SF30 (continued) RFQ 1305M224Q0284 Amendment 0001
1. SOLICITATION 1305M224Q0284 IS AMENDED AS FOLLOWS: This amendment replaces the solicitation Attachment I, NOAA Specification titled “NOAA SHIP PISCES NEW TELESCOPING CRANE MAY 2004” with the attached specification “NOAA SHIP PISCES NEW TELESCOPING CRANE AUG 2024-Rev. 1), which makes corrections/clarifications to the specification and provides four (4) additional reference documents; provides responses to vendor questions; and extends the date for submission of offers.
2. QUESTIONS AND ANSWERS: All questions and responses/clarifications given to date are identified below and, if necessary, have been further addressed in this Amendment and/or Attachments hereto. The following questions and answers are provided for informational purposes only.
QUESTION 1-Crane location:
• Is the location for the new crane designated as a safe area?
• If not, please confirm the hazardous area requirements?
ANSWER: Safe Area designation is not applicable.
QUESTION 2-Hoisting Capacity:
• Our assumption based on the Appleton model number EB 120-70-40 would be that the crane would have a nominal onboard hoisting capacity of @ 120,000lbs with a retracted boom length of 40ft and an extended boom length of 70ft. However, the solicitation calls for the new crane to have a "10,000lbs safe working load (SWL)". Based on this could you please clarify:-o What the rated capacity of the new telescopic crane needs to be?
o If the crane is required to have a safe working load of 10,000lbs can you confirm at what radius/outreach the crane would need to lift 10,000lbs onboard?
o Can you advise what the hoisting requirement needs to be at the fully extended radius/outreach of 70ft?
ANSWER: Revised specification and additional references attached.
QUESTION 3-Existing Pedestal/Foundation:
• Can you provide information and details regarding the existing vessel foundation / pedestal? The solicitation states that "The crane shall fit onto the existing pedestal and turntable bearing. The e xisting crane is an Appleton KB120-67 knuckle boom crane, serial number 13604. See Reference 2.1."
• From the Appletin KB 120-67 manual the existing knuckle boom crane was supplied with a pedestal as outlined in the screenshot below?
• Is this pedestal height and dimensions required for the replacement crane
SF30 (continued) RFQ 1305M224Q0284
ANSWER: See revised specification with /reference 2.3.
QUESTION 4-The solicitation specifications include:
• 4.3.
The new crane shall use the existing hydraulic power unit (HPU) as the exis ting crane.
o Does this mean that the new crane would need to utilize the HPU as supplied with the existing KB120-67 crane or that the new crane would be hydraulically driven from a ship HPU?
• 4.4. Procure new wired chestpack and chestpack controls for the new crane. Procure an additional one (QTY 1) wired chestpacks and chestpack controls for the ship’s existing Appleton Telescoping Crane (Model EB70- 60-25S) as well as one (QTY 1) spare chestpack compatible for either the existing EB70-60-25S crane or the new Telescoping Crane. For each crane and spare, the new chestpack controls shall include a new MCC enclosure, display enclosure, wired transmitters, umbilical cables, and associated equipment.
o Techcrane would be able to supply a ROCS remote control system as part of the proposal for the new crane configuration.
o How would Techcrane be able to cover the requirement to provide additional chestpacks and chestpack controls for the Appleton crane?
o The Techcrane ROCS remote control would not have the same equipment configuration, enclosures etc or be compatible with the existing Appleton cranes.
ANSWER: See revised specification.
QUESTION 5-As part of the project, it indicates that the new crane shall fit onto the existing pedestal and turntable bearing. Would NOAA be able to provide specific information/drawings for these two items?
ANSWER: Reference drawing attached.
QUESTION 6-Please clarify the slewing torque requirement? The tech manual indicates that this value is 304,780 ft. lbs., but that seems abnormally high.
ANSWER: Although the technical manual states the existing Knuckleboom Crane slewing torque is 304,780 ft.-lbs, the specification lists the minimum slewing torque required for the new Telescoping Crane will be 230,000 ft.-lbs.
3. DUE DATE/TIME FOR RESPONSES: The due date/time of August 22, 2022, 4:00 P.M.
local time (Norfolk, VA) is extended through August 29, 2022, 4:00 P.M. local time (Norfolk, VA).
SF30 (continued) RFQ 1305M224Q0284
4. All else remains unchanged.
