NOAA Florida Keys National Marine Sanctuary (FKNMS)

LANDSCAPE MAINTENANCE & RENOVATION

Nancy Foster Florida Keys Environmental Complex 31-33 East Quay Road Key West, FL 33040

Requirement:

I. Scope

To provide regular landscaping maintenance for the Florida Keys National Marine Sanctuary at the Nancy Foster Florida Keys Environmental Complex (approximately three acres), located at 31-33 East Quay Road, Key West, FL 33040.

Prior to submitting a bid, a site visit by contractors is strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event shall a failure to inspect the site constitute grounds for a claim after award of the contract.

II. Place of Performance

Florida Keys National Marine Sanctuary 31-33 East Quay Road Key West, FL 33040

III. Objectives

A. The contractor shall provide all personnel, travel-related expenses (such as mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem), transportation, equipment, tools, supplies, materials, preventative maintenance parts, safety personal protective devices, and clothing necessary to perform the required services. The government will supply the contractor with on-site yard waste containers.

B. The contractor shall schedule all on-site landscaping maintenance and renovation work with the TPOC at least five business days in advance.

C. The contractor shall accomplish work without disruptions to the daily routine operations of the Government unless preplanned and approved.

D. The contractor shall provide all required services, including regular landscaping maintenance, as well as landscape renovation work, as defined in Section IV (Description) below.

E. Contractor shall confine the staging of materials, equipment, and vehicles, and all other operations in connection with this contract to areas designated by the TPOC.

F. The contractor shall be responsible for safeguarding all government property involved in and around the work space. Contractor shall be responsible for repairing or replacing any damage to the government’s property, including but not limited to existing structures, finishes, fixtures, and personal belongings, that occurs as a direct result of the Contractor's work or operations during the project, at no additional cost to the government.

G. The contractor shall report only to and receive direction from the assigned Government Contact Point (GCP), the Contracting Officer, or their respective designee.

IV. Description

A. Landscaping maintenance services shall be performed on a monthly basis at minimum unless the frequencies are otherwise stated below:

1. LANDSCAPE/ WEED CONTROL: An eco-friendly preventative weed control and containment plan shall be shared with the TPOC at the time of award. Weeds shall be pulled by hand or treated with an eco-friendly weed control method. The area located downslope of the landscape area near the docks contains a highly sensitive coral nursery and shall be treated with methods other than toxic herbicides such as glyphosate. Chemical or alternative methods for weed control may be used on a case-by-case basis (for example, spot treatment for eradication of Brazilian Pepper or Jamaican Dogwood shrubs) and shall be approved by the TPOC prior to use to ensure the proposed method meets all requirements under Key West and Florida State laws. The contractor shall meet with the TPOC at the time of award to identify plants in the landscape that are to be preserved (e.g., never treated as weeds for removal or eradication, although they may be pruned), particularly Key West natives and/or non-invasives such as Wild Sage, Firebush, Buttonwood, and Sea Grape shrubs/trees.

2. GENERAL CLEAN UP: Remove yard waste from landscape beds with each visit. Establish a rotational schedule in advance with the TPOC, where areas of focus on each visit are adjusted to the needs of the seasonal environment.

3. SEMI ANNUAL CLEANUP: In the fall and spring, remove accumulation of trash, leaves, overly-invasive plants (such as shrubs or trees causing harm to any structures), etc. from all landscape areas.

4. MOWING/TRIMMING: Mow grassy areas to a standard, uniform height. All clippings shall be mulched with the mulching systems on mowers. Any unsightly clumping shall be removed. Mowing shall be performed at least once per month during the rainy season (June 1 – Oct 30). Trimming shall be done with a power weed eater for areas inaccessible by a mower.

5. EDGING: Edging shall be done with a power edger as needed in areas adjacent to vertical surfaces such as walls, foundations, buildings, around trees, poles, fireplugs, curb stops, sprinkler heads, and along fences.

6. PRUNING: Pruning of trees and shrubs shall be done throughout the growing season to ensure good health and appearance.

7. TREE AND SHRUB CARE: Trees and shrubs shall be pruned, shaped and cared for, as needed, to ensure good health and appearance.

8. PESTS AND DISEASE: Monitor for damaging pests and/ or disease. If damaging pests and / or disease is identified, the contractor shall notify TPOC. No additional work shall be performed without prior approval by the Contracting Officer.

B. Landscape renovation work shall be completed as stated below, but no later than March 1, 2026.

1. REMOVAL OF 2 PATCHES OF SAW PALMETTO TREES INCLUDING ROOT SYSTEM AT ADMINISTRATIVE BUILDING ENTRANCE AREA (Each patch area is approximate 8’ x 8’ at trunk base) Requires entire patch (including roots) to be removed, and areas leveled and filled with crushed #57 stone or similar material approved in advance by TPOC. The root system of at least one of these trees is pushing up the sidewalk, possibly both. (See images below)

2. REMOVAL OF 1 PATCH OF SAW PALMETTO INCLUDING ROOT SYSTEM LOCATED AT MEMORIAL GARDEN AREA.

(Patch area is approximately 8’ x 8’ at trunk base) Located near Memorial Garden area. Requires entire patch, including roots, to be removed and area to be leveled, soil added and seeded with native grass. (See image below)

