About this file

This document is a Single Source Determination using Simplified Acquisition Procedures (SAP) for a contract extension with the Executive Office of the State of Nebraska (EOSN). The contract (1305M220CNWWR0059) will extend preventative scheduled and unscheduled maintenance, logistical, and system support services for the National Weather Service (NWS) All-Hazards Weather Radio in Nebraska for one month, from August 17, 2025 to September 16, 2025. The firm-fixed-price contract is valued at $21,173.00.

The justification for the single-source award is based on EOSN's unique capabilities, including housing NWS transmitters on Nebraska state and private facilities, owning the communication network for NWR transmissions in Nebraska, and providing strict security with background-checked contract employees. The extension is deemed urgent to ensure continuous protection of life and property while working to award a follow-on contract, with EOSN being the only responsible source capable of providing the required services without significant disruption or additional costs.

They also own the communication network that handles all of the NWR transmissions in the state of Nebraska. They only allow contract employees who pass a full background and fingerprint check administered by the State of Nebraska unescorted access within their facilities. If the NWS were to attempt to utilize any other source, specific site leases would be required for each of the twenty-four
