QUESTIONS AND ANSWERS
Questions and Answers
Question 1: Have there been any attempts made to retrieve the buoy?
Answer 1: No attempts have been made.
Question 2: Are there any environmental concerns?
Answer 2: The only known concern is the possibility that any water that has intruded into the buoy compartments may have an alkaline PH if the compartment has been filled enough to flood the air alkaline batteries.
Question 3: Has any person made physical contact since locating the buoy and are there any updates on the buoy’s sea worthiness?
Answer 3: No physical contact has been made since the sighting by the U.S. Fish and Wildlife Service on October 12, 2021. The buoy appeared to be intact with no visible external damage to the hull.
Question 4: In the solicitation it states that no hatches are to be opened. If any of the buoy hatches are compromised could they be used to pump out any water in the buoy?
Answer 4: This is acceptable considering question and answer #2 above and as long as doing so conforms to any Federal, State, or Game Sanctuary regulations.
Question 5: The Latitude/Longitude position in the Statement of work is different than the screen shot of the buoy on the beach. Can you confirm the last known coordinates?
Answer 5: The coordinates on the right hand side of the photos taken by the observation aircraft on November 2, 2021 would be the last known coordinates.
Question 6: Are contractors allowed to beach a landing craft on the shore adjacent to buoy at high tide and deliver an excavator capable of lifting buoy?
Answer 6: The Federal Government does not own the property. Inquiry and approval to do so would need to be from the McNeil River State Game Sanctuary and Refuge.
Question 7. What are the procedures for arriving at the USCG Station Kodiak?
Answer 7: Coordination of arrival procedures and base access will be completed after award in conjunction with the National Data Buoy Center’s U.S. Coast Guard liaison.
Question 8: The month of May in Shelikof Strait can have unpredictable/rough weather and completion by June 1 may not be possible. Can the period of performance be extended into July?
Answer 8: Based on experience, the Government will not extend the period of performance at this time. If the awarded contractor cannot complete the work due to weather, an extension to the period of performance will be discussed at that time.
