About this file
This document is an Amendment to a Solicitation for repairing and refurbishing NEXRAD Klystron Units, issued by the National Oceanic and Atmospheric Administration (NOAA). The amendment provides responses to vendor questions and updates order limitations, with key details including a total contract value not to exceed $5,000,000 and an anticipated award date of August 15, 2025, with a 5-year performance period. The government anticipates ordering 87 total units across five ordering periods: 21 units in Periods 1 and 5, and 15 units in Periods 2, 3, and 4.
The amendment clarifies that vendors can bid on klystron repairs and replacements from various manufacturers, including offering new L3 or CPI/MPP klystron replacements, provided they meet NEXRAD System specifications and pass quality control inspection. The government reserves the right to award each Contract Line Item Number (CLIN) independently to different offerors based on evaluation criteria. The solicitation's quote submission deadline has been extended to July 30, 2025, at 3:00 PM EST, and includes specific order limitations such as maximum orders of 30 units for a single item or 50 units for combined items within a 30-day period.

VENDOR QUESTION GOVERNMENT RESPONSE
1. Is there a cost estimate, budget or ballpark figure for the project listed? Is there an actual start date for the project?
The amount of all orders shall not exceed $5,000,000.00.
The anticipated award date is August 15, 2025, with a period of performance of 5 years from date of award.
The Government anticipates awarding the first task order(s) shortly after award of contract(s).
2. I don’t see quantities. Can you let me know per part number?
The Government anticipates the need for 21 units in Ordering Period 1, 15 units in Ordering Period 2, 15 units in Ordering Period 3, 15 units in Ordering Period 4, and 21 units in Ordering Period 5. Please note these are estimated quantities only and are not guaranteed.
There is no guarantee of orders beyond what is stated in CAR 1352.216-75. FAR 52.216-19, Order Limitations is updated in this Amendment.
The estimated quantities include both part numbers from the Pricing Schedule.
3. Is it NOAA’s intent to award klystron repairs and replacements only to a specific manufacturer, or are we able to bid on the repair of klystrons from other manufacturers?
If we are allowed to bid on klystrons from other manufacturers, will it be possible to offer a new klystron as a replacement versus attempting to complete a rebuild on an existing asset?
The Government reserves the right to award each CLIN independently to different offerors, or to a single offeror, based on the evaluation criteria and the best interest of the Government.
It would be acceptable to the Government to offer a replacement L3 or CPI/MPP klystron, provided that all specifications for the NEXRAD System are satisfied and that the item passes quality control inspection.
4. Request for extension.
The due date of quotes has been extended to July 30, 2025 at 3:00 PM EST.
Section I - Contract Clauses
Summary of Clause Changes:
Clause 52.216-19 is incorporated as follows:
1305M225Q0105 0001
FAR 52.216-19 Order Limitations. (OCT 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than 1 unit, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor-
(1) Any order for a single item in excess of thirty (30) units;
(2) Any order for a combination of items in excess of fifty (50) units; or
(3) A series of orders from the same ordering office within thirty (30) days that together call for quantities exceeding the limitation in subparagraph (b)(1) or (2) above.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216- 21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) above.
(d) Notwithstanding paragraphs (b) and (c) above, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within three (3) days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
