About this file

This document is a Statement of Work (SOW) for the National Oceanic and Atmospheric Administration's (NOAA) Florida Keys National Marine Sanctuary (FKNMS) requiring five new work sheds to replace mooring buoy work stations damaged by Hurricane Ian. The SOW provides detailed specifications for the five sheds, including size, materials, features, and delivery locations at the Key Largo and Key West FKNMS offices and docks.

The corresponding federal contract opportunity is a Request for Quote (RFQ) for the five prefabricated work sheds and installation, with a NAICS code of 321992 that is set aside 100% for small businesses. The government will use Simplified Acquisition Procedures under FAR Part 13 and requires contractors to be registered in the System for Award Management (SAM). A site visit is strongly encouraged, with scheduled visits at the Key Largo and Key West locations. The period of performance for delivery and installation is September 25 - November 15, 2024.

FAX: 305-293-5011

1. Background The National Oceanic and Atmospheric Administration’s Office of National Marine Sanctuaries, Florida Keys National Marine Sanctuary (FKNMS) requires five sheds to store mooring buoy supplies. The new sheds will serve as replacements of mooring buoy work stations that were lost or damaged by Hurricane Ian. The stations are where mooring buoys are repaired, assembled and stored, including three sheds at Key Largo FKNMS dock, a shed in Key Largo FKNMS office work yard, and a shed at Key West FKNMS office work yard.

Site visit A site visit is strongly encouraged. Quoters are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract.

Scheduled site visits are as follows:
