Statement of Objectives for Required Service Integrated Security System Upgrades

Florida Keys National Marine Sanctuary Nancy Foster Florida Keys Environmental Complex

33 East Quay Road, Key West, Florida 33040

1.0 BACKGROUND

The National Oceanic and Atmospheric Administration’s Office of National Marine Sanctuaries, Florida Keys National Marine Sanctuary (FKNMS) requires upgrades of the integrated security system, including a video surveillance system and a building interior monitoring security system, for the Nancy Foster Florida Keys Environmental Complex. The three-acre complex, located at 33 East Quay Road, Key West, FL 33040, includes the FKNMS headquarters office, as well as lower region operations office and maintenance building.

A site visit at 33 East Quay Road, Key West, FL 33040 is strongly encouraged. Vendors are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event shall a failure to inspect the site constitute grounds for a claim after award of the contract.

To make a site visit, please make an appointment during working hours (Monday – Friday, 9:00am – 5:00pm) with the Primary Contact.

2.0 GENERAL REQUIREMENTS

The Video Surveillance System (VSS) and Building Interior Monitoring System (BIMS) for the FKNMS Nancy Foster Florida Keys Environmental Complex are currently inadequate as referenced during a recent NOAA facility security assessment. There are areas throughout the complex with no video coverage including some building entrances, as well as large areas of exterior property uncovered by any type of video surveillance monitoring. The facility security assessment also made recommendations to install door prop monitoring devices, motion detectors and duress alarms to provide increased security to the area.

The contractor shall deliver and install security system upgrades as described in the deliverables. This will involve the contractor to provide all site work, materials, labor, equipment and labor necessary to support an upgraded Video Surveillance System (VSS) and a Building Interior Monitoring System (BIMS). The job site is to be left in generally clean and orderly condition throughout the life of the project.

3.0 CONFIDENTIALITY:

The information developed under this order is the property of the U.S. Government and shall be kept in strict confidence.

4.0 PLACE OF PERFORMANCE

5.0 DELIVERABLES

The contractor shall provide all site work, materials, labor, equipment and labor necessary to deliver and install the following Video Surveillance System (VSS) and Building Interior Monitoring System (BIMS) for the FKNMS Nancy Foster Florida Keys Environmental Complex:

Video Surveillance System (VSS)

A total of eight (8) exterior cameras and seven (7) interior cameras connected to a digital wireless recording system, capable of storing recorded video data for 30 days, is required for the Video Surveillance System (VSS).

Exterior Cameras: A total of 8 new exterior cameras will be needed. This includes new replacements for 4 existing cameras and 4 additional new cameras.

The power supplies (120 V/ 24V) are to be of an outlet plugin style to all new cameras. The existing duplex outlets are located in the general vicinity of the various new cameras’ locations (within 25’ – 50’). This will require running of Low Voltage (LV) wiring to said cameras. In addition to the LV wiring, coaxial cable will need to be run to the video monitoring stations (one located in Eco Discovery Center manager’s office in Building C and another in the Facilities managers office in Building B).

Locations of where these 8 exterior cameras need to be installed, as well as other details, are described below. See attached drawings (E-102, E-151, E-152, E-153) for additional information.

Existing exterior cameras that need replacement: Exterior property camera coverage is currently achieved by four (4) pole-mounted devices that need replacement. For reference see attached drawing E-102. Manufacturer of currently installed cameras is unknown.

Additional new exterior cameras: These are the 4 new exterior camera locations with details on the approximate needs for power and coaxial cabling.

1. Administrative parking lot (facing North) – Building mounted on North face of B – building green roof. Power from outlet at top of 2nd floor steps will and then a LV wiring run of 100’. Required also is a coaxial feed drilled through the exterior wall to the Facilities managers office (a distance of 10’)

2. Administration building (facing South) – Building mounted on East face of B-building. Power and coaxial requirements are the same as above with the coaxial run length increased to 100’.

3. Maintenance yard and dock gate – Building mounted on West face of the administrative B-building. Power from outlet located in the Dive compressor room south of the roll up door. Drilled opening required to facilitate Electrical LV wiring of 25’ and coaxial cable run internal to the building through ceiling to Women’s restroom and up to Facilities managers office (100’) is required.

4. Eco Discovery Center facing North towards Dock area – C-Building mounted centered in arcade windows of the back porch. Drilled hole required for Power from transformer to the camera as well as coaxial cable fed (75’) to the Eco Discovery Center managers office, outlet located in the gift store west office.

Interior Cameras: A total of 7 cameras for interior use are required. This includes new replacements for 4 existing cameras and 3 additional new cameras to be installed in new locations. Power and video feeds are available within the buildings listed. Locations of where these 7 interior cameras need to be installed, as well as other details, are described below.

There are currently 4 interior cameras in use that need replacement, 2 in C-building (theatre and outside of the Eco Discovery Center’s managers office) and 2 in B-building (front entrance and 2nd floor stairway). Additional coverage is needed in C-building due to public access to the building.

Three additional interior cameras are required to be installed in C-building. These are the 3 new camera locations with details on the approximate needs for power and coaxial cabling.

