STATEMENT OF WORK (SOW)
Telecommunications Expense Management Solution (TEMS) Software Support

1 Project Description
Software support on the Telecom Expense Management Solution (TEMS) that provides inventory management, invoice services, and custom reporting.
1.1 Purpose
The Office of Dissemination (DISS) of the National Weather Service (NWS) purchased NetPlus a commercial-off-the-shelf (COTS) Telecom Expense Management Solution (TEMS) software that incorporates the following functions:
• Invoice Management: Management of the submission, processing, and reconciliation of invoices, inclusive of identifying and rectifying billing discrepancies.
• Agency Charge-back: Collection and processing of all monthly billing data rendered by Telecommunications Service Providers (TSPs) for internal agency charge-back.
• Inventory Management: Maintenance of a current and accurate inventory of all GSA and Commercial telecommunications services and selected hardware/licenses.
• Contract Management: Application that houses all telecommunications contracts, authenticates contractor billed rates with effective contract rates, and monitors contract expiration dates and service commitment levels.
• Reporting and Analytics: Application that provides for the generation of Standard and Custom billing reports for expense management and analysis.
• Provisioning:TEMS application that will allow NWS to submit orders for telecommunications service to contracted TSP’s and integrate them with the
TEMS.
1.2 Background
The Office of Dissemination process telecommunications invoices received for various telecommunications programs services and systems from over 50 telecommunications vendors. As part of this processing, financial information must be entered into the data base to ensure proper and timely electronic transfer for payment as well as accurate record keeping for budget tracking and billing disputes, if needed. All monthly invoices must be timely input into the data base for electronic transfer so that the Government does not incur any late payment charges.
1.2.1 Organization and Mission
The Office of Dissemination performs portfolio management for all NWS Dissemination Services. The Office is responsible for portfolio management of the operation, and maintenance of NWS Information Technology (IT) systems, infrastructure, and services throughout the Nation including: planning, development, acquiring, monitoring, maintenance, system upgrades, consolidation, termination, and expansion whether directly or through NWS field offices and contract support..
1.2.2 Objectives for Dissemination TEMS solution
The objective of this Statement of Work (SOW) is to procure software support and maintenance on the NetPlus Telecommunications Expense Management Solution (TEMS) software handling the ordering, billing, reporting, inventory, and general accounting and management of NWS telecommunications products and services.
1.3 Scope
NWS seeks to obtain software maintenance and support on its NetPlus TEMS Tool.
NWS is seeking maintenance and support that will:
• Perform data load refresh;
• Install latest version of NetPlus software;
• Provide nessesary network patches;
• Provide refresher training on NetPlus software;
• Provide support for software and compatibility issues;
• Provide updated user manual.
The latest version of the NetPlus software shall continue with the full range of Telecommunications Expense Management Solution (TEMS).

6. Bill Payment
7. Dispute Recovery
1.3.1 General Description of Requirements
The purchase order shall provide One 12-month base period.
1.4 Requirements
The contractor shall provide software support for the Telecommunications Expense Management Solution (TEMS) software. that can encompass all of the NWS voice, data and mobility communications.
1.5 Acquisition Type Selected
This requirement will be for a Firm Fixed Price purchase order.
1.6 Period of Performance
The Tasks agreed upon by NWS and the offeror will remain in effect for the life of the purchase order. The contractor shall provide twelve (12) months of software support from date of award.
1.7 Place of Performance
For technical support issues that cannot be resolved via telephone or email, the offeror shall provide on-site support within 7 business days at 1325 East-West Highway, Silver Spring MD 20910.
Statement of Work
• The offeror shall provide NetPlus maintenance on the existing TEMS software platform solution.
• Upgrade to the latest version of the NetPlus software that is IPP compatibile.
• Provide necessary network patches
• Provide assistance with the data load refresh.
• Provide user manuals and training as needed.
