Offeror Question and Government Responses:
1. Payment term and timing of payment, When does the offeror get paid and what percentage of the total amount is paid each time?
Fully funded individual task orders will be placed against the base IDIQ. Electronic payments will be based on satisfactory delivery and acceptance at FOB within 30 days of government acceptance.
2. Who is responsible for the installation of barometers?
NWS (National Weather Service) field Technicians
3. Who will perform the testing of barometers compatibility with the CSI data loggers?
NWS Personnel at the Sterling Field Support Center and the National Logistics and Reconditioning Center (Depot)
4. What are the acceptance and commissioning procedures and criteria’s for each delivery?
Initial deliveries, NWS personnel will compare to the NWS standard for accuracy and NIST certificate validation. Bulk task orders will be randomly sampled at approximately 10%. Upon installation, NWS field technicians will check the new barometers against the NWS portable standard before entering into service.
5. Is the offeror required to be involved in the training? If yes, in what capacity?
No, the offeror will not be involved in training
6. Rack mount and DIN rail mount use different mounting kits. The hardware, installation, and prices are different. What are the percentage of units for rack mount and for DIN rail mount, respectively?
10% DIN Rail, 90% Rack Mount.
Do you have the specifications on the installation environment such as dimension, barometer orientation?
Referencing the ASOS Barometer specification included with the solicitation:
[BP-4] The barometer must be capable of being mounted in any orientation on any axis.
[BP-5] The barometer must be capable of mounting in a standard 19” rack mount, 3U, or vertical mount on DIN Rail.
For clarity, Rack mounted barometers will be mounted horizontally, DIN rail mounted barometers will be mounted vertically. The dimensions for rack-mounted barometers are 3U in a standard 19” rack. The dimensions for DIN rail mounted barometers must be the same size or smaller than three SETRA 470-T or SETRA 470-ASOS barometers side by side.
7. Any samples required for field testing?
Yes. Field testing samples or initial delivery units will be used for System Integration Testing. NWS will perform integration testing to ensure the new barometer functions as a viable subsystem in the ASOS. A short period of system test will occur and then Operational Test and Evaluation will be initiated for a low risk Operational Implementation. If yes, how many units are needed? 50
8. What equipment provides the power to the barometers, from the CSI CR1000 data logger or from a separate power source?
A separate power source.
9. Requesting the brand/model the new one would be replacing.
The current barometer in service in ASOS is the SETRA 470- T or the SETRA 470-ASOS.
