About this file
This document is an amendment to a solicitation for towing services. The National Oceanic and Atmospheric Administration requires towing of the NOAA ship Rainier from American Samoa to Hawaii. The ship sustained damage and can no longer operate under its own power so must be towed. The amendment provides answers to questions from prospective offerors to clarify requirements. It confirms the hull is currently seaworthy for the towing operation and that the rudders will be locked prior. While the ship is at a pier, it may need to be anchored during the tow due to harbor restrictions. No crew will be aboard during the deadstick tow. Offerors must acknowledge receipt of the amendment by the specified date and time to be eligible for award.

1. Question: What are the insurance requirements for hull and machinery?
Answer: The federal government is self-insuring the NOAA ship Rainier which is why there is no hull and machinery requirement in the RFQ.
2. Question: Can you confirm that the vessel has operating bilge pumps on board? Do we need to install auto bilges and remote sensors?
Answer: The bilges will be pumped by NOAA prior to the towing evolution, however ship’s power will not be available during the tow evolution, so autobilges and remote sensors will be required
3. Question: Will there be NOAA crew riding the vessel during the tow?
Answer: NO. This is a dead stick tow with no power and no crew aboard
4. Question: Are the rudders locked mid ship?
Answer: The ship’s crew will lock the rudders before the tow.
5. Question: Can you confirm how much marine growth the hull has?
Answer: Marine growth is currently minimal however the longer the vessel sits at the pier the more marine growth will accumulate
6. Can you confirm if the vessel will be in the harbor or offshore?
Answer: The vessel is in Pago Pago harbor alongside at the moment. Due to pier restrictions and the needs of the harbor she may be anchored in or near the harbor by the time of arrival
7. Can you confirm that the hull is not damaged? Has a surveyor approved the vessel for towage?
Answer: The Hull does not appear to be damaged and water-tight integrity is maintained. The fire was several decks above the keel. At this time a USCG Surveyor has said the vessel cannot leave under its own power and must be towed.