3. REMOVAL OF THATCHED PALM AND STUMP THAT IS GROWING ADJACENT TO MARINA – Remove tree (including stump) and then regrade, augment and level area with crushed stone following tree and stump removal (crushed #57 stone or similar material approved in advance by TPOC). (See image below)

4. REMOVAL OF BRAZILIAN PEPPER TREE STUMP – Stump only (tree already removed) to be removed and then leveled and soil added to the area following stump removal (see image below)

5. REMOVAL OF APPROXIMATELY 7 SMALL PATCHES OF NEW GROWTH SEA GRAPE TREES (INCLUDING ROOT SYSTEM) THAT ARE ADJACENT TO MARINA THAT ARE IN CLOSE PROXIMITY TO WATER AND ELECTRIC CONNECTIONS –Require entire patches of new growth sea grape trees, including root systems, to be removed and areas leveled and filled with crushed #57 stone or similar material approved in advance by TPOC. Extra care and precaution will be needed to not impact nearby utilities. (See images below)

6. ANNUAL REJUVINATION PRUNING AND SHAPING OF ALL SHRUBS AND TREES THROUGHOUT PROPERTY – To be completed in late winter / early spring

Photos provided below are representative of the property but do not show entirety of the complex. A site visit is strongly encouraged.

The government will periodically evaluate the contractor’s performance in accordance with the statement of work.

All work performed with this contract shall be accomplished as described unless alternatives are presented in writing BEFORE the work commences, and are agreed to by the Contracting Officer. Any work that does not adhere to the descriptions shall be redone at the contractor’s expense within the defined period of performance.

V. Requirements

A. SAFETY AND ACCIDENT PREVENTION PROGRAM

Before on-site work begins the contractor shall submit a site/project specific written safety and accident prevention program containing the following:

1. Name and contact information of responsible supervisor to carry out the program

2. Site specific information including emergency response contact information and emergency response protocols

3. Provide and submit a safety plan outlining its safety program specific to this site before beginning work, including methods proposed to ensure property protection and safety of the public, FKNMS personnel, and Contractor's employees

4. Hazardous materials (HAZMAT) to be used

a. Safety data sheets shall be available upon request for any HAZMAT used on or around environmentally protected areas

b. There will be no storage of HAZMAT on Government properties.

5. Heavy equipment operations (if required)

6. Mowing equipment operations

7. Personal protection equipment

B. SAFE WORKPLACE

The contractor shall provide a safe workplace for all employees while on site.

1. The contractor shall follow all Occupational Safety and Health Administration (OSHA) requirements, EPA, Federal, State, and local safety and health requirements

2. The contractor shall report all accidents to the Contracting Officer or Contract Specialist assigned to the contract immediately and assist the Contracting personnel and other officials as required in the investigation of the accident. Accidents that occur outside of the allowed maintenance area, and cause damage to natural resources shall be reported to TPOC, Florida Department of Environmental Protection and/or local law enforcement immediately.

3. The contractor shall provide a level of public safety commensurate with exposure at FKNMS worksite.

4. The contractor shall comply in rectifying all unsafe or unhealthful conditions called to his/her attention by the TPOC and/ or Contracting Officer.

VI. Hours of Operation

Services shall be performed during hours of operation, Monday through Friday, 9:00 a.m. through 5:00 p.m. Eastern Time, excluding Federal holidays.

VII. Contractor Requirements

In performing the required work, the contractor, and any subcontractors, shall be insured and comply will all local, state and federal laws.

VIII. Period of Performance

The period of performance shall be July 1, 2025 through June 30, 2026, with four option years for the landscape maintenance (described in Section IV A #1-8). Monthly maintenance during the 12-month period of performance should include a minimum of 12 visits (including at least one visit per month; additional visits per month may be necessary due to seasonal maintenance needs). All visits should be scheduled (at least five business days in advance) through the TPOC.

The period of performance for the landscape renovation work shall be 07/01/2025 – 01/30/2026. There are no option years for the Landscape Renovation work (described in Section IV B #1-6)

IX. Type of Order:

The government anticipates the award of a firm-fixed-price purchase order.

X. IT Security Requirements:

The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply, and a Security Accreditation Package is not required. The Contractor will not be accessing US government computers or IT systems for this effort. The Contractor will not be accessing any information that is not within the public domain for this effort. The contractor will not be processing, transmitting or storing privileged access information (i.e., non-public) in carrying out the tasks of this contract.

The TPOC or delegate monitors all technical aspects of the contract and assists in purchase order administration. The TPOC is authorized to perform the following functions: assure the contractor performs the technical requirements of the purchase order; perform inspections necessary in connection with purchase order performance; maintain written and oral communications with the contractor concerning technical aspects of the purchase order; issue written interpretations of technical requirements; monitor contractor's performance and notify the Contracting Officer, GCP and contractor of any deficiencies; provide site entry of contractor personnel. The TPOC is not authorized to change any of the terms and conditions of the resulting purchase order.

** Note that there have been modifications to some areas in the Site Drawing and not all aspects of this drawing are accurate to the current state of the site. (For example: some sodded areas may now be crushed stone). A site visit is strongly encouraged.
