COMBINED SYNOPSIS/SOLICITATION
One (1) complete portable uncrewed surface vessel (USV) surveying system to include the primary boat hull, electronics and communication suites, field safety maintenance spares, a pre-integrated high-resolution multibeam echoounder subsystem, secondary hydrographic sensors (side scan sonar, and ADCP modules), and professional equipment operation training for the National Ocean Service (NOS), Office of Coast Survey (OCS), Center of Excellence for Operational Ocean and Great Lakes Mapping (COE) in Durham, NH.
Brand Names required: R2Sonic 2020-V Plus MBES and Teledyne RiverPro Acoustic Doppler Current Profiler (ADCP) R2Sonic 2020-V PLUS MBES: This system natively supports the high-resolution requirements of NOAA HSSD and IHO Special Order surveys by providing up to 1024 true soundings per ping. It features a uniquely embedded Inertial Measurement Unit (IMU) directly in the sonar head, requiring only a single cable and reducing the wet-end mass to 4.4 kg—critical for payload-constrained USVs. Other companies' similar products cannot be modified to meet this need. For example, the Seafloor SeaRAY only yields 512 beams and operates in a restricted 400-550 kHz range (failing the 200-400kHz optimal shallow-water threshold), while the Teledyne MB2 is capped at an unacceptable 256 beams.

Similar products from other companies cannot natively output to the required WinRiver II educational environment.

RFO 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services (Sep 2023) (Deviation Jan 2026) NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror.
1. Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or before the time specified in the solicitation. Quote documents shall include signed copies of the SF 1449 and SF 30(s) to acknowledge the solicitation and any applicable amendments. 2. Offeror shall have an active registration in the System for Award Management (SAM found at https://sam.gov/content/home) in order to provide a quote and be eligible for award. Must provide their UEID/CAGE CODE with their quote.

4. Quotes must be valid for a minimum of 60 days.
5. Offerors must provide all evaluation criteria in accordance with RFO 52.212-2. Offerors who do not provide all evaluation criteria may not be considered.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Paragraph (a) is hereby completed as follows: Evaluation will be based on the following pass/fail criteria;
1. Technical Acceptability.
Specification Sheet - offeror must include specification sheets for quoted equipment. Equipment quoted must be made in USA.
2. Price.
The Government intends to award a low priced, technically acceptable, single firm fixed-price purchase order on an all or some basis with payment terms of Net 30.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

