1] This Statement of Work contains the requirements for shipyard services on the NOAA Research Vessel Manta R8301.

2] The general characteristics of the vessel are as follows:

Length on deck: 83 feet Length overall: 90 feet Beam: 30 feet Draft: ~4 feet Displacement: ~78 long tons

3] All work shall be accomplished at the Contractor’s facility; it is preferable that the facility not exceed 50 miles from the vessel homeport at Texas A&M University in Galveston, Texas. NOAA shall deliver the vessel to the Contractor’s facility, and redelivery will also be at the Contractor’s facility. The period of performance to complete all work is: Date of award to March 31, 2025.

4] The Contractor shall be responsible for coordinating the efforts of their employees, subcontractors, and vendors in order to avoid any delays or disruptions and to meet the period of performance. The Contractor shall provide all facilities, labor, materials, tools, and services required to complete the work unless exceptions are indicated in specific tasks below.

5] Upon arrival at the Contractor’s facility the contractor shall accept full responsibility for the safety of the vessel, including fire protection, security patrols, water-tight integrity, protection from adverse environmental conditions, etc. This responsibility shall terminate only after all work is complete, accepted by NOAA, and NOAA personnel remove the vessel from the Contractor’s facility.

6] NOAA employees and contractors may be working on board the vessel during the period of performance on a not to interfere basis. During this period, these personnel shall have full access to the vessel during normal working hours.

7] When the vessel is hauled from the water, the Contractor shall ensure that all machinery and equipment used for that purpose is fully functional, suitable for the task, rated for loads at least 20% greater than the maximum weight of the vessel, and operated by trained, competent personnel. NOAA shall provide a docking plan for the vessel if requested.

8] The Government reserves the right to award some or all tasks defined herein. Additional work outside of this contract may only be authorized by government approval of a condition found report.

9] All work performed under this (SOW) shall meet or exceed all current requirements of ABYC and USCG (Subchapter T) as applicable to this size and type of vessel.

10] In the event defects or damage unrelated to the work tasks defined below are discovered, the Contractor shall submit a Condition Found Report (CFR) to the TPOC. The CFR shall define corrective actions needed, the cost for that work (separated into labor, materials, services, and total), and the impact to the period of performance. No additional work shall be performed without approval from the TPOC and Contracting Officer.

11] All welding required as part of the tasks defined below shall be performed by welders certified by ABS or USCG working in accordance with welding procedures approved by ABS or USCG. Certifications and procedures issued by other nationally recognized authorities may be considered.

12] NOTE: All work performed on the vessel shall be accomplished as described below unless alternatives are presented in writing BEFORE the work commences, and are agreed to by NOAA and approved by the Contracting Officer.

B] SPECIFIC WORK TASKS

1] Haul, clean, block, store, and launch Remove the vessel from the water. Pressure-wash the entire hull, including all surfaces within the tunnel, from sheer line to keel removing all dirt, grime, and marine growth. Similarly, clean all fittings below waterline, including propulsor components, struts, stern tubes, rudders, foils, fins, through-hulls, interior of the jets, etc. Do not damage any existing anti-fouling paint unless further tasks in this SOW require its removal. Clean transducers with a non-metallic brush, taking care to not mark the emitting surface in any way. Clean all surfaces of all anodes with a wire brush.

Block the vessel in a level attitude with the keel (or keels) 36” minimum off the ground. During the cleaning process, temporarily shift individual blocks to ensure that all portions of the hull are cleaned.

Inspect the hull, coatings, and all attachments and report any damage or discrepancies to the TPOC in writing. Provide electrical power to the vessel suitable for its shore power system.

Upon completion of all work done on the hard, launch the vessel, inspect all compartments for leaks, and secure it dockside. If dockside testing or underway trials are required after launch, provide prior notification to the TPOC so NOAA personnel can attend.

2] Replace hull bottom paint Remove and recoat the hull bottom as defined below:

A] Sandblast to bare metal the entire hull bottom, including surfaces within the hull tunnel and waterjets, from the top of the boot-stripe to keel. Care will be taken to not reduce any material thickness, and to not damage any fittings, shell penetrations, through-hulls, or internal components attached to through-hulls. The Contractor will use a blast medium approved for aluminum hulls. On completion of blasting, notify the TPOC for inspection.

B] Apply one coat of Interprotect 2000E that has been thinned 1520% with Reducing Solvent 2316N.

