EVALUATION CRITERIA

PAGE 9 OF 53 1305M219QNWWR0030

1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures (APR 2010)

The Government will issue an award pursuant to this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations:

1) Technical Approach and Capability - Offeror's approach to performing the requirements as specified in the Statement of Work (SOW) and its demonstrated ability to successfully perform the requirements as specified in the SOW will be evaluated. The offeror shall provide its technical approach to address the following:

a) The offeror shall provide a statement certifying that an individual other than the person providing service (unless owned and operated by one individual) will visit the office on an annual basis to complete spot checks of work performed and that the name, title, and telephone number of this individual shall be provided to the Government Contact Point (GCP) and CO within 15 days of award.

b) The offeror shall provide a brief statement (1-2 pages in length) outlining how it intends to approach and manage the cleaning efforts set forth in the SOW.

c) A detailed staffing plan must be included with the quote, outlining how the offeror will meet the required tasking set forth in the SOW. The staffing plan shall address how the offeror intends to continue those services outlined in the SOW without interruption in the event illness, injury, vacation, resignation, etc. of regularly scheduled employees.

2) Past Performance. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction.

a) The offeror shall provide a list of at least two but no more than three contacts, including phone numbers and email addresses, of past performance references that you have successfully accomplished services similar in size and scope of those listed in the statement of work. Contract numbers and descriptions of the work performed shall also be included.

3) Price. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The offeror’s price will be evaluated, but not given an adjectival rating.

(End of clause)

TRADE OFF EVALUATION SCORING TECHNIQUE

Rating of Quotes: Quotes will be adjectivally rated against each of the technical evaluation factors set forth in the RFQ, and shall be given an overall adjectival rating. The adjectival ratings to be used are:

PAGE 10 OF 53 1305M219QNWWR0030

TECHNICAL APPROACH AND CAPABILITY FACTOR RATINGS

RATING DESCRIPTION

Exceptional

The quote greatly exceeds the requirements of the solicitation, is complete, organized, and detailed, and provides very strong assurances that the offeror will successfully accomplish the work. A rating of "Exceptional" means that this quote contains strengths, features, or innovations which would greatly enhance the specific requirements or otherwise be of substantial benefit. The quote contains no weaknesses.

A very high probability of success is demonstrated.

Very Good

The quote exceeds the requirements of the solicitation, is complete, organized, and detailed, and provides strong assurances that the offeror will successfully accomplish the work. A rating of "Very Good" means that this quote contains strengths, features, or innovations which would enhance the specific requirements or otherwise be of benefit. Any weaknesses are considered to be of such small consequence that their impact on the overall superiority of the quotation is insignificant. A high probability of success is demonstrated.

Satisfactory

The quote meets the minimum requirements of the solicitation. The quote is responsive and provides assurance that the offeror will successfully accomplish the work. Any weakness is of a minor nature which poses little risk of adversely affecting the offeror's performance.

A rating of "Satisfactory" is used when there are no indications of strengths, features, or innovations which would enhance the specific requirements or otherwise be of benefit. The quote demonstrates an acceptable probability of successful execution of the work.

Marginal

The quote does not meet one or more requirements of the solicitation.

The quote does not provide assurance that the offeror will successfully accomplish the work. One or more weaknesses are of a significant nature which poses moderate risk of adversely affecting the offeror's performance. A rating of "Marginal" is used when there are one or more significant weaknesses that may require revision. The quote demonstrates a low probability of successful execution of the work.

Unsatisfactory

The quote does not meet the minimum requirements of the solicitation or does not address the specific factor. The offeror's interpretation of the Government's requirements is so superficial, incomplete, vague, incompatible, incomprehensible, or incorrect as to be unacceptable. The assignment of a rating of "Unacceptable" indicates that numerous weaknesses exist requiring a major revision, tantamount to a new offer to make acceptable. The quote exhibits no strengths. Project failure is probable.

PAGE 11 OF 53 1305M219QNWWR0030
