UNRESTRICTED - REPLACEMENT OF REFRIGERATION SYSTEMS AND OUTSIDE CONTROLS AT THE
HOLLINGS MARINE LABORATORY IN CHARLESTON, SC
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with RFO Part 12.
This announcement constitutes the only solicitation. Offers are being requested and no other written solicitation will be issued.
(II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 1305M226Q0142.
(III) This solicitation is being issued as Unrestricted. The associated NAICS code is 238220. The small business size standard is $19.0M.
(IV) This combined solicitation/synopsis is for the following commercial services:
Line Item 0001 – Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for replacement of F108 Environmental Challenge Room refrigeration system and outside controls at the Hollings Marine Laboratory in Charleston, SC in accordance with the Statement of Work.

Statement of Work (SOW) HML F108 and F109 Challenge Room Upgrades

Project Purpose & Background
The NOAA Hollings Marine Laboratory (HML), a 105,000 square-foot multidisciplinary research facility commissioned in 2001 and located in Charleston, South Carolina, relies on a variety of heating, cooling, and environmental control systems to support mission-critical scientific operations. These systems serve highly sensitive laboratory environments, specialized research infrastructure, and aquatic life support systems that require stable and precise temperature control to protect personnel, research specimens, and advanced analytical instrumentation.
This Statement of Work establishes the requirements for a single Firm Fixed Price contract to replace critical end-of-life refrigeration equipment serving the F108 and F109 Environmental Challenge Rooms. The scope includes replacement of the existing evaporator units, condensing units, hot gas systems, and upgrades to the associated outside control systems serving both chambers.
The F108 and F109 chambers support ongoing scientific research on cold-water corals and related environmental studies focused on propagation, restoration, and long-term environmental monitoring. These chambers must maintain stable and controlled temperature conditions in order to support these sensitive research activities.
Both units are currently non-functional, making this requirement a priority to restore laboratory research capabilities. Continued equipment deterioration, increasing maintenance demands, and reliance on outdated R-22 refrigerant systems create significant risk to maintaining the environmental stability required for these research specimens and associated laboratory operations.
The objective of this project is to restore reliable system operation, improve overall energy performance, reduce ongoing maintenance burden, and eliminate dependence on obsolete refrigerants while ensuring compliance with applicable Federal, state, safety, and mechanical code requirements. Completion of this work will improve environmental stability within the challenge rooms, protect sensitive research assets, and help ensure HML remains capable of supporting NOAA, NIST, academic, and partner research missions.
Period of Performance
The period of performance shall be 90 calendar days from award.
Scope of Work
The Contractor shall provide all labor, materials, tools, equipment, supervision, transportation, testing, commissioning, controls integration, and documentation necessary to remove and replace the refrigeration systems and outside control assemblies serving Challenge Rooms F108 and F109.
All work shall result in fully operational, code-compliant, energy-efficient, and BAS-integrated systems.
General Requirements
Electrical distribution adjustments performed to support replacement equipment shall be limited to the minimum scope necessary for safe and code-compliant operation and shall remain within the existing service and building envelope. The Contractor shall provide all labor, materials, tools, equipment, transportation, supervision, technical support, testing, commissioning, and related services necessary to remove, replace, and upgrade the identified cooling systems at the NOAA Hollings Marine Laboratory (331 Fort Johnson Road, Charleston, SC 29412). All work shall deliver fully functional, energy-efficient, code-compliant, and reliable systems that meet or exceed current mechanical, electrical, safety, and performance standards.
The Contractor shall evaluate existing electrical distribution serving the F108 and F109 areas and, as required to support equipment and operational needs, provide and install a minimum of two and up to four new 120V, 20-amp dedicated circuits. The final quantity and routing shall be determined based on field-verified conditions, available panel capacity, and coordination with the Government. All new circuits shall be installed in accordance with applicable electrical codes and shall include breakers, wiring, conduit, and terminations necessary for a complete and functional installation. All work shall remain within the capacity of existing electrical panels and infrastructure and shall not require panel replacements, service upgrades, or modifications beyond available capacity.
