NWS-ER Helium/Hydrogen Solicitation Vendor Questions and Government Responses
1. Question 1: Will the Government accept quotes to ship to some selected sites, or do you require a quote to ship to all of them?
Government Response 1: As per the “Addendum to FAR 52.212-1 Instructions to Offerors-Commercial Items” section of the RFQ (page 35), Offerors are not required to provide quotes for each location and/or gas. The Government will accept quotes to ship to some selected sites.
2. Question 2: In the Attachment 1 Price List, what is the unit of measure for the quantities next to “Helium Gas”? Is it cylinders or is it cubic feet?
Government Response 2: The Unit of Measure for the “Helium Gas” quantities is standard cubic feet (SCF). A note stating the unit of measure for the helium gas line items has been added to Attachment 1.
3. Question 3: Since the RFQ response deadline has been extended one week, is additional time for submission of questions permitted?
Government Response 3: The Contracting Officer will permit additional questions provided they are highly relevant and reasonable to respond to within the remaining solicitation period.
4. Question 4: Can you confirm that Column E is calculating correctly on the Attachment 1 – Price List spreadsheet?
Government Response 4: Offerors shall input their quoted pricing in Column E in the Attachment 1 – Price List spreadsheet. Column F (and out-year unit and extended prices) is calculated based on the values inputted in Column E. Offerors may input escalation rates into Row 48, if applicable. Offerors may input their own pricing formulas provided they are clearly identified.
5. Question 5: We normally quote cylinders per package. Are you okay with us putting the price per cylinder for the base year in the far right Column S?
Government Response 5: The solicitation includes FAR provision 52.204-22, “Alternative Line Item Proposal,” which states that offerors can propose a line item structure that aligns with their business practices. Accordingly, offerors may tailor the Attachment 1 Price List provided all unites of measure, quantities, etc. are clearly identified. Acceptance of any alternatives is solely at the discretion of the Government.
6. Question 6: We normally asses rent in price per cylinder per day, or perhaps per month. Example: For the quantity of 160 in Column D, Row 11, I understand that to mean that you will be renting 13.33 cylinders per month. So we should quote rental per month per cylinder?
Government Response 6: See response to Question #5 above. Alternatives may be quoted in accordance with FAR 52.204-22 if they are clearly identified and the offeror provides an explanation as to how the proposed approach(es) meets the Government’s requirements.
