Performance Work Statement Grounds Maintenance Specifications

Sterling Field Support Center (SFSC)

1. PERFORMANCE BASED SERVICE CONTRACT—GROUNDS

MAINTENANCE

1) This solicitation contains a work statement for a performance-based service. This means that the Government has described WHAT is to be accomplished, not HOW to accomplish it, and states a basis for determining whether finished work meets the Government quality requirements. It does not state detailed procedures for accomplishing the requirement unless there are safety, security or communication requirements.

2) It is the responsibility of the Contractor to ensure that they build into their bid/proposal price the necessary hours that it will take to meet the performance standards specified.

3) The Contractor will be required to maintain a Quality Control Program (here on known as QCP) to ensure that the requirements of this contract are met. This program shall be created for identifying and correcting deficiencies in the quality of services before performance becomes unacceptable.

2. OVERVIEW:

The Sterling Field Support Center (SFSC) is located on a 230-acre parcel of land in Eastern Loudoun County Virginia as shown on Attachment I Maps. This property contains the SFSC laboratory buildings, various outdoor meteorological testbeds, and The Baltimore-Washington Regional Forecast Office. For purposes of landscaping maintenance, the SFSC’s property can be divided into five general areas:

SFSC Testbeds and Building Areas – Sections of property surrounding the SFSC buildings, parking areas, sewage lift station, and instrument test beds. The grass in these areas is to be kept short.

SFSC Field Areas – Approximately 128 acres of largely undeveloped land where the grass is allowed to grow long. The fields must be cut twice per year to prevent the land from becoming a forest.

SFSC Roadways and Fence Lines – Property adjacent to the facilities roadways and perimeter fence. The grass along the roads and perimeter fence is to be kept short

SFSC Forest Land – The forested areas along the southern border of the property. These areas do not require maintenance however these forest areas must not be allowed to expand (through the growth of new trees) into the existing fields.

PAGE 11 OF 49 1305M220QNWWG0132
