About this file

This document is a Brand Name Determination using Simplified Acquisition Procedures (SAP) for an action not exceeding the Simplified Acquisition Threshold. The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) requires a new Agilent 1290 Ultra-High-Performance Liquid Chromatography (UHPLC) system with specific components to replace an older Agilent 1100 LC model at the Hollings Marine Lab. The estimated value of the firm fixed price contract is $60,000. The agency has determined that Agilent Technologies and their authorized resellers are the only sources reasonably available because the new UHPLC system must be compatible with the lab's existing Agilent equipment and software. Market research identified 5 small business resellers capable of providing the required Agilent equipment.

The related federal contract opportunity is for an Agilent Infinity II Vial Sampler associated with Requirement-24-1461. The solicitation number is 1305M224Q0350 and the contracting agency is the Department of Commerce, National Oceanic and Atmospheric Administration.

National Oceanic and Atmospheric Administration Eastern Acquisition Division

BRAND NAME DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

141013-24-0197

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Eastern Acquisition Division and NOS/NCCOS/SDI.

2. Description of supplies or services required to meet agency needs (including the estimated value). NCCOS Hollings Marine Lab Requires a new Agilent 1290 Ultra-High-Performance Liquid Chromatography (UHPLC) which shall include a quatemary pump, solvent degasser, column oven, automatic vial sampler, and system controller capable of system pressures up to 1300 bar to allow the application of small-particle column technology to increase resolution, sensitivity, and speed of sample analysis for the detection of analytes. A firm fixed price contract with an estimated value of $60,000 is anticipated.

3. Identification of the single source or the brand name to be solicited. Authorized Resellers of Agilent Technologies products.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

· Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.

Currently Hollings Marine Lab has two Agilent 1290 UHPLC and several Agilent 1100 LC systems (older model) in their lab. This third Agilent 1290 UHPLC will replace one of the 20-year-old Agilent 1100 LC models. An Agilent LC consists of several modules (versus an all-in-one style systems), which provides the required flexibility to move modules between instruments and the potential for future system expansion or modification of the workflow. Each module can be shipped out individually for repair if needed. Additionally, they are easily switchable between the two instruments with repeatable results. The UHPLC system components will be integrated with existing government owned equipment (SCIEX mass spectrometers operating Analyst v1.7.3) and must be 100% compatible and operable from within the SCIEX instrument software. The need for potential stand-alone operations is also necessary for some applications. In addition, the extensive training and experience acquired over the years on Agilent equipment is invaluable to the successful operations and testing within the lab.

5. Market Research.

Market research has revealed 5 small business resellers capable of providing a quote for Agilent equipment on SAM.gov. A search of GSA has revealed only one small business with all the required equipment on their GSA Schedule. See attached.