Any piping, electrical, controls, or equipment support adjustments are incidental to equipment replacement and required solely to connect new equipment to existing infrastructure. These activities are confined to existing system configurations and do not alter the building structure, envelope, or use.
Requirements:
The new system(s) shall:
a. Capacity: New systems shall meet or exceed existing cooling and heating capacities.
b. Stability: Systems shall maintain precise temperature control required for scientific research
c. Refrigerant: Use only EPA-compliant, commercially available refrigerants suitable for low-temperature chambers and compliant with federal phase-down requirements.
d. Corrosion Protection: Equipment must be designed for a coastal, salt-air environment, including gold-coated fins on all indoor and outdoor coils.
e. Compliance: With all applicable Federal, state, and local codes and standards, including but not limited to ASHRAE, EPA, OSHA, and South Carolina regulatory requirements.
f. Operation: Safely and reliably under all seasonal operating conditions typical of the Charleston, South Carolina coastal environment.
g. Reduces: Long-term energy consumption and maintenance burden through modern equipment selection and controls integration.
Compatibility and Integration
All new equipment, unit controllers, and associated control components provided under this contract shall be fully compatible with and integrated into the existing Honeywell Tridium Niagara based Building Automation System (BAS) at the Hollings Marine Laboratory. All controllers shall be Niagara-compatible DDC devices utilizing open protocols (BACnet/IP or BACnet MS/TP unless otherwise approved in writing by the TPOC). The Contractor shall coordinate with the facility’s BAS integrator of record to ensure proper point mapping, programming, alarming, trending, graphics updates, and sequence implementation. All required wiring, communication interfaces, and incidental modifications necessary to achieve seamless integration and maintain full supervisory monitoring and control capability shall be included in the Contractor’s scope. Proprietary or closed communication systems that prevent full integration into the Niagara platform shall not be accepted.
Sustainability and Energy Considerations
Solutions that improve energy efficiency, reduce greenhouse gas impact, and lower long-term operational costs are preferred. Equipment shall be designed and protected for continuous operation in a coastal, salt-air environment, including corrosion-resistant materials, factory-applied coil coatings (gold-coated fins), or equivalent protective technologies.
Scheduling and Sequencing
As both F108 and F109 are currently non-operational, the Contractor may perform work on both systems concurrently. The Contractor shall coordinate all work to ensure that electrical, controls, and BAS integration activities do not impact other building systems or operational areas.
Specific Systems and Existing Equipment:
F108 Existing Equipment

System Replacement Requirements
The Contractor shall:
a. Remove and properly dispose of existing condensing units, evaporator units, refrigerant piping components, and outside controls in accordance with EPA and South Carolina DEHEC regulations.
b. Provide and install new condensing units and evaporator units equal to or exceeding existing capacity and performance characteristics.
c. Provide and install a complete outside control system replacement utilizing a digital PLC-based or equivalent microprocessor-based refrigeration control system. The control system shall be specifically designed for environmental chamber applications and shall be user-friendly, commercially supported, and suitable for continuous laboratory operation.
d. The system shall include, at a minimum, temperature controllers, defrost controls, defrost termination controls, temperature sensors, relays, compressor safeties, high-and low-pressure controls, control wiring, communication interfaces, and all components necessary to provide reliable temperature regulation, defrost sequencing, safety shutdown, alarm functionality, and system monitoring.
e. The control system shall include a local operator interface/display for setpoint adjustment, status indication, and troubleshooting. The system shall provide capability for real-time temperature monitoring, trending, and alarm reporting, including configurable input/output points to support additional sensors and monitoring requirements. Controls shall not be limited to simple contact alarms and shall support continuous data visibility of system performance.
All controls shall be fully compatible with and capable of integration into the existing or future Honeywell Tridium Niagara Building Automation System (BAS), supporting full supervisory monitoring, alarming, trending, and control.
