?

NOAA Response: The Government intends to issue orders for a block of services.

Question 13: Will the Government please define the Unit Measure for each of the services required (minutes, kilobytes, etc.)?

NOAA Response: The pricing table at B.4 has been updated.

Question 14: Will the Government please provide any minimum quantities for each item that the Government is willing to purchase? If the Government is able to commit to certain minimum purchases per line item, Offerors may be able to provide volume discounting to benefit the Government.

NOAA Response: The expected minimum Government guarantee is listed in C.2.18 CAR 1352.216-75 Minimum and maximum contract amounts (APR 2010)

Question 15: Will the Government please clarify what the “Recurring fee” is for both the Rudics and SBD sections?

NOAA Response: The recurring fee is a flat monthly charge applied to any active SBD or RUDICS device and is charged whether the SBD or RUDICS is used or not. The fee can be $0.00 in accordance with the individual company’s policy.

Question 16: On page 1 under “Desirable Services”, the government lists “provide 24/7 support; live during business hours; assisted after business hours”. However, Page 2 sets “Performance Standards” for all of the services which require “24/7/365 help desk support”. Will the government please clarify on page 1 that 24/7 help desk support is “required” and not “desired”?

NOAA Response: Some support is required to be available 24/7/365. However, the levels of support can be different, depending on business hours.

PAGE 7 OF 8 1305M321RNRMT00080002

Question 17: “Attachment 2 - Past Performance Questionnaire, is included for your use.

Provide questionnaires to all customers under similar or related contracts performed or currently being performed for at least the last five (5) years or a short statement explaining the lack thereof.” Will the Government please clarify if “performed for at least the last five years” means Offerors are required to cite contracts for a total of five years or if the period of performance must be within the last five years?

NOAA Response: This instruction refers to contracts with a period of performance in the last five years.

Question 18: There is no mention of activation fees associated with short burst data (SBD). Should activation fees also be quoted?

NOAA Response: An activation fee is not required, but may be quoted at the discretion of the offeror.

Question 19: Is there a predefined transition plan for NOAA Research to switch Iridium providers that should be considered for currently active and/or already procured but not yet deployed platforms? This is particularly important to know if there are platforms already operating, and if there are procured but not deployed platforms that would require different SIM cards. Are there any additional agreements with existing providers that will need to be considered in a transition to a new service provider (i.e., is there an expectation to assume responsibility for Iridium service associated with active platforms)?

NOAA Response: Any currently used cards will not be transitioning to a new contract.

Question 20: Could you please clarify if the number of platforms listed for each fiscal year in the Statement of Need is cumulative or do these values represent new deployments each year?

NOAA Response: The values represent new deployments each year.

Question 21: Could you please clarify if Iridium voice communication are to/from other Iridium devices or to land-based/cellular phones?

NOAA Response: The Iridium voice communications are from the Iridium device to a land based or cellular phone.

Question 22: Will the RUDICS SIM cards activated require the opening of new RUDICS accounts (with new DNIS numbers) or will the currently used RUDICS accounts be transferred to the new supplier?

PAGE 8 OF 8 1305M321RNRMT00080002

NOAA Response: There will need to be new accounts. No current accounts will be transferred.

Question 23: OCEAN CLIMATE STATIONS (OCS): Are the 2 SIM Cards referenced are these Telephony only or SBD or both?

NOAA Response: There are 2 SIMs for voice and 13-15 f or data.

Question 21: The requirement states the total number of minutes per month under each of these categories. Data usage is billed/invoiced by Data Usage per month (kB/MB).

How much data will be use for the following three items;

Tropical Moored Buoy Arrays Engineering Development (estimates) CO2 Moored and ASV Group (estimates)

NOAA Response: There is no estimates of data usage per minute at this time. The government expects billing for these items to be per minute, rather than by data usage.

Question 22: Will the RUDICS SIM cards activated require the opening of new RUDICS accounts (with new DNIS numbers) or will the currently used RUDICS accounts be transferred to the new supplier?

NOAA Response: There will need to be new accounts. No current accounts will be transferred.