Statement of Need Small Autonomous Surface Vessel for Hydrographic Surveying
1.0 OBJECTIVES
The Center of Excellence (COE) requires a fully integrated, turnkey, highly portable brand-agnostic autonomous surface vessel (USV) surveying system package to directly support the education and training of the hydrographic workforce. This turnkey system must provide a complete, out-of-the-box solution that allows personnel to rapidly mobilize and configure a remotely operated and autonomous hydrographic survey boat. This hands-on capability is critical for developing operational proficiency with autonomous platforms, which is a strictly essential skill as the maritime industry rapidly transitions to uncrewed operations. Furthermore, this must be a fully functional, practical, and simple-to-use system for surveyors, ensuring that personnel receive realistic, industry-standard experience in deploying and managing autonomous vehicles.
BACKGROUND
The Center of Excellence requires specialized autonomous hydrographic training equipment consisting of a highly portable uncrewed surface vessel (USV) for shallow-water survey operations. Currently, the NOAA mapping workforce lacks practical, hands-on experience with autonomous platforms. To ensure NOAA remains the nation's leader in comprehensive ocean mapping and is set up for future operational success, technicians and hydrographers must understand how to safely operate, configure, and collect data using autonomous surface vessels.
This system provides an accessible training vehicle that allows surveyors to map shallow-water coastal environments where conventional crewed workboats are not feasible or safe. The Center of Excellence will use this equipment to directly support the immediate and ongoing education of the NOAA workforce.
Procuring a dedicated, non-proprietary USV for instructional purposes allows personnel to learn autonomous waypoint navigation and telemetry monitoring in a controlled environment, eliminating the highly inefficient and costly practice of conducting basic autonomous systems education during active, operational field missions.
SCOPE
This procurement is for the purchase and delivery of one (1) complete portable uncrewed surface vessel (USV) surveying system. The acquisition encompasses the primary boat hull architecture, electronics and communication suites, field safety maintenance spares, a pre-integrated high-resolution multibeam echosounder subsystem, secondary hydrographic sensors (side scan sonar and ADCP modules), and professional equipment operation training.
2.0 TECHNICAL REQUIREMENTS
2.1 General Performance Specifications
The operational and physical requirements for this brand-agnostic autonomous platform are:
● Dimensions: Total monohull length must be between 0.5 and 2.0 meters, and hull width must be approximately 0.9 meters.
● Weight & Material: The hull must be constructed of a UV-resistant material (such as High- Density Polyethylene) for maximum impact resistance.
● Endurance: Must feature an internal battery power architecture providing an operational endurance capable of supporting up to 6-hour survey workday.
● Propulsion & Steering: Must be able to hold straight autonomous survey lines feature, tighter turning radii, straighter autonomous survey lines, and independent vessel recovery.
● Telemetry & Control Range: Remote line-of-sight data command links must possess a long-range operational remote control unit.
2.2 Required Deliverables & Hardware Packages
The contractor must deliver a complete, ready-to-field system meeting or exceeding the salient characteristics of the following specific components:
● Base Boat Package: UV-resistant monohull featuring an easy-access watertight lid system.
○ Onboard autopilot system (e.g., AutoNav or equivalent) for autonomous wayfinding.
○ Industrial PC, WiFi bridge kit, and forward-facing situational awareness camera.
○ Long-range remote control transmitter featuring independent control profiles.
○ Custom shipping/transit crate.
○ Spare parts: Batteries, propulsion drives, and kits for repairs and maintenance.
● Power & Accessories Package:
○ High-capacity tactical battery architecture supplying all required system power.
○ Two (2) corresponding multi-chemistry battery chargers.
● Primary Hydrographic Instrumentation Suite (Multibeam Options):
○ The system must include an integrated high-resolution multibeam echosounder. The
R2Sonic 2020-V Plus Wideband Multibeam Echosounder meets the technical requirements for this instructional platform.
○ R2Sonic 2020-V Plus: Must feature an embedded INS with 0.015° roll/pitch accuracy, SV sensor, VOX-IM, UHR 700kHz or TruePix, and a 200-450kHz Broadband/Wideband Projector and Receiver.
○ Must include a custom multibeam integration kit (thru-hull mounting bracket, topside plate, and hardware) matched precisely to the delivered hull.
● Secondary Payload Suite & Integration:
○ Automated Winch: Auto-deploy SVP or CTD remote winch system integrated directly into the USV architecture.
○ Side Scan Sonar: Compact side scan sonar head featuring a 20m tow cable, top box, GPS receiver, imaging software, and USV payload integration bracket.
○ Teledyne RDI RiverPro 1200 kHz ADCP : 1200 kHz Acoustic Doppler Current
Profiler with a vertical beam (e.g., RiverPro or equivalent). Must include a 5-beam transducer, heading/pitch/roll sensors, internal GPS, data acquisition software, and custom USV integration bracket.
● Integration Packages:
○ SSS, MBES, and ADCP: Custom payload integration setups, including required thru-hull mounting brackets, topside plates, and hardware matched precisely to the delivered hull, must be provided for each individual system.
● Training and Services:
○ Professional, manufacturer-led onsite training covering basic vessel operations, operating system control, multibeam, ADPC, calibration, and autonomous waypoint steering.

NOAA Acquisition Manual 1330-52.232-71 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS (FEB 2023)
The Contractor must submit payment requests electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP). The Contractor must use the IPP website to register, access, and submit payment requests. The IPP website address is https://www.ipp.gov.
"Payment request" means any request for contract financing payment or invoice payment to the Contractor. To be considered proper, invoices must be prepared in accordance with, and contain all elements specified in, the contract payment clause (e.g., FAR 52.212-4(g), FAR 52.232-25(a)(3), FAR 52.232-26(a)(2), FAR 52.232-27(a)(2)).