Apply the Interprotect the same day as blasting or sanding.

C] Apply 3 additional coats of Interprotect 2000E, unthinned.

D] Apply 3 coats of Micron CF following proper dry times. Apply black Micron CF in the boot-stripe area, and light blue to the remainder of the bottom.

E] Apply one additional coat of Micron CF to the leading edges of the hulls, hydrofoils, and tracking fins.

All primers and paint shall be applied in accordance with the coating manufacturer’s application requirements. During the coating process, temporarily shift individual blocks under the hull to ensure all portions of the hull are recoated. The Contractor shall have an OEM representative or certified technician oversee the application process. Notify the TPOC after completion of painting.

3] Cathodic protection anode replacement Remove, clean, and inspect all anodes on the hull; two each P/S side tunnel at frame W, and three each P/S at each transom, for a total of ten (10) anodes. Replace any anodes exhibiting more than 25% wastage with identical brand, model, and alloy anodes that are new and unused. Reinstall anodes after bottom paint work is complete. Ensure new anodes make electrical contact with mounting brackets and bolts by testing continuity with a multi-meter.

4] Disassemble, clean, paint, reassemble jet parts A] Disassemble the port and starboard jet drive parts from the transom and inspect all components.

Clean all jet components, including 2 intake ducts, 2 stators, 2 nozzles, 2 buckets, and all attached devices and fittings, of marine growth using pressure wash, wire brushes, and similar hand tools.

B] The Contractor shall inspect wear rings on jet drive impeller races. Notify the TPOC prior to this work so they may observe. If either wear ring is showing signs of excessive wear and tear, a CFR for that work will be requested by the TPOC.

C] Strip and recoat the jet parts with Micron CF anti-fouling paint in the same manner as defined for the new bottom paint in task 2 above. The Contractor shall use a blast medium approved for aluminum.

Notify TPOC upon completion. After inspection, reassemble the water jets in accordance with Hamilton Jet instructions.

5] Annual life raft service Remove both (2) 16-person life rafts (DBC, SOLAS A) and transport to local DBC approved third party inspection service of yard’s choosing. The third party shall inspect and perform annual service on both rafts. Reinstall life rafts upon return to the cradles, taking particular care to orient the rafts correctly with regard to drainage holes. The Contractor shall coordinate the logistics of transport with approved third-party inspection service. The Contractor shall provide the written inspection and service report to TPOC upon completion.

6] Renew nonskid surface on aft deck Using 20x50 epoxy-coated copper slag blast medium, renew the non-skid texture surface on the aft main deck plate without removing any of the aluminum material. The finish surface texture is to be approved by the TPOC via inspection of samples provided by the yard before profile blasting commences.

The contractor shall take special precautions to avoid particulate contamination as a result of blasting, such as temporarily closing off air intakes, pipe vents, and all interior spaces. The contractor will demonstrate to the TPOC how interior spaces are to be protected before any work is started.

Upon completion, the contractor will demonstrate to the TPOC that all areas worked on are textured to the same degree as the samples. If any area is not profiled as required, repeat the profiling process in that area.

7] Resolve autopilot functionality Review the existing autopilot functionality with the vessel TPOC and Captain. Replace the existing rudder angle sensor that provides a signal to the existing autopilot. The new sensor will be Comnav brand, and the model will be compatible with both the existing Hamilton jets and the existing Comnav autopilot. On completion, recalibrate the autopilot to ensure heading accuracy underway.

8] Inspect electrical system The Contractor will have a certified marine electrician inspect the entire AC and DC electrical systems aboard the vessel. Contractor will allot 35 hours total labor for this task. Where required, NOAA staff will energize and operate installed equipment. Upon completion of inspection, the electrician will provide a written report that details:

• Findings, by system and circuit

• Recommendations for repairs and modifications

• Recommendations for amended NOAA maintenance tasks

9] Replace skiff davit A] Disconnect the existing Steelhead 1500 skiff davit from the vessels hydraulic and electrical systems.

Remove the entire davit, including crane head and standpipe, from the vessel.

B] Obtain and install a new Steelhead 1500 davit in the same location. New davit will have a 1500-pound lifting capacity at 12-foot reach. New davit will be painted white, and include both wireless and wired remote controls.

