About this file
This document is a Statement of Work (SOW) for a contract opportunity to perform major maintenance on the Point Iroquois, MI water level gauging station. The key objectives are to execute exterior work, including removing and replacing the roof, cutting out and repointing all mortar joints, and applying waterproofing and sealant coatings. Interior work includes removing and replacing the electrical breaker box, repairing walls, and painting the interior. The period of performance is between July 22, 2024 and September 30, 2024. The contracting agency is the National Oceanic and Atmospheric Administration (NOAA). Vendors must state the products they propose to use, along with manufacturer information, expected life, and warranties. Specific constraints include not disturbing NOAA's existing monitoring equipment and maintaining operation of the water level sensor during the work.

STATEMENT OF WORK (SOW)
Point Iroquois, MI. Water Level Gauging Station Tidal Station 9099004
I. Purpose:
Execute Major Maintenance – New Roof, Grinding and Repointing all exterior motor joints, Clean/Sealing/Painting Interior and Exterior Cinder-block II. Mission:
NOAA's Center for Operational Oceanographic Products and Services (CO-OPS) is the authoritative source for accurate, reliable, and timely tides, water levels, currents, and other coastal oceanographic and meteorological information. Our services support safe and efficient maritime commerce and transportation, help protect public health and safety, and promote robust, resilient coastal communities. CO-OPS maintains ocean observing infrastructure, including more than 200 permanent water level stations on the U.S. coasts and Great Lakes, an integrated system of real-time sensors concentrated in busy seaports, and temporary meters that collect observations for tidal current predictions. Through these systems, we provide the nation with historic and real-time data, forecasts, predictions, and scientific analyses that protect life, the economy, and the environment on the coast.
III. Period and Place of Performance;
Work to be performed between July 22, 2024 and September 30, 2024 Point Iroquois, MI. Water Level Gauging Station - Chippewa County, Brimley, MI. (12942 Lakeshore Drive) IV. Background:
The Point Iroquois gauge station is located in Chippewa County, Brimley, MI. (12942 Lakeshore Drive), 20 miles west of Sault Ste. Marie, Michigan. Point Iroquois marks the division line between Whitefish Bay and the western end of the St. Mary’s River.
How to reach: to reach the NOS gauging station at Point Iroquois, Chippewa county, Michigan, from the post office in Brimley, MI on SR 221 (W. lakeshore Dr), proceed NW on SR 221 for 11.67 km (7.25 mi) to the Point Iroquois light house, the NOS gauge house which is in the NE area of lighthouse property near the shore line.
The present gauge house was constructed in September of 1964, the building is a single‐story cinderblock structure measuring 8’x 8’ x 8’. The structure has a pre-cast concrete roof with 5 ply built-up membrane roofing, covered with gravel and tar mixture. The structure sets atop of a concrete foundation and a concrete sump that is approximately 13’ deep and 6’ wide. The sump has a 6” diameter intake pipe approximately 11.5’below gauge house floor. Additional photos of gauge house can be viewed at the station’s home page on the Tides and Currents website, https://tidesandcurrents.noaa.gov/stationhome.html?id=9099004.. Building design drawings can be made available upon request.
The Point Iroquois gauge station is almost 60 years old and shows signs of age. The general condition of the station is poor. The exterior of the cinder-block structure is painted with some peeling present. The mortar joints have visible moss growth. Additionally, there is deterioration of the joints that need to be addressed. The interior of the water level station consists of ½” to ¾” plywood paneling with 1 ½” Polystyrene insulation. The floor is 6” concrete slab with access to the 6’ Dia. Sump. The Sump is approximately 13’ deep. NOAA is embarking on performing the required maintenance to bring the structure to like new condition. The work will consist of both interior and exterior reconditioning.
The exterior work will consist of cutting out and repointing of all mortar joints in the block. This task represents one of the most common maintenance requirements for a block building. Left unrepaired, water can seep in between the cracked, loose mortar and cause interior wall damage. This type of damage is evident at the Point Iroquois gauge house. Additional exterior work that will also need to be performed is on the roof, replacing existing roof material with a minimum 50 mil single ply roof membrane. Installed to manufacturer’s instructions.
V. Performance Objectives:
Exterior (Roof/Exterior Wall)
· Remove and dispose of the existing roofing materials down to precast concrete roof deck
· Inspect precast concrete roof deck for damages, report any damages to NOAA representative
· Install a minimum of 50 mil single-ply membrane in accordance with manufactures installation requirements with 1/4" per foot tapered slope to move water off the roof (directed away from the door). Vendor shall state which products they propose to use with links to manufactures website and expected life and warranty of the products.
· Install new metal flashing on all perimeter edges
· Remove exterior paint, down to bear cinder-block
· Cut out the mortar joints for the entire building as per ASTM 2260-21a “Standard Guide for Repointing Historic Masonry”
· Install new grout/mortar in all joints.
· Treat exterior block with clear water based waterproof coating
· Coat with Primer/Adhesive to promote extra bonding before applying weatherproofing weather sealant
· Apply exterior weatherproofing weather sealant (White) Vendor shall state which products they propose to use with links to manufactures website and expected life and warranty of the products.
Interior (Electrical / Walls / Countertop)
· Remove breaker box
· Replace and upgrade breaker box
· Remove wood paneling and nailers from walls
· Repair any holes from demolition with hydraulic cement
· Prepare walls and floor for paint
· Treat interior cider block with clear water based waterproof coating
· Treat interior walls with mold resistant primer, paint interior wall with primer compatible latex paint
· Clean, weatherproof, and Paint floor (Gray)
· Vendor shall state what products they propose to use with links to manufactures website and expected life and warranty of product.
VI. Operating Constraints:
· Work can't begin until all NOAA / MDOT equipment is removed. A kickoff meeting will be held as quickly as possible after the Contract Award to review the SOO and the work schedule. NOAA does not want to remove their equipment any earlier than necessary but once the contractor's schedule is finalized, NOAA will prioritize the removal of their equipment to minimize any operational impact to the contractor.
· Temporary monitoring equipment will be set up outside approximately 10 feet from the gauge house. Great care shall be taken so that none of the temporary wires or equipment is disturbed
· There will remain a water level sensor inside the building that is secured to the floor with a 10 inch PVC cover protecting it. Great care shall be taken so not to disturb this sensor. Do not move, paint, or manipulate the water level sensor.
· There is a GPS antenna mounted to the outside of the gauge house and extends above the roof. Great care should be taken not to disturb this in any way. No hanging or climbing on the pipe that supports the antenna.
