This is a notice of intent to negotiate on a sole source basis. The Radar Engineering Support requirement is hereby synopsized in accordance with FAR 5.207 Preparation and Transmittal of Synopses:

(16) Description:

The Government requires continued engineering support of the Advanced Technology Demonstrator (ATD) radar back end hardware and software, to:

(1) make and improvements and fixes to this hardware and software to reach its final state for Initial Operating Capability (IOC) of the ATD system,

(2) operate and support government operators of this hardware and software in support of broader system integration and test activities, and

(3) document radar back end hardware and software to the extent required for the government to ultimately take over maintenance and improvements.

Proposed period of performance is 1 March 2020 – 30 September 2020. The contracting officer has determined the following circumstances justify the use of a sole source is required because there is only one source. Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.

The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contract Specialist. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The subject solicitation will not be made available through the Government Point of Entry (GPE).

Interested parties may request a solicitation by email from the Contract Specialist identified in this document.
