About this file

Attachment J8 is a Questions and Responses document for a Marine Services contract solicitation issued by the National Oceanic and Atmospheric Administration (NOAA). The document contains 12 questions and corresponding government responses related to an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for marine services supporting the National Data Buoy Center Ocean Observation System. Key details include the anticipated ports of embarkation (San Diego, CA for Pacific Task Orders and Gulfport, MS for Atlantic Task Orders), confirmation that offerors can choose which Task Orders to quote on, and clarification that the government will provide Cruise Schedules for each Task Order. The contract includes a minimum guarantee of $5,000 per IDIQ award, with 330 estimated days per contract period used for evaluation purposes, though not guaranteed.

The document addresses technical and operational questions such as vessel certification requirements, mobilization/demobilization definitions, staff onboard during operations, and proposal submission guidelines. Importantly, the government emphasizes that an award will be made to the offeror, not specific vessels, and offerors only need to propose one vessel meeting requirements to receive an IDIQ contract. The solicitation is confirmed as final, with no extension to the RFP due date, and all submitted questions are addressed in this amendment.

Attachment J8 Questions and Responses

1. Where will MOBE/DEMOBE occur? Where is Homeport?

Government Response: The anticipated port of embarkation for the Pacific Task Orders will be San Diego, CA. The anticipated port of embarkation for the Atlantic Task Orders will be Gulfport, MS. The homeport is the particular port assigned as home to each offeror’s vessel.

2. How many NOAA or other staff will be on board the vessel during operational days?

Government Response: Please refer to Attachment J1 – Performance Work Statement, Section 2.1.10.1.

3. How is Mobilization/Demobilization defined according to J6 Schedule of Prices? Other documents define it seemingly as transit costs rather than preparations for launch.

Government Response: Please refer to Attachment J1 – Performance Work Statement, Section 2.3, which has been revised to provide further clarification. Please also refer to Attachment J9 - Sample Pacific Cruise Schedule, which is provided via this Amendment 0001. All days contained within Attachment J9 - Sample Cruise Schedule are considered "Days at Sea."

4. Is there an option to propose only part of the project?

Government Response: Offeror’s that receive an IDIQ award can choose which Task Order(s) to provide a quote on.

5. Where does this proposal need to be sent? Electronically or Physically?

Government Response: Please refer to FAR 52.212-1 Instructions to Offerors - Commercial Products and Commercial Services.

6. How would you like fuel estimated? PWS suggests a minimum range and endurance, and requests fuel estimates from that information. However J6 pricing estimates do not reflect the information in the PWS.

Government Response: Please refer to Attachment J1 – Performance Work Statement, Section

2.2.2. Information to support 2.2.2 shall be submitted in accordance with FAR 52.212-1 and Attachment J3 – Global Class Vessel Requirements Matrix.

7. Which ports will be utilized during this project? All? Some? When will we know which and how do we accurately predict pricing, fuel, crew, etc without this information?

Government Response: The Government will provide a Cruise Schedule that defines the port stops and stations to work for each Task Order issued under this IDIQ. A sample schedule, Attachment J9 - Sample Cruise Schedule, is provided via this Amendment 0001.

8. Is this the final Solicitation for this project? While a great deal of information has been presented, this feels more like an RFI without a clear plan of performance. Are we expected to create a performance schedule based on each Buoy location?

Government Response: Yes, this is the final solicitation to establish multiple IDIQ contracts.

No, you are not expected to create a performance schedule. The Government will provide a Cruise Schedule for each Task Order issued under this IDIQ.

9. I understand that this is an IDIQ type contract, however, are there a number of guaranteed days each period of the contract? The J6 schedule for pricing shows 330 days per period, but is that guaranteed operational days for the vessel or simply a figure used for budgeting purposes?

Government Response: There is not a guaranteed number of days for each period. As stated in Attachment J6 – Schedule of Items and Prices, the quantity provided for Days at Sea and Mobilization are estimates only to be used for evaluation purposes. In accordance with Section B, each awarded IDIQ will receive a minimum guarantee of $5,000.00.

10. Section 2.2.1 of the PWS states that the vessel COI "must specify that the vessel is approved for Freight service or designated as a Freight Ship." This type of work normally falls under the Subchapter I Coast Guard regulations for an industrial vessel. Would the Sub I certification be acceptable?

Government Response: Please refer to Attachment J1 – Performance Work Statement, Section 2.2.1.

11. If I am planning on using multiple boats for the upcoming IDIQ should Task Orders coincide. Do I need to include them in the bid? Or can I just bid with our company and one vessel for now. I understand that the Daily Rate cannot be quoted later at a higher rate.

Government Response: An award will be made to the offeror, not the vessel. An offeror only needs to provide a proposal for one vessel that meets the requirements to receive an IDIQ award.

If necessary, alternate vessels that meet the requirements can be proposed for individual task orders within the daily rate established on the offerors IDIQ.

12. I’d like to inquire about the subject line solicitation and whether responses to submitted questions have been released. Additionally, could you please confirm whether there are any plans to extend the RFP due date?

Government Response: This Amendment provides an answer to all questions received. The RFP due date is not extended.
