Amend Soliciation 1305M221Q01452 as follows:

1. Questions have been received and answered on page 2 of this amendment.

2. The due date for receipt of quotes is changed from April 20, 2021 to May 4, 2021 at 5:00 p.m.

3. Except for the changes made herewith, all other terms, conditions, and provisions remain unchanged.

Question 1. The RFQ states, “Submit no more than three past performance references similar in size and scope and completed or in progress within the last three years for meeting this requirement.”. Per FAR 15.305, ” Past performance evaluation. (i) Past performance information is one indicator of an offeror’s ability to perform the contract successfully. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance shall be considered.

(iii) The evaluation should take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.”

If the offeror is a new company, is it acceptable to use the principal owner’s experience for past performance?

Answer 1. Please note that FAR 15.305(2) (i) (iv) states that “In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorable or unfavorably on past performance.” Such offerors would receive a Neutral rating for past performance. A contractor is always welcome to submit information that is relevant to the solicitation. Though it might be better to classify it as additional relevant information since it isn’t their past performance. Quote should clearly identify the contractor the information is about.

Question 2. In the case that acquisition of vessels are in progress, is it acceptable to have ensured acquistion of a compliant vessel upon award?

Answer 2. A blanket approval cannot be given. It is possible, the facts at hand would need to be reviewed and approved. Evaluation of the vessel being acquired would need to be able to be accomplished to determine compliance with the requirements and technical acceptablility.

Question 3. Will foreign flagged vessels be acceptable to meet the requirements?

Answer 3. Again a blanket approval cannot be given. It is possible, the facts at hand would need to be reviewed and approved and clearnances received.

Question 4. What type of equipment, weight, and depth will be used on the oceanographic winch with .322 cable?

Answer 4. NOAA will need to deploy a CTD and bongo compliment. The depth will be determined by sea depth in the location. Please identify any limits in your quote submission.

Question 5. Will 2,200 lbs RHIB crane lifting capacity (not man rated) suffice with loading of passengers once in the water? Freeboard will be one step or near level.

Answer 5. If freeboard is one step or near level, we can work with that.

Question 6. The RFQ states, “The Government will award a Firm Fixed Price Contract based on the responsible offeror whose offer conforming to the solicitation is the lowest price technically acceptable (LPTA) offer”. However, the RFQ does not require submittal of cost information. Will the government please clarify how determination of LPTA will be made?

Answer 6. The solicitation states under provision – “CAR 1352.213-70 EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES (APR 2010) - The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the Lowest Price Technically Acceptable Offer (LPTA). Technically acceptable is defined as the offeror’s ability to meet all the requirements/salient characteristics identified in the Statement of Work/Specification and the offeror’s demonstrated ability to perform the contract successfully through Past Performance. Only the lowest priced offer will be evaluated for technical acceptability. If the lowest priced offer is found not to be technically acceptable, then the next lowest priced offer will be evaluated. This process will continue until a technically acceptable offer is identified; not all offers will be evaluated.” (Please see the complete clause in the solicitation). The quotes will be ranked by price, low price will be evaluated for technical capability and if found technically capable the award will be made. If not found technically acceptable the reason will be documented and the evaluation team will move to the next lowest quote.

Except as provided herein, all terms and conditions of the document referenced in item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.
