Uninhabitable Period Lodging FY20 Dry-Dock Repair Package – Northern California Lodging
NOAA Ship Bell Shimada Statement of Work
1. Introduction & Scope The purpose of this Statement of Work (SOW) is to detail the Government requirements to provide temporary lodging for up to 21 live-aboard crew members in Vallejo, California during drydock repairs
2. Minimum Requirements
At a minimum, contractors shall include the following standards:
1. Properties should be located within an approximately 30-minute commute time (driving during typical morning and evening rush hours) from 1180 Nimitz Ave., Vallejo, CA 94592.
However, the government will consider properties with extended commute times up to approximately 45-minutes (driving during typical morning and evening rush hours). It is prudent to house crew members in a location that does not require egress across one of the toll bridges in the area, as this increases commute time and expense.
2. Up to 21 single rooms with private bathrooms. Room rates are recommended to be at or below established Federal Government Max lodging per diem rate per night for the specified location. These rates can be found at: http://www.gsa.gov/portal/category/100120. The quoted rate shall be inclusive of all applicable taxes and fees.
3. Flexible check-in/check-out during the estimated period of performance 04 November 2019 to 16 February 2019. As there are variable days and a variable number of rooms required during the estimated period of performance, the contractor shall provide this flexibility at no additional cost to the Government. However, the maximum number of rooms will not exceed 21 at any one time. The Government shall only be charged for rooms actually occupied on a per day basis.
4. On-site parking for up to 6 vehicles. If parking fees are associated with the location, parking rates and total should be included as separate item on quote. Parking fees for vehicles that are not government owned will be charged to the individual at time of checkout, and notification of parking fees will be presented at time of check-in.
5. Guaranteed reservations for late arrival accommodations. Properties will accept mission critical early departures without additional costs or penalties of any kind. Ship’s crew may depart for leave, training, or temporary assignments to other ships; rooms will be adjusted accordingly.
6. If contractor cannot honor a confirmed reservation, the contractor shall, at its own expense, secure a guest room at another equivalent or better hotel.
7. Properties shall be listed on the Federal Emergency Management Administration (FEMA) National Master List of certified hotels compliant with the 1990 Hotel and Motel Fire Safety Act (PL101-391) found at https://apps.usfa.fema.gov/hotel/
8. Properties shall be compliant with the Americans with Disabilities Act (ADA).
9. Properties shall maintain a FedRooms minimum 2 crown rating; 3 diamond rating or greater http://www.gsa.gov/portal/category/100120 https://apps.usfa.fema.gov/hotel/
