National Oceanic and Atmospheric Administration (NOAA) Aircraft Operations Center (AOC)

Requirements Workspace: REQUIREMENTS-26-4922

*Site Visit POC(s): Carlos Cruz, Carlos.Cruz@noaa.gov & David Saunders, david.saunders@noaa.gov*

1. Background

The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Aircraft Operations Center (AOC) in Lakeland, Florida, seeks to commission a professionally designed and painted mural within the facility's front stairwell. The mural is intended to visually represent NOAA's mission and the role OMAO plays in supporting scientific research and operational activities conducted throughout NOAA and its six Line Offices.

The primary mural surface consists of an approximately 450-square-foot wall within the front stairwell. Additional adjacent wall and stairwell surfaces totaling approximately 100 square feet may also be incorporated into the project to create a more immersive and comprehensive design.

The mural will feature realistic artistic portrayals of NOAA's work, with an emphasis on OMAO's aviation and marine operations. Imagery may include NOAA aircraft, ships, personnel, scientific activities, environmental observations, weather and hurricane operations, marine research, mapping, atmospheric research, fisheries support, and other missions that demonstrate how OMAO platforms enable NOAA science and services.

2. Objective

The objective of this project is to create a high-quality, durable, and visually compelling mural that communicates NOAA's diverse missions and illustrates the connection between OMAO's aircraft and ship operations and the scientific work performed throughout NOAA.

The completed mural should provide visitors, employees, partners, and other stakeholders with an immediate visual representation of NOAA's operational capabilities and scientific mission while enhancing the appearance of the AOC's primary entrance stairwell.

3. General Scope

The Contractor shall provide all artistic expertise, labor, personnel, equipment, materials, supplies, and other resources necessary to design and complete the mural, unless specifically identified as Government-furnished. The Contractor shall also comply with the following requirements:

A. The Contractor shall provide all personnel and associated travel and mobilization expenses necessary to perform the required services, including transportation, lodging, meals, per diem, equipment, tools, supplies, materials, personal protective equipment (PPE), safety equipment, and any other resources necessary to complete the work.

B. The Contractor shall perform all work in a manner that minimizes disruption to the Government’s normal daily operations. Any work that may interfere with routine operations shall be coordinated in advance and approved by the Government.

C. The Contractor shall report to and receive direction only from the assigned Technical Point of Contact (TPOC).

D. The Contractor shall adhere to applicable industry standards and generally accepted practices to ensure the quality and consistency of the completed work. This includes appropriate surface preparation, application techniques, workmanship, and final appearance.

a. A protective clear coat is required. Damage caused by others would be excluded, however fading should be covered.

b. To minimize employee exposure to airborne contaminants, odors, and volatile organic compounds (VOCs), all painting activities conducted within the NOAA Aircraft Operations Center shall meet the following requirements:

All paints shall be water-based, zero-VOC or ultra-low-VOC acrylic formulations intended for interior use. Zero-VOC products are preferred. All pigments, primers, adhesives, and protective finishes shall be compatible low-emission products. The contractor shall provide Safety Data Sheets (SDS), Technical Data Sheets (TDS), and available emissions certifications for all materials before work begins. Painting shall be coordinated with AOC management and Facilities to minimize disruption and employee exposure. Appropriate ventilation and work-area isolation shall be maintained during application and curing.

E. The completed mural shall be durable enough to withstand normal indoor wear and use while maintaining its intended aesthetic appearance. The Contractor shall provide a minimum five-year warranty covering the completed work.

F. The primary work area is approximately 450 square feet, with the potential for approximately 100 additional square feet of adjoining stairwell surfaces to be incorporated into the final design.

G. The mural shall be completed within 90 calendar days or sooner from the date of award.

Due to the height, configuration, and accessibility of the stairwell, specialized elevated-access equipment, such as an atrium lift, spider lift, scaffolding, or other suitable equipment, may be required. The Contractor shall determine and provide an appropriate access method necessary to safely complete the work while preventing damage to the facility and surrounding areas.

4. Preliminary Design Concept

The Contractor shall engage a qualified mural artist or professional firm with a proven track record in indoor murals. The artist shall develop a sophisticated visual concept that reflects

OMAO.

The mural shall present a cohesive and realistic representation of NOAA's mission, emphasizing the contribution of OMAO aircraft and vessels to scientific research and operational support across NOAA.

The Contractor shall submit a design concept for the Government’s selection with the quote.

Each concept must be supported by scaled mock-up (rough draft, concept, or preliminary design) or high-resolution digital renderings to demonstrate the intended visual impact.

Potential imagery may include, but is not limited to:

● NOAA aircraft engaged in hurricane reconnaissance, atmospheric research, coastal mapping, marine mammal surveys, or other scientific missions.

● NOAA research and survey vessels conducting oceanographic, fisheries, hydrographic, or environmental research.

● Weather and atmospheric phenomena associated with NOAA operations.

● Marine environments, wildlife, coastlines, oceans, and other natural resources studied or monitored by NOAA.
