Q: We would need to know if cabinets or racks for the UPS (Assuming these are 12V and not wet cells)?
A: Cabinets yes 12v
Q: Do the battery strings have disconnects where we can turn on/off or do we need to put UPS in Bypass?
A: Yes disconnects
Q: We would need site addresses to determine if we are inside the service center coverage or if outside our area (in miles)?
A: Installation is only an option this will be addressed if needed
Q: Number of UPS at each site and if they would be changed at the same time, as the cost would decrease of additional systems.

A: No stairs UPS room has an outside door and concrete sidewalk leading to parking lot
O: The SOW states that most locations do not have unloading capabilities. Does this mean that these locations require the contractor to offload the palletized batteries from the delivery truck and bring them inside office premises/designated areas?

Q: Is shipping to be included with the bid pricing?
A: Please see the Statement of Work Section “Shipping of Batteries”.
Q: Although you have provided technical specifications of the batteries needed, there are different make and model that will match the technical specifications but their physical dimensions may not match. This being said the make and model of the existing batteries is critical to get the equivalent battery that will match the physical dimension of the existing battery.
One battery make match the technical spec but not the physical characteristic of the existing and may pose a problems due to either to0 high, too long or too wide. Please provide the existing make and model.
A: The Battery Cabinets are adjustable to accommodate different sizes of batteries. Here are the existing batteries.
Powerware 9315-50 have C&D 12-150 batteries Mitsubishi 2033A 50KVA have C&D 12-300 batteries Misubishi 2033a 75KVA have C&D 12-350 batteries
Q: What is the make and model of the existing/current batteries? What are their Amp-Hour ratings?

Q: Since this procurement is a small business set aside and it has been assigned a NAICS code for supplies, there are two ways you can meet the FAR 52.219-14, Limitations on Subcontracting requirements:
1. If bidder is the manufacturer of the batteries, it must perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials. So, if you achieve greater than 51% of the cost of manufacturing the batteries (excluding the cost of the materials that make up the batteries), then yes, you meet the Limitations on Subcontracting requirements for a small business set aside.
2. Since Computer Sites is not the manufacturer of the batteries, the nonmanufacturer rule applies, and Computer Sites must supply batteries from a small business, made in the U.S. in order to meet the FAR 52.219-14 Limitations on Subcontracting requirements for a small business set aside. The 50% cost of performance requirements do not apply when you are not the manufacturer on a small business set aside.
As I’ve previously stated, most of the OEMs don’t meet the size standard and consequently can’t bid direct. As a Small Business acting as the Prime I still have to find an OEM that meets the small business size standard.
A: There is a Class Waiver with the SBA for this NAICS code. We can set aside the contract for small business and they can supply from large businesses (since there are no small business).
