About this file

This document contains an amendment to a solicitation for mapping and cartographic support services. The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coast Survey (MCD) is seeking these services to maintain its Nautical Chart System, which is used to generate NOAA's nautical charts and Electronic Navigation Charts. The amendment provides responses to questions from potential offerors to clarify requirements. Key details include that work performed at government facilities is expected to be minimal at 10% or less, a six-page limit applies to past performance submissions excluding specific forms, all work must be performed using government furnished equipment, and the pricing sheet should account for a potential 15-day transition period for non-incumbents. The period of performance for the base year and four option years is also clarified.

(SF 30 - Attachment Page) Solicitation No. 1305M223QNCNJ0091

Amendment No. 0001

1. I have a question for "C Past Performance Information Form". I know we need to complete each of the three most relevant contracts within the past three years. Can we use our multiple-year CPARS reports for the same contract that we are referring to?

To demonstrate its past performance, the offeror shall identify up to three (3) of its most relevant contracts within the past three (3) years from the RFP closing date on Attachment C

– Past Performance Information Form. One contract is one example in accordance with the solicitation.

2. Do we need to produce "D Past Performance Questionnaire.doc" since we already have CPARS reports filed by the client that we are referring to?

In accordance with the solicitation, offerors are required to provide Attachment D to clients if CPARS have not been completed within three (3) years (or six (6) years for construction and architect-engineer contracts) of the completion of performance for the past performance reference by the DUE DATE OF THIS SOLICITATION.

3. Would the government please clarify or provide any insight into what percentage of the work is expected to take place at government facilities versus what may take place at the contractor site?

A minimal amount of work is expected to take place at government facilities. Work at government facilities is expected to be limited to requests from the government for the contractor to come in to the facilities because remote work will not complete a task or enable a task to be worked. An example would be an upgrade to Government Furnished Equipment (GFE) that cannot be done remotely. Our expectation is that work at government facilities would be 10% or less, barring any unforeseen need to change work processes in reaction to an outside influence.

The Government reserves the right to adjust the place of performance unilaterally on an as-needed basis.

4. Would the government please clarify the page count for Volume I Factor B -Past Performance? In the Solicitation document page 45 the instructions indicate a 6- page limit. However, on Form C - Past Performance Information Form, the instructions say that these forms will not count towards the page count for Volume I.

The page limit for Volume I, Factor B is six (6) pages, not including Attachment C, Past Performance Information Forms, for each reference.

5. (b) Proposals shall include the following footnote on each page: Source Selection Information FAR

2.101 and FAR 3.104. Confirm "footnote", should read "footer".

Yes, this information should be placed in the footer.

6. The https://sites.google.com/noaa.gov/nos-ocs-mcdcsg/nautical-chart-manual?authuser=0 link in the A_PWS.pdf is not accessible to our team resulting in a 404 error in multiple browsers. We have tried via multiple domains/IP addresses. How might we gain access to this document?

The five (5) documents contained within this link have been uploaded with the solicitation (Nautical Chart Manual [NCM] volumes 1, 2, 3, the International Hydrographic Organization [IHO] standards, and Chart

No. 1). The offeror shall be aware that these are living documents and may change between the time of download and contract award. Upon contract award, contractor personnel will be granted access to the site housing the documents to complete tasks in actual performance of the contract.

7. CLIN 0001 states, NOTE: If a Transition Period is necessary, the base period of performance will be 09/15/2023 - 09/14/2023. The 12-month period of performance of the option periods will follow (i.e. if a Transition Period is necessary, Option Period One (1) will have a period of performance of 09/15/2024

- 09/14/2023). Proposed pricing and technical approach must account for a transition period (if necessary) and must be valid regardless of whether a transition period is necessary. Period of Performance: 10/01/2023 to 09/30/2024. Further, the MSFT Excel pricing reflects a base period to be priced of 10/1/2023 – 9/30/2024 (with four consecutive option periods). Will the government please clarify the dates of the potential transition period and please confirm that offerors are only required to price the period of performance(s) as defined in the MSFT Excel file.

Quoters shall price on the premise of a full base year. For the incumbent, this would begin on 10/1/2023, for others, this would commence on 9/15/2023 to account for a 15-day transition. Regardless, the base year and all options will be 12-months in length. For further clarity, the incumbent would quote on the following periods of performance:

Base Year - 10/1/2023-9/30/2024; OY1 - 10/1/2024-9/30/2025; OY2 - 10/1/2025-9/30/2026; OY3 -

10/1/2026-9/30/2027; OY4 - 10/1/2027-9/30/2028.

Non-incumbents would quote on the following periods of performance:

Base Year - 9/15/2023-9/14/2024; OY1 - 9/15/2024-9/14/2025; OY2 - 9/15/2025-9/14/2026; OY3 -

9/15/2026-9/14/2027; OY4 - 9/15/2027-9/14/2028.

8. The pricing sheet doesn't provide an opportunity to price the Transition Period. period of performance will be 09/15/2023 - 09/14/2023. Is it at the contractor discretion to propose a transition period of up to 15 days? If we must or may price, what is duration / POP and method/ type of pricing (e.g. FFP, T&M)?

Please see Question 7.

9. All work in the performance of this contract must be performed upon government furnished equipment (GFE). Confirm that the contractor is to only use GFE for the performance -- both onsite and offsite, to include all hardware, software/applications.

Confirmed. The contractor must only use GFE for the performance onsite and offsite, to include all hardware and software and applications in the performance of this contract.

10. Is the contractor required to provide a Section K at the prime and sub level?

No, only the prime.

The following clause is hereby amended to include FAR 52.204-27 (JUN 2023).
