The Period of Performance consists of one base year (August 1, 2026 – July 31, 2027) and four one-year option periods extending through July 31, 2031. All work must be performed by a licensed contractor authorized to conduct business in South Carolina, in compliance with federal, state, and local laws and regulations, and consistent with the facility's Environmental Management System. The contractor must guarantee all work and remedy defects caused by poor workmanship or materials at its own expense. Statement of Work

Service and Preventative Maintenance on the existing Carbon Exchange Tank, Mixed Bed Tank Exchange, Water Purification System

The Hollings Marine Laboratory (HML), 331 Fort Johnson RD., Charleston, SC 29412 has the requirement for preventative maintenance Services for a Siemens Water De-chlorination and Deionization Purification System.

Objective

The objective of this service is to provide a preventative maintenance and filter exchange for the existing Siemens Water De-chlorination and Deionization Purification System at the Hollings Marine Laboratory. This system provides clean water for collaborative scientific research and experiments. In addition to the preventative maintenance, the contractor shall provide service calls within 24 hours of being notified from the Government Point of Contact to remedy leaking or broken tanks found by the client or other repairs needed.

Scope

The selected contractor shall provide preventative maintenance, filter exchanges and service calls on the existing Siemens Water De-Chlorination and Deionization Purification System at Hollings Marine Laboratory. The contractor shall demonstrate competency and experience in the preventative Maintenance of De- chlorination and Deionization Purifications Systems, and shall furnish the necessary personnel, material, equipment and services necessary to perform the services herein to include scheduled carbon tank exchanges in order to maintain the existing Siemens Water Purification System at the Hollings Marine Laboratory.

Requirements

1. The contractor shall be competent, experienced, trained and knowledgeable in the De-chlorination and Deionization System.

2. The contractor shall perform the required maintenance with factory trained, skilled, professional technicians, who are familiar with the required inspection, maintenance and repair procedures.

3. Sufficient personnel must be assigned to the region to ensure rapid response and personnel backup at all times in order to respond within 24 hours of being notified by the Government point of contact.

Specifications The contractor shall provide all equipment, preventative maintenance and delivery of the required tank exchanges on a bi-monthly and semi-annual schedule. The water supply hose shall be provided and maintained by the contractor for all required stations.

Period of Performance Period of performance shall consist of one base year and four one-year option periods:

IT Security The Assessment and Authentication (A&A) requirements of clause 48 CFR 1352.239.72 do not apply, and a Security Accreditation Package is not required. The contractor will not be given access to any system resources.

Guarantee of Work Contractor shall guarantee all work and agree to remedy, at its own expense, any defects caused by poor workmanship or materials.

Qualifications All work performed under this contract shall be performed by a licensed contractor who is able to do business in the state of South Carolina. The Contractor shall guarantee all work and agree to remedy at its own expense any defects caused by poor workmanship or materials. Work must be completed while observing all federal, state, and local laws and regulations.

Conformance with Environmental Management Systems The Contractor shall perform work under this contract consistent with the relevant policy and objectives identified in the agency, organizational, or facility environmental management system (EMS) applicable for your contract.

The Contractor shall perform work in a manner that conforms to all appropriate Environmental Management Programs and Operational Controls identified by the agency, organizational, or facility EMS, and provide monitoring and measurement information as necessary for the organization to address environmental performance relative to the environmental, energy, and transportation management goals.

In the event an environmental nonconformance or noncompliance associated with the contracted services is identified, the contractor shall take corrective and/or preventative actions. In the case of a noncompliance, the Contractor shall respond and take corrective action immediately. In the case of a nonconformance, the Contractor shall respond and take corrective action based on the time schedule established by the EMS Site Coordinator.

In addition, the Contractor shall ensure that their employees are aware of the roles and responsibilities identified by the environmental management system and how these requirements affect their work performed under this contract.
