1.1. PERFORMANCE WORK STATEMENT
1.1.1. TITLE: TRAWL NET REPAIR AND MAINTENANCE SERVICES
1.1.2. INTRODUCTION
INTRODUCTION
The National Marine Fisheries Service (NMFS) requires contractor support services to repair and maintain trawl nets and related equipment in accordance with national trawl standardization requirements, throughout the Northern and Eastern Pacific Ocean regions. Generally services include maintaining net and equipment inventories through a very active and demanding field season.
The NMFS requires net repair facilities to maintain current inventories of Government Furnished Equipment (GFE). This involves maintenance for needed repairs, modifications and transport of Government Furnished Equipment (GFE). Contractor Facilities, Contractor Furnished Equipment (CFE), Contractor Furnished Materials (CFM) shall be utilized to accomplish the work. The NMFS requires net mending expertise, consultation and trawl net certifications by a net fabricator, as well as potential emergency transport capability.
The NMFS is required to adhere to extremely strict national trawl standardization requirements (NOAA Protocols for Groundfish Bottom Trawl Surveys of the Nation’s Fishery Resources., Stauffer, Gary, NOAA Technical Memorandum NMFS-SPO-65 October 2004). NOAA requires a contractor that has experience with national requirements, and sampling trawls, so as to provide NMFS with the appropriate equipment and services in a timely fashion.
BACKGROUND
The Alaska Fisheries Science Center (AFSC), Northwest Fisheries Science Center (NWFSC), Pacific Islands Fisheries Science Center (PIFSC), and the Southwest Fisheries Science Center (SWFSC), under the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), is a government agency charged with the mission of stewardship for living marine resources.
The Regional Science Centers (collectively AFSC, NWFSC, PIFSC and SWFSC) provide scientific and technical support to the NMFS for the management, conservation, and wise use of the West coast’s and Alaska’s marine and anadromous fisheries resources. Each Science Center is charged with conducting research and scientific analysis on the fisheries within the Exclusive Economic Zone (EEZ) off the coast of Washington, Oregon, California, Hawaii, Alaska and British Columbia.
The NMFS Regional Science Centers annually provide stock assessment managers and researchers with data concerning the abundance, distribution and health of their associated fisheries stocks. Fundamental to the acquisition of this data, are the surveys and research that provide the foundation of almost all

Since the early 20th century NMFS has exponentially increased its survey and research capacity by progressively increasing survey durations and geographical locations. NMFS currently uses multiple surveys to represent the waters of the Pacific Ocean, Bering Sea, and Chukchi Seas. Each survey is performed with its own set of protocols and they are governed by their respective Science Centers. The surveys are used to annually index commercially and recreationally harvested species to set allocation and by-catch limits on harvested and endangered fish species. NOAA conducts these surveys on chartered commercial fishing vessels, NOAA research ships, chartered recreational fishing vessels, University research vessels, and Science Center Owned vessels. NMFS has numerous types of nets, as well as numerous numbers of each type of nets in its inventory. Some nets are extremely large and contain upwards of a million meshes. These nets and associated rigging and hardware that need to be maintained through a very dynamic and rigorous field season. The Science Centers do not have staff or facilities to satisfactorily accommodate the maintenance of this GFE (gear and equipment) and must contract with a local net repair “loft” (i.e. a manufacturing and repair facility especially concerned with trawl nets, seine nets, gill nets, long line gear, rigging, and hardware). Construction consistency between sampling trawls of the same type is paramount to the survey mission. NMFS current sampling trawls have been constructed and need to be inspected, repaired, maintained, and then certified by a trained technical representative from each specific Science Center (i.e. reviewed by the appropriate survey team) prior to acceptance of the completed repairs.
OBJECTIVES
The objectives are to enable the NMFS mission of conducting research and scientific analysis on fisheries by: 1) repairing and maintaining various trawl nets in accordance with national trawl standardization requirements, and 2) to obtain support services in a timely manner so as not to delay mission critical research.
SCOPE OF WORK
The NMFS requires net mending expertise, consultation and trawl net certifications by a net fabricator, as well as potential emergency transport capability. This requirement is for materials and services. It involves maintenance for needed repairs, modifications and transport of Government Furnished Equipment (GFE). Contractor Facilities, Contractor Furnished Equipment (CFE), Contractor Furnished Materials (CFM) shall be utilized to accomplish work.
Each Fisheries Science Center will provide the contractor with detailed specifications of net gear and or fishing gear to be modified, repaired, certified, shipped, or inspected as well as required materials to make those modifications and repairs.
Due to National Trawl Standardization Rules, all nets are required to be “certified” prior to deployment.
This includes measuring all rigging and framing lines in the trawl. Measuring all seizings, benzels, lacings, and floats. It also includes counting every panel and a check of every mesh in each sampling net. We

All discrepancies from the net diagrams/net descriptions shall be fixed before the net can be recertified.
All services, work and materials shall adhere to the national trawl standardization requirements (NOAA Protocols for Groundfish Bottom Trawl Surveys of the Nation’s Fishery Resources., Stauffer, Gary, NOAA Technical Memorandum NMFS-SPO-65 October 2004).