The control system shall be capable of maintaining continuous temperature control and stability within defined operating ranges required for laboratory research conditions.
Provide the following minimum refrigeration accessories:
a. Liquid line filter drier
b. Liquid line sight glass
c. Hot gas solenoid valve with ball valve
d. Expansion TXV valve
e. Liquid line solenoid valve
f. Auxiliary service ports
g. Gold-coated fins on indoor and outdoor coils
h. Units painted white to match existing
Evacuate system to minimum 400 microns and charge system with an EPA-compliant, commercially available refrigerant suitable for low-temperature environmental chambers and compliant with current federal refrigerant phase-down requirements.
Specific Tasks:
Pre-Removal
a. Conduct a site assessment and verify that existing electrical and BAS infrastructure is intact and capable of supporting new equipment.
b. Confirm utility isolation points and coordinate shutdown activities with facility management.
Removal
a. Shut down and lockout/tagout electrical
b. Recover refrigerants per EPA requirements
c. Drain and safely disconnect all existing equipment
d. Remove and dispose of existing condensing unit, evaporating unit, controls, and dismantled parts per EPA and South Carolina DEHEC regulations
e. Clean and prepare all affected areas for new installations
Installation
a. Install new condenser, evaporator coil, hot gas system, and upgraded controls in accordance with approved installation submittals and schedule.
b. Provide and install the following components: Liquid line filter drier, Liquid line sight glass, Hot gas solenoid (rapid cycling) valve with ball valve, Gold-coated fins on outdoor and indoor equipment, Auxiliary service port connection, Expansion TXV valve, Liquid line solenoid valve, and paint the units white to match.
c. Reconnect and test electrical power, controls, and monitoring systems.
d. The Contractor shall install new dedicated electrical circuits as required to support equipment and operational needs in accordance with the General Requirements section. Circuit installation shall include breakers, wiring, conduit, and terminations, and shall be coordinated with existing panel capacity and field conditions.
Testing, Commissioning
a. Perform startup, testing, commissioning, and verification of all systems
b. Pressure test refrigerant piping in accordance with manufacturer requirements and evacuate the system to a minimum vacuum level of 400 microns prior to charging.
c. Charge system with an EPA-compliant, commercially available refrigerant suitable for low-temperature environmental chambers and compliant with current federal refrigerant phase-down requirements.
d. Validate safety devices, alarms, and BAS functionality
Closeout & Handover
a. Clean work area; remove debris and excess materials
b. Submit operation/maintenance (O&M) manuals
c. Provide training to facility operations staff
d. Host a post-installation inspection of the complete replacement with the Facilities
Manager and Maintenance Staff.
The approved installation schedule is a material requirement of this contract. Failure to meet interim milestones or final completion dates may result in withholding of acceptance, delay of payment, or other contractual remedies in accordance with contract terms, unless delays are approved in writing by the Government.
Compliance Requirements
All work shall comply with applicable Federal, state, and local codes, standards, and regulations, including but not limited to:
a. ASHRAE standards
b. OSHA safety standards
c. EPA hazardous materials handling and disposal requirements
Environmental Compliance
The Contractor shall perform all work in accordance with the Hollings Marine Laboratory (HML) Environmental Management System (EMS) and applicable environmental policies and procedures. This includes, but is not limited to, the following requirements:
a. Adhering to all Environmental Management Programs and Operational Controls.
b. Immediate corrective action for noncompliance issues.
c. Timely resolution of nonconformances as directed by the EMS Site Coordinator.
d. Ensuring that all Contractor personnel understand the roles and requirements of EMS.
e. Following HML site access protocols, including registration and access badge issuance.

NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror.
The offeror will submit a quote for the items in section (IV).
1. Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or before the time specified in the solicitation. Email quotes are required and can be sent to michelle.walton@noaa.gov.
2. Offeror shall have an active registration in the System for Award Management (SAM found at https://sam.gov/content/home) in order to provide a quote and be eligible for award. Must provide their UEI #/CAGE CODE with their quote.
