Questions and Answers

Question 1

From PWS Para C.3.e: The Contractor may be required to cash large ($2,000 to $3,000) official checks (i.e. Treasury Department), for foreign national students, apply part of the same to student’s housing bills, and let students draw the balance during the period they are in training. The Contractor may impose reasonable controls upon the check cashing service, such as a $100.00 limit on personal checks, 24-hour advance notice for payroll checks, one check per day, or similar reasonable restrictions

Is this something that a contractor will have to do (e.g. cash payroll checks)?

Answer: We do not believe that payroll cashing is a requirement at this point given the widespread use of direct deposit and access to ATM machines, and therefore have removed the PWS requirement as evident in the updated PWS.

Question 2

Will a person from our company need to be onsite for the entire training session? Each training session that takes place.

Answer: The contractor is responsible for transporting students to and from the Training Center as described in the PWS, but no one from the contractor needs to remain on site during the day.

Question 3

Though the award notes 6,000 rooms per fiscal year, are you able to clarify for me how the lodging is booked? Meaning, are there individual task orders that will come out with each class needing to be housed?

Answer: Please see FAR Clauses 52.216-18 and 52.216-21 in the solicitation for information on how orders will be placed in a contract.

Question 4

Will you be providing a tax exempt certificate? Or should we include taxes in the rate?

Answer: No tax exempt certificate will be provided. Please see FACTOR 3 – PRICE, as it states, “The quoter shall complete the attached Pricing Schedule to quote all pricing. The prices shall be all-inclusive firm-fixed pricing, including, but not limited to profit, overhead, and G&A.” Thus, this would include taxes in the rates.

Question 5

Do you know how many students will be at each training session and for how many days?

PAGE 4 OF 9 1305M221QNWWA00480001

RFQ 1305M221QNWWA0048

Questions and Answers

Answer: As stated in the solicitation, “This is a fixed-price, Requirements type acquisition as described at FAR Subpart 16.503, whereby the services described herein may be requested through issuance of individual task orders to the contract. Funds will be obligated on each task order. Each student and or guest instructor shall have their own room. It is anticipated that approximately 6000 room nights will be ordered during 12-month periods, but this is an estimate only and represents the Government's anticipated need for the performance period. These estimated quantities are not to be construed as representation to an offeror that the quantity will be required or ordered, or that conditions affecting the requirement will be stable or normal. The quantity is based upon records of previous similar requirements.”

Due to the ongoing COVID-19 situation, the NWSTC has drafted the following class schedule, in which is only an estimated number of hotel nights needed starting in April 2021. Please note that the NWSTC expects to ramp up classes to full capacity once NOAA passes policy to do so.

This fluid situation will be passed onto the Contractor as soon as it becomes available.

Q3 Total: 1402 April: 562 May: 310 June: 530

Q4 Total: 3490 July: 902 August: 1478 September: 1110

Question 6

Do you happen to have a sample class schedule for a fiscal year we could look at to get an idea of arrival/departure patterns etc?

Answer: Please see response to Question 5.

Question 7

Concerning the stovetops, will other items work in place of stovetops such as induction burner hot plates available to check out when needed, along with outdoor grills?

Answer: The stovetop requirement is not a minimum requirement that will eliminate a quoter from being considered for award. However, quoters providing students access to at least two hot plates or burners in their rooms at all times may be rated higher in the guest room technical subfactor.

Performance Work Statement

The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform lodging and transportation services.

A public restaurant shall be available on the premises or within 0.1 mile. The restaurant shall be open throughout the day, 7 days per week, Sunday through Saturday, including Holidays. f. The Contractor shall have in-house capability to accommodate an estimated minimum number of 85 students and guest instructors at one time, yet have the ability to accommodate 115 students and guest instructors at one time within the designated distance identified in the above Paragraph C.3.a. If this room is normally a room used for sleeping, the bed(s) shall be removed and a minimum of two tables, eight chairs, microwave, TV, VCR, and refrigerator shall be provided.

It shall be cleaned on a daily basis and maintained as would any guest room.

i. The lodging facility shall maintain physical security and safety using necessary equipment and well-trained, well-supervised personnel.

j. The lodging facility shall have meeting rooms on the premises for special NWS meetings. Facilities shall be large enough to accommodate groups ranging in size from 12 to 50 persons. The price for use of these rooms shall be negotiated, and the contract shall be modified appropriately. The Government does not guarantee use of such facilities.

k. Laundry facilities shall be available to the students on the premises in a well lit, secure area at a reasonable price. Laundry detergent, bleach, and other laundry supplies shall be available in the same facility. Tables for folding clothes and racks for hanging clothes shall be available for students’ use.
