About this file
This document contains an amendment to a solicitation and responses to vendor questions. The amendment extends the response deadline to July 29, 2022 at 11:00 AM EST for solicitation 1305M222QNMAN0089 issued by the National Oceanic and Atmospheric Administration (NOAA) for engineering support services for aircraft modification and instrumentation. The services are required under an Indefinite Delivery, Indefinite Quantity contract with a five-year ordering period from September 16, 2022 through September 15, 2027. The amendment clarifies that the solicitation is a total small business set-aside for all qualified small businesses. It also provides responses to vendor questions on past performance documentation requirements, definitions of terms, applicability of travel costs, and confirmation that a special marking is not needed on proposal pages.

3) Provide responses to questions pertaining to the Request for Quotation (RFQ) that were received on or before 12:00 pm EST on July 14, 2022.
See the attached Continuation Sheet for the vendor questions and the Government responses
Vendor Question 1: In Volume II, are we to only fill out Attachment III for all past performance examples cited or can we elaborate on these within Volume II with figures and more detailed information?
Government Response to vendor question 1: The information for each past performance reference shall be in the vendors’ Volume II, Past Performance portion to include an Attachment III completed for each past performance reference. Figures and more detailed information is acceptable to demonstrate the similarity of the past performance, but please be mindful not to add any price information in Volume II.
Vendor Question 2: What is meant by Magnitude in Attachment III, the Past Performance Form (also listed on page 26 of the RFQ)? Is it level of effort (heads of support), or some other metric? If some other metric, can you explain what is desired to be included?
Government Response to vendor question 2: The term magnitude is used to describe the size and importance/impact of the referenced requirement. The objective is to find past performance where the requirement was of similar in scope and the impact/importance to the effort described in the Statement of Work.
Vendor Question 3: We reviewed the sexual assault and sexual harassment training required by NAO 202-1106 and reviewed the link provided in the RFQ, https://www.noaa.gov/organization/acquisition-grants/noaa-workplace-harassment-training-for-contractors-and-financial. However, there does not appear to be any training material in the links. Will the training material be provided at a later date?
Government Response to vendor question 3: No, as stated in the clause NAM 1330-52.222-70 NOAA
SEXUAL ASSAULT AND SEXUAL HARASSMENT PREVENTION AND RESPONSE POLICY (MAY 2018),
under (b), “It is the responsibility of the contractor to ensure that contractor employees maintain the highest degree of conduct and standards in performance of the contract. In support of this, NOAA urges its contractors to develop and enforce comprehensive company policy addressing sexual assault and sexual harassment.
The contractor shall include wording substantially the same as this solicitation and contract language in every subcontract so that it is binding upon each subcontractor.”
The contractor is responsible for developing such training, utilizing the elements/information provided in the link.
Vendor Question 4: Review of RFQ 1305M222QNMAN0089 and Attachment II Pricing Schedule we find no mention of how to handle Travel costs. I would imagine you will want to handle this as part of Delivery/Task Order quotes where cost would be a reimbursement IAW FAR 31-205-46?
Government Response to vendor question 4: Travel may be needed on rare occasions. All travel costs must be approved by the COR in advance and will be reimbursed in accordance with the Federal Travel Regulations (FTR) at the Task Order level.
Vendor Question 5: Review of RFQ page 24 Instructions to Offerors should there be any annotation that each page of proposal with statement regarding source selection. Should there be any special statement made on each page of the proposal such as "SOURCE SELECTION INFORMATION –SEE FAR 2.101 and 3.104 FOR OFFICIAL USE ONLY
Government Response to vendor question 5: No, there is no requirement to add a special statement on each page of the proposal such as "SOURCE SELECTION INFORMATION –SEE FAR 2.101 and 3.104 FOR OFFICIAL
USE ONLY.
Vendor Question 6: Page 1 of the solicitation states it is set-aside for small businesses. On page 16 of the solicitation, paragraph 3, “…The Contractor shall comply with the following Federal Acquisition Regulation (FAR) clauses…”, includes selection of FAR 52.219-30, Notice of Set-Aside for, or Sole-Source Award to, Women-Owned Small Business Concerns Eligible Under the Women-Owned Small Business Program (SEP 2021). Is this solicitation set aside for women-owned small businesses only?
Government Response to vendor question 6: This RFQ is a small business Set-Aside, it is open to all qualified small businesses. FAR 52.219-30 was selected in error and has been removed from the RFQ. As such, the revised Combined Synopsis Solicitation 1305M22QNMAN0089 has been included as an attachment to this Amendment.
Vendor Question 7: We respectfully request an extension to the due date of the subject solicitation from 22 July 2022 to 29 July 2022.
Government Response to Vendor Question 7: The government is issuing an extension of the due date to 11:00 am EST on July 29, 2022.
Vendor Question 8: We are not quite sure what NOAA is asking for re the NTE block. Are you asking for the max amount of hours that we can dedicate to NOAA for technical support? Our opinion is that we would support as much as required.
Government Response to Vendor Question 8: No, we are asking for the annual not to exceed dollar value for maximum amount of technical support your firm can provide.

Vendor Question 9: In Attachment II, the line item descriptions for all categories are shown as “Base rate.” Should this actually be the “Fully Loaded” or “Fully Burdened” rate since the base rate is generally considered to be exclusive of benefits, overhead, profit, etc. and the fully loaded rate is what is actually used for task order estimates and billing?
Government Response to Vendor Question 9: We are asking for the “fully burdened” labor rate.