3. Provide all evaluation criteria in accordance with RFO 52.212-2 in this package. Offerors who do not provide all evaluation criteria will not be accepted.
4. Offerors shall assume that the Government has no prior knowledge of them or their capability.
5. Quote shall include specification sheets for equipment being quoted.
6. Quote shall include at least three references for similar services including the phone number, full address, and e-mail address. References will be checked. The Government will use its discretion to determine the sources of past performance information used in the evaluation, and the information may be obtained from references provided by the offeror, the agency’s knowledge of offeror’s performance, other government agencies or commercial entities, or past performance databases, and will be based on responsiveness, quality, and customer services.

Offerors are cautioned that the Government reserves the right to obtain information for use in the evaluation of past performance from any sources including sources outside of the Government. The Government may obtain whatever information it deems most relevant to the required effort by telephonic and/or written inquiry. This information may include CPARS reports, SAM.gov information or past performance information from any source.
7. If proposed subcontractor past performance is provided as part of the three (3) of its most relevant contracts or efforts and type of work to be done by the subcontractor on the solicitation requirement must be stated. The offeror’s submittal shall clearly detail the aspects of the work in the solicitation that the subcontractor is proposed to perform. A Past Performance example that does not differentiate between the overall contract effort and the subcontractor effort will not be evaluated.
Subcontractor performance (either the offeror's own subcontractor experience or proposed subcontractor’s experience) of major or critical aspects of this requirement will be considered the same as prime contractor past performance information for the offeror. Failure of offerors to provide the required information and level of specificity will result in the contract reference not being evaluated.

RFO 52.212-2 EVALUATION-COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES. (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Paragraph (a) is hereby completed as follows: Evaluation will be based on the following pass/fail criteria;
1. Technical Approach/Capability.
The offeror’s overall technical approach will be evaluated to assess the Government's level of confidence in the offeror’s understanding of, approach to, and ability to successfully perform the requirements as described in the Statement of Work. Provide a detailed description of the company’s experience performing similar services. A detailed technical approach write-up describing how the offeror will perform this service is required to be submitted with the quote regardless of whether a site visit was made or not. The technical approach write-up must not be a reiteration of the Statement of Work but how your company plans on performing the tasks listed in the attached Statement of Work. i.e. performance checklists, anticipated number of janitors, anticipated hours at the facility and/or confirmation of supplies being provided, etc. Specification Sheet - offeror must include specification sheets for all equipment quoted.
2. Past Performance Quote shall include at least three references for similar and relevant services including the phone number, full address, and e-mail address to demonstrate the offeror’s capability to successfully perform the services listed in the Statement of Work. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. The Government will use its discretion to determine the sources of past performance information used in the evaluation, and the information may be obtained from references provided by the Offeror, the agency’s knowledge of Offeror performance, other government agencies or commercial entities, or past performance databases, and will be based on responsiveness, quality, and customer services.
3. Price
The Government intends to award a low priced, technically acceptable, single firm fixed-price purchase order on an all or none basis with payment terms of Net 30.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

NOAA Acquisition Manual 1330-52.222-70 NOAA SEXUAL ASSAULT AND SEXUAL HARASSMENT
PREVENTION AND RESPONSE POLICY (MAY 2018)
In accordance with NOAA Administrative Order (NAO) 202-1106, NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy, it is the policy of NOAA to maintain a work environment free from sexual assault and sexual harassment. NOAA prohibits sexual assault and sexual harassment by or of any employee, supervisor, manager, contractor, vendor, affiliate, or other individual with whom NOAA employees come into contact by the virtue of their work for NOAA.
(a) Definitions.
Contractor Employees - The term “contractor employees,” as used in this solicitation and contract language, refers to employees of the prime contractor or its subcontractors, affiliates, consultants, or team members.
