About this file

This is an informational industry day presentation for the United States Coast Guard Cutter STORIS Homeport Project in Juneau, Alaska.

The project involves designing and building a resilient, mission-ready waterfront facility to serve as the homeport for USCGC STORIS (WAGB-21) and support other visiting Coast Guard vessels and national security operations in Alaska. The facility must accommodate three berths minimum, provide simultaneous cutter support, and achieve a 50-year service life for all marine systems. The contract is structured as a Design Build Firm Fixed Price agreement with an anticipated cost range of $125 million to $200 million and an expected award in Q4 FY 2026. The base scope includes five contract line items: CLIN 0001 (Design/Engineering/Permitting Support), CLIN 0002 (Demolition/Site Civil), CLIN 0003 (Waterfront Facilities), CLIN 0004A (On-Site Utilities), and CLIN 0004B (Off-Site Utility Upgrades). Optional CLINs include CLIN 0005 (Renovation of three existing buildings, approximately 23,493 square feet) and CLIN 0006 (Covered Small Boat Mooring/Floating Pier). The design build contractor is responsible for site verification, geotechnical confirmation, coastal analysis, all design and construction, cost/schedule risk management, and maintaining USCG access to facilities throughout construction.

The project faces significant technical challenges including 20-25+ foot tidal variation, 70+ mph Taku winds, seismic hazards, saltwater corrosion, tsunami risk, and extreme winter conditions. The waterfront scope encompasses demolition, new fixed wharf, heavy-duty floating pier, fender and mooring systems, utility upgrades requiring 6,400 amp net electrical increase with shore power capability for simultaneous cutter operations, backup generators, lighting, CCTV, access control, and building renovations. Critical constraints include maintaining USCG Station Juneau's operational status during construction, accommodating active cruise ship operations, and implementing phased execution with temporary utilities and moorings. NOAA (represented by Contracting Officer Jana Kolb and Contracting Specialist Amy McLiverty) serves as contract administrator, while the USCG (represented by Program Manager CDR Kyle Ensley and Project Manager LCDR Tyler Viera) functions as mission owner and primary stakeholder responsible for environmental permitting. Design phase deliverables include concept design workshop, 35%, 65%, 95% design submittals, and issued-for-construction documents, each with basis of design, calculations, drawings, schedule, risk register, QC certification, and renderings.