C] Upon completion of installation, test the new davit to 125% of rated load, or 1875 pounds. The test will be passed if the test load is held in place without drifting for five minutes, and no deformation or damage to the skiff davit is observed. Notify the TPOC prior to testing. Provide the TPOC a written report indicating test parameters, and success or failure.

10] Add skiff handling cleats Provide and install four each 12” long cast aluminum cleats on the port side of the vessel. Cleats will be welded in place. Cleats will generally be located fore and aft of the skiff davit, and on the main and upper decks. Exact locations of the cleats will be defined by the TPOC while aboard the vessel, and in conjunction with yard staff recommendations.

11] Quad test A-frame, science winch, trawl winch, and utility crane The contractor shall perform quadrennial inspections and load tests of the utility crane, the A-frame, trawl winch, and science winch in accordance with the following criteria. The Contractor will supply all weights, hardware, tools, lifting machinery, certified scales, and labor to perform the work. The Contractor will also supply a qualified inspector certified for assessing vessel-mounted marine lifting devices, who will witness and document the tests and conduct the inspections. NOAA staff will operate the equipment at the direction of the inspector:

a) Visually inspect the device without disassembling. Record any deficiencies.

b) Articulate the device through its full range with no load. Record any deficiencies.

c) Perform a static load test on the device to 125% of rated SWL, holding the load for a minimum of five minutes. Record any deficiencies.

d) Note that the SWL of the A-frame and winch are different. When testing the A-frame, arrange the load and rigging so that the winch cable is NOT used.

e) If deficiencies that affect safety or capacity of the device are found that cannot be corrected immediately during the test, record the test as a failure. (If required, testing will be repeated after repairs are complete as part of a separate task.)

f) Upon completion, the contractor shall provide individual certificates documenting the quadrennial inspection of each item to NOAA staff.

12] Resolve wind indicator on mast Replace the existing (and broken) wind speed and direction sensor on the mast with a new and unused unit that is compatible with the existing met display in the pilothouse. Ensure that any revised mounting brackets and cables are properly secured. Recalibrate the met display as required to ensure accurate data is presented to the operator.

13] Miscellaneous weld repair Repair by welding seven (7) small weld cracks in the stbd forepeak, and five (5) small weld cracks in the port forepeak. The TPOC will locate all cracks. See General note A.11 above for welding requirements.

Contractor will stage a fire-watch during and after welding.

52.212-1 Instructions to Offerors-Commercial Products and Commercial Services (Sep 2023)

NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive.

Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror.

The offeror will submit a quote for the items in section (V) as listed in the attached Statement of Work.

1. Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or before the time specified in the solicitation. Email quotes are required and can be sent to michelle.walton@noaa.gov.

2. Offeror shall have an active registration in the System for Award Management (SAM found at https://sam.gov/content/home) in order to provide a quote and be eligible for award. Must provide their UEI #/CAGE CODE with their quote.

3. Provide all evaluation criteria in accordance with FAR 52.212-2 in this package. Offerors who do not provide all evaluation criteria will not be accepted.

4. Offerors shall assume that the Government has no prior knowledge of them or their capability.

5. Quote shall include at least two references for similar services including the phone number, full address, and e-mail address. References will be checked. The Government will use its discretion to determine the sources of past performance information used in the evaluation, and the information may be obtained from references provided by the offeror, the agency’s knowledge of contractor performance, other government agencies or commercial entities, or past performance databases, and will be based on responsiveness, quality, and customer services.

The following minimum information shall be provided within contractor submitted references:

• Contract Number/Order Number

• Date of Contract Award

• Name and Address of the Government Agency or Commercial Entity

• Contract Type

• Annual Contract Cost

• Period of Performance

• Description of Work

• Valid name, phone number and e-mail address of Contracting Officer, Contracting Officer’s Representative or Prime Contractor (if company was subcontracted).

• In the description of work, quotes should provide a detailed explanation demonstrating the similarity of the contract, in terms of scope and size to the requirements of the solicitation for purposes of the relevancy review. Additionally, offerors should provide a brief description of work performed and results achieved; description of the methodology, tools, and processes utilized.

In addition to the information requested above, offerors shall complete Blocks 1 through 4 on Page 1 of mailto:michelle.walton@noaa.gov https://sam.gov/content/home the Past Performance Questionnaire. The offeror is required to send the Past Performance Questionnaire to those Government and commercial activities provided by the offeror in their submission and e-mail the completed survey form directly to Michelle Walton at michelle.walton@noaa.gov by the DUE DATE OF THIS SOLICITATION.