1. Rear door facing front door – Mounted on drywall above entrance door. Power from outlet on wall North of entry. Electrical LV wiring of 25’ and a coaxial cable run of 100’ to EDC managers office. Drywall wall penetration required.

2. Display area facing East towards Aquarius – Mounted on beam of overhead.

Powered from outlet on MOTE wall will require hole through drywall to run LV wiring and Coaxial cable of 35’

3. Display area facing West towards Aquarius -Mounted on beam in overhead.

Powered from outlet located in the Audio-Visual closet run to the overhead and connected to the camera via LV wiring. A coaxial cable run to the EDC managers office of 100’ is required.

The VSS head ends are currently (2) Digital Watchdog VMAX A1 systems located in B-building Facility managers office and C-building Eco Discovery Center managers office. The Digital Watchdog systems can each accommodate 8 video feeds and are not able to record and archive footage currently. These systems may be able accommodate recordings and archival capability but are not currently able to. If replacement is needed the devices are to be of a comparable manufacturer.

All cameras to be installed must be compatible to the Digital Watchdog VMAX A1 systems.

Cameras currently installed as well as new camera locations will require installation of new devices per the above integration list.

Building Interior Monitoring System (BIMS)

There currently exists no building interior monitoring system. Devices are currently installed and wired but are not connected to a monitoring system.

Some of the entrances at FKNMS Nancy Foster Florida Keys Environmental Complex are currently accessible through key frequency operated button (FOB) arrangement. There are 5 doors wired to a CDVI Atrium A-22 control system that is expandable for additional inputs.

There are currently magnetic door prop devices installed on the head jambs of all exterior doors, denoted on attached drawings E-151, E-152 and E-153. Additionally, there are motion sensors installed throughout all buildings (A, B, C). None of these installed devices are currently active.

Wiring exists but the devices are not terminated to a control system.

Door prop devices are identified by the letter C inside of a bubble.

Motion detectors are identified by a Triangle near the exterior entrances.

It is required by the contractor to integrate the door prop monitoring devices as well as the motion detectors into the current CDVI Atrium A-22 system currently installed.

Additional monitoring systems required include the following items:

Reactivation of 2 doors disabled currently but have wiring for readers to be placed at these locations. Doors are located in A-building rear yard entrance and B-building door between the loading dock area and lunchrooms.

Installation of power supply and FOB readers for the entrance vehicle gates to buildings B and C. These devices will be dormant until a new vehicle gate system can be procured.

Wireless duress alarm systems for B and C buildings.

Annual multi-system monitoring contract required for notifications of security breach or duress alarm and local Key West police dispatch

6.0 SPECIAL REQUIREMENTS AND CONSIDERATIONS:

State Certification and licensing required for equipment installation;

Contractor is to meet all codes having Legal Jurisdiction, all Local Code Requirements, Electrical and CCTV Licensing Codes and all Applicable Federal Acquisition Regulations;

All installed products must be compliant under the National Defense Authorization Act (NDAA);

See attachment (NDAA Compliant Company List).pdf) with list of compliant and non-compliant companies per the NDAA. Vendor cannot use certain brands that are not allowed with government use. These brands include, but are not limited to Telecommunications Equipment Produced by Huawei Technologies Company or ZTE Corporation, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities);

Contractor should be knowledgeable with FAR Case 2018-017 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment;

Ensure compliance with directives such as EO 13873, Securing the Information and Communications Technology and Services Supply Chain and EO 14034, Protecting Americans’ Sensitive Data From Foreign Adversaries.

Products and services provided must meet the DOC Enterprise Cybersecurity Policy (ECP) Program requirements;

Products and services provided must meet the personal identity verification requirements from FAR 4.1302 and FIPS PUB 201 [in accordance with Homeland Security Presidential Directive

(HSPD-12)]

Products and services provided must meet the FAR part 11.002(g) requirements which state that “[u]nless the agency Chief Information Officer waives the requirement, when acquiring information technology using Internet Protocol, the requirements documents must include reference to the appropriate technical capabilities defined in the USGv6 Profile (NIST Special Publication (SP) 500-267) and the corresponding declarations of conformance defined in the USGv6 Test Program.” To meet this requirement each DOC acquisition of IP protocol technology must express requirements for IPv6 capabilities in terms of the USGv6 Profile (i.e., using the USGV6 Capabilities Check List) and vendors must be required to document their product’s support of the requested capabilities through the USGv6 test program (reference http://www.antd.nist.gov/usgv6/) using the USGv6 Suppliers Declaration of Conformity.

Internet Protocol (IP) cameras should be used when possible. IP has better resolution and utilization of analytics. IP systems coverage use new High-Definition capabilities.

Additionally, color cameras should be used, if possible, with sufficient lighting provided for hours of darkness (i.e.; exterior light systems on the facility). If lighting is not available or feasible, day-night / low light cameras with infrared (IR) illumination should be considered.

Consideration should also be given to Video Surveillance System-Intrusion Detection System (VSS-IDS) integration and included in your proposal.

7.0 TRAVEL

Contractor must be responsible for all applicable travel related expenses for this project, including mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem.

8.0 PERIOD OF PERFORMANCE:

The Contractor is to complete all work within one-hundred twenty (120) days of award.
