VENDOR QUESTION’S AND ANSWERS
1. If a company has the capability, would NOAA be interested in flying the system on a manned platform at the company’s facility?
Answer: These elements can be part of the technical proposal but are not requirements at this time.
2. Will NOAA be providing the Camera and Computer systems? Will the contractor own the Novatel IMU, or will it be a billable item turned over to NOAA upon delivery?
Answer: The cameras are provided. The IMU would belong to NOAA and is billable. Computer components can be provided by NOAA or supplied by the vendor if they prefer. In this case, they will be billable and ultimately belong to NOAA.
3. What sUAS will this be installed on? Are there any power limitations that we need to be aware of?
Answer: We have not identified platforms at this time. The functionality of the payload will drive the sUAS selection.
4. The RFP implies in-flight C2, but as far as we can tell there isn't a transceiver. Does NOAA want one installed by the team?
Answer: These elements can be part of the technical proposal but are not requirements at this time.
5. Is the Vendor responsible for providing compute hardware?
Answer: That is preferred but not required. If the vendor provides the hardware, it is billable and will be owned by NOAA.
6. If compute hardware will be provided, what operating system will be run?
Answer: If a vendor prefers to not provide computer hardware, we will modify our hardware to meet their needs. The vendor can dictate the required OS.
7. Which UAV(s) do they plan to use? What is the weight and power limit for the payload?
Answer: The payload system should be optimized for performance and will dictate the UAS platform requirements. All test flights will be on standard (occupied) fixed wing aircraft.
8. What is the expected cost or other cost limitations or constraints?
Answer: The website is: https://faaps.commerce.gov/publicview.asp
9. Are the visible and IR cameras hard mounted to the same optical bench, or can they move relative to each other?
Answer: The cameras are hard mounted back to back in an array of 3 pairs. The center pair is pointing straight down, the two side pairs point at an angle of 25.5 degrees such that the port pair covers the right ground swath and the starboard pair covers the left ground swath

10. Can the camera pointing be controlled (e.g., a gimbal)?
Answer: No. There is no gimbal and the mount positions are fixed.
11. What are the expectations for synchronization of the visible and IR exposures when triggered at the same time?
Answer: The expectation is that the software understand where the same areas on the ground (animals, ice jumble, ice edge, etc) exist in the appropriate color and thermal frame. So if a hot spot exists in the top of a thermal frame and the animal causing that hot spot actually appears in the next color frame, the software associate those two somehow, rather than assume the source of the hot spot appears in the paired color image.
12. Does image registration need to run in real-time?
Answer: Yes.
13. Does image registration need to be performed before object detection is executed?
Answer: Yes, so that algorithms that utilize the thermal and color channels can access the appropriate areas of the imagery.
14. Is registration required between subsequent images of the same modality as well as between modalities?
Answer: Yes.
15. Is registration only between subsequent image pairs or is N-way bundle adjustment required or desired?
Answer: Cameras do not overlap side to side, so they can be treated as three separate swaths.
16. What is the bandwidth of the comm links?
Answer: There is not comms transmission requirement
17. Who is responsible for specing and supplying the hardware (e.g. GPUs) for the detectors?
Answer: The vendor.
18. Does the scope of work include the automated control of the UAV based on feedback from the detectors, including waypoint or stare points (if cameras are in a gimbal)?
Answer: Not at this time. Having that goal in mind for the future may help prepare the data streams so that information can be tapped eventually. It is not a requirement of this contract.
19. Will the six cameras be provided to the vendor for bench testing at vendor location?
Answer: Yes.

20. What are the units JB? You will find reference to JB on page 2 of 51.
Answer: JB=JOB Base=Task A-G and Option Period=Task H
21. Can we have a copy of the Section V that is referenced on page 25 of 51, “Business/Price quotes must adhere to the pricing structure established in Section V above.”?
Answer: Section V is on page 2 (contract line items) or last page of the solicitation.
22. Please explain what source code (I/A) means on page 8 of 51 from section 1.7 Deliverables. A reference is made to source code (I/A) as a deliverable for the On-Site training. We are not familiar with the designation (I/A).
Answer: "if applicable" with the intention of providing flexibility in software licensing options.
23. Shall travel expenses called out in Section 4. Required Travel and Other Direct Costs (ODCs) be included in the offeror’s price quote?
Answer: Yes.
24. The detection and analytics algorithms are NOT part of the contractor’s scope. Correct?
Answer: Correct
25. The actual data collection (flights) are NOT part of the contractor’s scope. Correct?
Answer: Correct
26. Test of the system at the contractor facility is a “bench test” and does NOT involve actual flight and data collection. Correct?
Answer: Correct
27. It is assumed that customer will provide detection algorithm that will operate in the contractor test environment at contractor facility. Is there a “test environment” to be provided by NOAA that will provide “simulated flight/data collection?”
We are currently working to develop a post processing/algorithm testing environment. The plan is to have that fully functional in a few months. We will have sample algorithms and thermal/EO aerial survey imagery available for development/bench tests.