The Government reserves the right to consider past performance report forms received after the due date of the solicitation and to contact references for verification or additional information. Offerors are cautioned that the Government reserves the right to obtain information for use in the evaluation of past performance from any sources including sources outside of the Government. The Government may obtain whatever information it deems most relevant to the required effort by telephonic and/or written inquiry. This information may include SAM.gov information or past performance information from any source.

6. If proposed subcontractor past performance is provided as part of the two (2) of its most relevant contracts or efforts and type of work to be done by the subcontractor on the solicitation requirement must be stated. The offeror’s submittal shall clearly detail the aspects of the work in the solicitation that the subcontractor is proposed to perform. A Past Performance example which does not clearly detail the aspects of the work in the solicitation that the subcontractor is proposed to perform will not be evaluated.

If the prime offeror or intended subcontractor/partner submits a past performance example in which it served as a subcontractor, the prime/sub/partner shall clearly detail the work that it performed and the size (dollar value) of that subcontracted work only. A Past Performance example that does not differentiate between the overall contract effort and the subcontractor effort will not be evaluated.

Subcontractor performance (either the offeror's own subcontractor experience or proposed subcontractor’s experience) of major or critical aspects of this requirement will be considered the same as prime contractor past performance information for the vendor. Failure of offerors to provide the required information and level of specificity will result in the contract reference not being evaluated.

“THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES. IT IS THE CONTRACTOR’S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT”.

52.212-2 Evaluation- Commercial Products and Commercial Services (Nov 2021)

Offers will be evaluated based on price and the factors set forth in paragraph (a). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The evaluation will consider the Non-Price Technical Solution (Technical Approach and Past Performance) to be significantly more important than price. However, as quotes are determined to be more equal in the non-price evaluation factor, price becomes more important and may become the determining factor for award. If, at any stage of the evaluation, all offerors are determined to have submitted equal, or virtually equal, Non-Price Technical Solutions, price could become the factor in determining which offeror will receive the award.

The Government intends to evaluate the quotes and award a purchase order based on the Offeror’s initial quote; therefore, the Offeror’s initial quote should contain the Offeror’s best terms from a Non- Price Technical Solution and price standpoint.

The Government reserves the right not to award a purchase order depending on the quality of the quote(s) submitted and the availability of funds. Furthermore, the Government may waive informalities and minor irregularities or omissions in quotes received.

The Government may make award to other than the lowest-priced Offeror or the Offeror with the highest technical rating if the Contracting Officer determines that to do so would result in the best value to the Government. The Government will not make an award at a significantly higher overall price to achieve only slightly superior performance capability.

Paragraph (a) is hereby completed as follows: Evaluation factors are listed in order of importance and all factors are more important than price.

1. Technical Approach and Capability.

The offeror’s overall technical approach will be evaluated to assess the Government's level of confidence in the offeror’s understanding of, approach to, and ability to successfully perform the requirements as described in the Statement of Work. Provide a detailed description of the company’s experience performing similar services. A detailed technical approach write-up describing how the offeror will perform this service is required to be submitted with the quote regardless of whether a site visit was made or not. The technical approach write-up must not be a reiteration of the Statement of Work but how your company plans on performing the tasks listed in the attached Statement of Work.

i.e. performance checklists, anticipated number of janitors, anticipated hours at the facility and/or confirmation of supplies being provided, etc.

2. Offeror must have experience with similar vessels (length/tonnage/specs listed in the Statement of Work)

3. Distance from vessel homeport to offeror's facility

4. Turnaround time to complete the work and return the vessel to service

5. Past Performance. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. The Government will use its discretion to determine the sources of past performance information used in the evaluation, and the information may be obtained from references provided by the offeror, the agency’s knowledge of offeror performance, other government agencies or commercial entities, or past performance databases, and will be based on responsiveness, quality, and customer services. Quote shall include at least two references for similar services including the phone number, full address, and e-mail address.

Offerors lacking relevant past performance history, or for whom past performance information is either not available or has not been submitted to the Government, will receive a neutral rating for past performance.

6. Price

The Government will evaluate the price quote for completeness and reasonableness in relation to the RFQ requirements. Quoted prices must be entirely compatible with the Non-Price Technical Solution.

The Government intends to award a trade-off, single, firm fixed-price purchase order on an all or some basis with payment terms of Net 30.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