Sexual Assault - The term sexual assault, as used in this solicitation and contract language, means any conduct proscribed by state or federal sexual abuse laws, including, but not limited to, those defined in chapter 109A of title 18 of the U.S. Code (sexual abuse), and assaults committed both by offenders who are strangers to the victim and by offenders who are known or related by blood or marriage to the victim.
Sexual Harassment - As defined by the Equal Employment Opportunity Commission, sexual harassment is a form of sex discrimination that violates Title VII of the Civil Rights Act of 1964. It includes unwelcome sexual advances, requests for sexual favors, and other verbal, non-verbal, or physical conduct of a sexual nature when any of the following are true:
● Submission to such conduct is made either explicitly or implicitly as a term or condition of an individual's employment;
● Submission to or rejection of such conduct by an individual is used as the basis for employment decisions affecting such individual;
● The conduct unreasonably interferes with an individual's work performance or creates an intimidating, hostile, or offensive working environment.
The main characteristics of sexual harassment are that the harasser's conduct is targeted against the recipient’s sex, gender identity, or sexual orientation, and is unwelcome to the recipient. It may include, but is not limited to: offensive jokes, slurs, epithets or name calling, undue attention, physical assaults or threats, unwelcome touching or contact, intimidation, ridicule or mockery, insults or put-downs, constant or unwelcome questions about an individual's identity, and offensive objects or pictures.
(b) Requirements.
1. It is the responsibility of the contractor to ensure that contractor employees maintain the highest degree of conduct and standards in performance of the contract. In support of this, NOAA urges its contractors to develop and enforce comprehensive company policy addressing sexual assault and sexual harassment.
2. The contractor shall include wording substantially the same as this solicitation and contract language in every subcontract so that it is binding upon each subcontractor.
3. If a contractor employee observes or is the object of sexual assault or sexual harassment, he or she is highly encouraged to report the matter, as soon as possible, to their immediate supervisor, the COR, subset of the COR (e.g. Task Manager or Assistant COR), or contracting officer (CO) if a COR is not assigned to the contract. The contract employee may also contact the NOAA Civil Rights Office to obtain guidance on reporting instances of sexual assault or sexual harassment. If deemed necessary, the contractor employee may also report such instances to local law enforcement. In the case where the incident occurs while performing at a remote location, such as at sea or in the field (at a field camp or other isolated location) where the above referenced individuals are unavailable, the contractor employee should follow the reporting procedure set forth in NAO 202-1106, Section 6.07, Reporting from Remote Locations.
4. Swift reporting allows NOAA and the contractor to take the appropriate measures to ensure that offensive behavior stops and the complainants’ needs are addressed.
5. The COR (if assigned), CO, and contractor, where applicable, will work together to ensure appropriate action is taken in accordance with applicable laws and regulations, contract terms and conditions, and the contractor’s written policy (where applicable).
6. The contractor shall provide all contractor employees assigned to perform under this contract with mandatory sexual assault and sexual harassment prevention and response training in compliance with the requirements of NAO 202-1106, Section 5, Prevention Training and Awareness, as part of their initial in-processing and on an annual basis thereafter. The initial training shall be completed within [ ] business days (30 unless a different number is inserted) of contract award or the date a contractor employee is assigned to perform under the contract, as applicable.
Evidence of initial training by name and date completed for each contractor employee, shall be submitted to the COR or contracting officer (if no COR assigned) within 10 business days of completion.
Evidence of annual training by name and date completed for each contractor employee shall be submitted to the COR or contracting officer (if no COR assigned) no later than March 1st of each calendar year of contract performance.
7. The mandatory sexual assault and sexual harassment training provided by the contractor shall include the required elements set forth by NOAA’s Workplace Violence Program Manager. A link to the website including the required elements of the training is provided at https://www.noaa.gov/organization/acquisition-grants/noaa-workplace-harassment-training-for-contractors-and-financial. The website will also provide training materials and resources to assist the contractor in conducting the training. The contractor may provide training that solely addresses the NOAA required elements or may supplement existing company sexual assault and sexual harassment training in a manner that ensures all of the elements are adequately addressed.
